FY 2026 DRUG COURT TRAINING AND TECHNICAL ASSISTANCE COMPETITIVE COOPERATIVE AGREEMENT SOLICITATION
→ONDCP’s Drug Court Training and Technical Assistance Cooperative Agreement supports training and technical assistance (TTA) to ensure access to evidence-based addiction treatment through drug courts, including when substance use disorder co-occurs with other mental healthconditions. ONDCP seeks to reduce drug use and its consequences through evidence-based treatment that leads to long-term recovery, and this cooperative agreement will support the President’s priorities by applying this to the criminal justice system. The purpose of this cooperative agreement is to: (1) educate, train, and produce materials to improve the implementation of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions; (2)decrease criminal justice costs and recidivism rates; and (3) improve access to evidence-based addiction treatment that includes medications for opioid use disorder through drug courts. The cooperative agreement recipient shall:• Use expert practitioners in the science of addiction and evidence-based addiction treatment, as well as integration of treatment into the criminal justice system.• Use licensed behavioral health practitioners.• Provide in-person training, online training, and jurisdiction-specific technical assistanceto a wide range of geographically distributed areas—including rural locations—at thestate, local, and tribal levels.• Ensure close alignment of all TTA materials with the Trump Administration’s policy priorities, including the 2026 National Drug Control Strategy; an evidence-based approach to treating addiction--to include FDA-approved medications for opioid use disorder--contingency management, and other evidence-based behavioral health modalities for other substance use disorders; naloxone distribution and naloxone training.• Designate and fund a research or academic organization to conduct an independent assessment of the effectiveness and impact of training and technical assistance conducted under this cooperative agreement. The independent study should involve data collectionfrom state, local, and tribal jurisdictions engaged in cooperative agreement recipient programming.

→The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. This is a notice of funding opportunity (NOFO) for the FY26 Preparing for Active Shooter Situations (PASS) Program. The preparedness of law enforcement to respond to active shooter incidents is a priority of the Administration. Through the PASS program, the Department of Justice supports this priority by providing funding to deliver nationally recognized, scenario-based training that prepares officers, first responders, and mental health and social service providers on how best to prepare their communities for an active shooter threat or act of terrorism. PASS program funds are used to increase public and law enforcement safety nationwide by training first responders—including law enforcement, fire, emergency medical services (EMS), dispatchers, medical personnel, facility security, emergency management, and any other professionals who may reasonably be key to a successful integrated response—to handle an active shooter threat or act of terrorism. In addition, this program will provide priority access to training for School Resource Officers funded under the COPS Hiring Program, to support active shooter preparedness and response in primary and secondary schools. Training provided under the PASS program will advance the goal of the 2016 Protecting Our Lives by Initiating COPS Expansion (POLICE) Act in offering scenario-based, integrated response courses designed to counter active shooter threats or acts of terrorism against individuals or facilities.

The FY26 Collaborative Reform Initiative (CRI) program funding seeks to provide best practices of law enforcement agencies and the many ways they are protecting Americans, enhance officer safety and wellness, build agencies’ capacity for self-improvement and effectiveness, and promote community policing practices nationwide. This funding opportunity has two program subcategories of which applicants may apply for funding: Category 1: Collaborative Reform Initiative Technical Assistance Center (CRI-TAC). Since 2017, CRI-TAC has provided a wide array of TA services using a “by the field, for the field” approach. The CRI-TAC process is agency-driven and offers customizable, short-term technical assistance on more than 60 topics. Category 2: Collaborative Reform Initiative Critical Response. The Critical Response program is designed to provide targeted TA to law enforcement agencies experiencing high-profile events, major incidents, or sensitive issues of varying need. Critical Response is highly customizable and provides flexible assistance to law enforcement agencies in a variety of ways, including after-action reviews; peer-to-peer exchanges; targeted in-depth review, analysis, recommendations, and assessments; and facilitated discussions with subject matter experts.
