ONDCP’s Drug Court Training and Technical Assistance Cooperative Agreement supports training and technical assistance (TTA) to ensure access to evidence-based addiction treatment through drug courts, including when substance use disorder co-occurs with other mental healthconditions. ONDCP seeks to reduce drug use and its consequences through evidence-based treatment that leads to long-term recovery, and this cooperative agreement will support the President’s priorities by applying this to the criminal justice system. The purpose of this cooperative agreement is to: (1) educate, train, and produce materials to improve the implementation of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions; (2)decrease criminal justice costs and recidivism rates; and (3) improve access to evidence-based addiction treatment that includes medications for opioid use disorder through drug courts. The cooperative agreement recipient shall:• Use expert practitioners in the science of addiction and evidence-based addiction treatment, as well as integration of treatment into the criminal justice system.• Use licensed behavioral health practitioners.• Provide in-person training, online training, and jurisdiction-specific technical assistanceto a wide range of geographically distributed areas—including rural locations—at thestate, local, and tribal levels.• Ensure close alignment of all TTA materials with the Trump Administration’s policy priorities, including the 2026 National Drug Control Strategy; an evidence-based approach to treating addiction--to include FDA-approved medications for opioid use disorder--contingency management, and other evidence-based behavioral health modalities for other substance use disorders; naloxone distribution and naloxone training.• Designate and fund a research or academic organization to conduct an independent assessment of the effectiveness and impact of training and technical assistance conducted under this cooperative agreement. The independent study should involve data collectionfrom state, local, and tribal jurisdictions engaged in cooperative agreement recipient programming.

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. This is a notice of funding opportunity (NOFO) for the FY26 Preparing for Active Shooter Situations (PASS) Program. The preparedness of law enforcement to respond to active shooter incidents is a priority of the Administration. Through the PASS program, the Department of Justice supports this priority by providing funding to deliver nationally recognized, scenario-based training that prepares officers, first responders, and mental health and social service providers on how best to prepare their communities for an active shooter threat or act of terrorism. PASS program funds are used to increase public and law enforcement safety nationwide by training first responders—including law enforcement, fire, emergency medical services (EMS), dispatchers, medical personnel, facility security, emergency management, and any other professionals who may reasonably be key to a successful integrated response—to handle an active shooter threat or act of terrorism. In addition, this program will provide priority access to training for School Resource Officers funded under the COPS Hiring Program, to support active shooter preparedness and response in primary and secondary schools. Training provided under the PASS program will advance the goal of the 2016 Protecting Our Lives by Initiating COPS Expansion (POLICE) Act in offering scenario-based, integrated response courses designed to counter active shooter threats or acts of terrorism against individuals or facilities.

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The FY26 Collaborative Reform Initiative (CRI) program funding seeks to provide best practices of law enforcement agencies and the many ways they are protecting Americans, enhance officer safety and wellness, build agencies’ capacity for self-improvement and effectiveness, and promote community policing practices nationwide. This funding opportunity has two program subcategories of which applicants may apply for funding: Category 1: Collaborative Reform Initiative Technical Assistance Center (CRI-TAC). Since 2017, CRI-TAC has provided a wide array of TA services using a “by the field, for the field” approach. The CRI-TAC process is agency-driven and offers customizable, short-term technical assistance on more than 60 topics. Category 2: Collaborative Reform Initiative Critical Response. The Critical Response program is designed to provide targeted TA to law enforcement agencies experiencing high-profile events, major incidents, or sensitive issues of varying need. Critical Response is highly customizable and provides flexible assistance to law enforcement agencies in a variety of ways, including after-action reviews; peer-to-peer exchanges; targeted in-depth review, analysis, recommendations, and assessments; and facilitated discussions with subject matter experts. The COPS Office / NHTSA Impaired Driving Curricula Invitational Program funding opportunity is intended to update and enhance of impaired driving curricula offered by the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA).

The overall goal of the project is to strengthen the legal capacity and proficiency of government officials, including policymakers, negotiators, legal experts and practitioners, and other relevant officials from Southeast Asian and Pacific Islands countries concerning the principles and practices of public international law, including, but not limited to, the law of the sea as reflected in the 1982 Law of the Sea Convention and maritime boundary treaty law and negotiations.

The purpose of this award is to carry out a project to strengthen Honduras’ ability to manage seized evidence in a secure, transparent, and standardized manner, reducing vulnerabilities that transnational criminal organizations exploit to evade prosecution and sustain illicit markets.

The ICJR Program assists Tribal, state, and local governments and courts to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. These sorts of activities treat these offenses as serious violations of criminal law and seek safety and autonomy for victims.

The purpose of this Notice of Funding Opportunity is to invite proposals for funding to establish a Women’s Business Centers (WBCs) modernization and alignment initiative. This initiative will establish a Lead Center Model, supported by a network of Service Centers, to deliver coordinated, statewide or territory-wide business services. To support a more evenly distributed funding allocation by population, this competition is limited to applicants in the following states: Florida, Louisiana, Pennsylvania, Tennessee, Texas, Virgin Islands, West Virgina, and Wyoming. Selected awardees must reside in the state in which it will serve as a Lead Center. Selected awardees will be responsible for designing and executing an integrated service delivery approach that ensures comprehensive coverage and aligns resources with the needs of the local entrepreneurs.

The COPS Office seeks to enhance community policing development through this NOFO in the following two funding categories: Category 1: FY26 Community Policing Development – Law Enforcement Products and Resources The COPS Office CPD: Law Enforcement Products and Resources program provides funding for the development of resources on law enforcement topics, specifically designed for national distribution, that offer creative ideas to advance crime fighting and community policing through common sense policing practices and initiatives. Any proposed product or resource should be directly in support of the advancement of community policing through common sense policing strategies and practices. Category 2: FY26 Community Policing Development – COPS Training Portal The COPS Office CPD COPS Training Portal funds are used to deploy the COPS Office’s flagship eLearning program, the COPS Training Portal. A cornerstone of the COPS Office’s training and technical assistance program, the COPS Training Portal is responsible for approximately 75 percent of training deliveries annually for the COPS Office, provided at no cost to law enforcement officers, agencies, and stakeholders to improve access to high-quality training that fits the schedules, budgets, and needs of users across the country. As community policing is common sense policing, throughout the FY26 Community Policing Development (CPD): Law Enforcement Products and Resources NOFO materials, the terms “community policing” and “common sense policing” are used interchangeably, unless otherwise specified. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law.

This program supports efforts by States, Indian Tribes, and units of local government to prevent, enforce, and prosecute cybercrimes against individuals. Cybercrimes against individuals are defined as criminal offenses that involve the use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult, except that use of a computer need not be an element of the offense.

The U.S. Department of Agriculture (USDA), Rural Development (RD) Rural Business‐Cooperative Service (RBCS or Agency), requests applications for the Meat and Poultry Processing Expansion Program - Phase 4 (the Program or MPPEP-4) - Fortifying the American Beef Industry. MPPEP-4 is authorized under Section 1001(b)(4) of the American Rescue Plan Act of 2021 (ARPA), which provides funding to make “loans and grants and provide other assistance to maintain and improve food and agricultural supply chain resiliency.” Pursuant to this authority, USDA is making competitive grant funding available to Very Small Processors and Small Processors, and to Intermediate Processors to maximize the value and utilization of their existing capacity, with a focus on promoting local supply chains.    Grant funding in the amount of $60 million is available under this Program. Funding will be divided equally into two separate competitions: one for Very Small Processors and Small Processors, and one for Intermediate Processors. Each competition will have its own ranking and award process. Cost share is required. Applicants will be required to identify sources and amounts that will make up the required cost share in the application and will need to verify cost share funding prior to final award approval. Two types of applications for each of the funding competitions will be accepted: 1.       Processing Expansion Projects. Awards will range from $50,000 to $2 million to support a range of activities to increase and diversify processing capacity of American Meat and Poultry, including Equipment-only purchases over $250,000, and necessary improvements, upgrades, renovations or retrofits to an existing Facility needed to install the Equipment. A match requirement of 50 percent of the Project Cost is required for Processing Expansion Projects.   2.       Simplified Equipment-Only Projects. Awards will range from $10,000 to $250,000 for projects that only request the cost of Equipment and do not include renovation, labor, installation, or certification costs.  A match requirement of 25 percent of the Project Cost is required for Simplified Equipment-Only Projects. Eligible applicants for MPPEP-4 include entities that are currently engaged in the Primary Processing of cattle for commercial markets or toll process and have been in business for at least one year. Eligible applicants include For‐Profit Organizations, Nonprofit Organizations, Producer-owned cooperatives, Tribes, and Tribal Entities. Privately-owned entities must be Independently Owned and Operated, and all applicants must be Domestically Owned. Additionally, an applicant’s Facility must be physically located and operating in a State. Eligible applicants must be currently operating under a FSIS grant of inspection, grant of inspection under a Cooperative Interstate Shipment Program, or a State Meat and Poultry inspection program with standards at least equal to Federal inspection. Ineligible applicants include entities that have an active Federal Award through MPPEP Phase 1, MPPEP Phase 2, MPPEP Phase 3, USDA Agricultural Marketing Service (AMS) Local Meat Capacity Grants program, or USDA AMS Meat and Poultry Inspection Readiness Grant program. An active award means that the Period of Performance has not ended. Applicants must meet the definition of a Very Small Processor, a Small Processor, or an Intermediate Processor. Applicants that are nationally dominant in beef, pork, chicken, or turkey processing are ineligible; for the purpose of this NOFO, nationally dominant is characterized as holding a market share greater than or equal to the entity that holds the fourth largest share of the market for beef, pork, chicken, or turkey processing.
