FY26 Tribal Resources Grant Program- Technical Assistance Invitational

ONDCP’s Drug Court Training and Technical Assistance Cooperative Agreement supports training and technical assistance (TTA) to ensure access to evidence-based addiction treatment through drug courts, including when substance use disorder co-occurs with other mental healthconditions. ONDCP seeks to reduce drug use and its consequences through evidence-based treatment that leads to long-term recovery, and this cooperative agreement will support the President’s priorities by applying this to the criminal justice system. The purpose of this cooperative agreement is to: (1) educate, train, and produce materials to improve the implementation of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions; (2)decrease criminal justice costs and recidivism rates; and (3) improve access to evidence-based addiction treatment that includes medications for opioid use disorder through drug courts. The cooperative agreement recipient shall:• Use expert practitioners in the science of addiction and evidence-based addiction treatment, as well as integration of treatment into the criminal justice system.• Use licensed behavioral health practitioners.• Provide in-person training, online training, and jurisdiction-specific technical assistanceto a wide range of geographically distributed areas—including rural locations—at thestate, local, and tribal levels.• Ensure close alignment of all TTA materials with the Trump Administration’s policy priorities, including the 2026 National Drug Control Strategy; an evidence-based approach to treating addiction--to include FDA-approved medications for opioid use disorder--contingency management, and other evidence-based behavioral health modalities for other substance use disorders; naloxone distribution and naloxone training.• Designate and fund a research or academic organization to conduct an independent assessment of the effectiveness and impact of training and technical assistance conducted under this cooperative agreement. The independent study should involve data collectionfrom state, local, and tribal jurisdictions engaged in cooperative agreement recipient programming.

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. This is a notice of funding opportunity (NOFO) for the FY26 Preparing for Active Shooter Situations (PASS) Program. The preparedness of law enforcement to respond to active shooter incidents is a priority of the Administration. Through the PASS program, the Department of Justice supports this priority by providing funding to deliver nationally recognized, scenario-based training that prepares officers, first responders, and mental health and social service providers on how best to prepare their communities for an active shooter threat or act of terrorism. PASS program funds are used to increase public and law enforcement safety nationwide by training first responders—including law enforcement, fire, emergency medical services (EMS), dispatchers, medical personnel, facility security, emergency management, and any other professionals who may reasonably be key to a successful integrated response—to handle an active shooter threat or act of terrorism. In addition, this program will provide priority access to training for School Resource Officers funded under the COPS Hiring Program, to support active shooter preparedness and response in primary and secondary schools. Training provided under the PASS program will advance the goal of the 2016 Protecting Our Lives by Initiating COPS Expansion (POLICE) Act in offering scenario-based, integrated response courses designed to counter active shooter threats or acts of terrorism against individuals or facilities.

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The FY26 Collaborative Reform Initiative (CRI) program funding seeks to provide best practices of law enforcement agencies and the many ways they are protecting Americans, enhance officer safety and wellness, build agencies’ capacity for self-improvement and effectiveness, and promote community policing practices nationwide. This funding opportunity has two program subcategories of which applicants may apply for funding: Category 1: Collaborative Reform Initiative Technical Assistance Center (CRI-TAC). Since 2017, CRI-TAC has provided a wide array of TA services using a “by the field, for the field” approach. The CRI-TAC process is agency-driven and offers customizable, short-term technical assistance on more than 60 topics. Category 2: Collaborative Reform Initiative Critical Response. The Critical Response program is designed to provide targeted TA to law enforcement agencies experiencing high-profile events, major incidents, or sensitive issues of varying need. Critical Response is highly customizable and provides flexible assistance to law enforcement agencies in a variety of ways, including after-action reviews; peer-to-peer exchanges; targeted in-depth review, analysis, recommendations, and assessments; and facilitated discussions with subject matter experts. The purpose of this award is to carry out a project to strengthen Honduras’ ability to manage seized evidence in a secure, transparent, and standardized manner, reducing vulnerabilities that transnational criminal organizations exploit to evade prosecution and sustain illicit markets.

The overall goal of the project is to strengthen the legal capacity and proficiency of government officials, including policymakers, negotiators, legal experts and practitioners, and other relevant officials from Southeast Asian and Pacific Islands countries concerning the principles and practices of public international law, including, but not limited to, the law of the sea as reflected in the 1982 Law of the Sea Convention and maritime boundary treaty law and negotiations.

Community Policing Development – Accreditation Under this funding opportunity, the Office of Community Oriented Policing Services (COPS Office) is seeking to establish new and support existing accreditation bodies in states or territories. Funding will focus on such activities as providing technical assistance to agencies, defraying or underwriting accreditation costs, improving customer service and marketing, and developing user-friendly policy templates.

This is a notice of funding opportunity (NOFO) for the FY26 School Violence Prevention Program (SVPP). This funding opportunity seeks to provide competitive funding directly to states, units of local government, Indian tribes, and their public agencies to improve security at schools and on school grounds in the recipient’s jurisdiction through evidence-based school safety programs. The COPS Office anticipates that up to $73,000,000 will be available for up to $500,000 per award, with approximately 200 awards anticipated. A local cost share (matching funds) of at least 25 percent in the form of cash is required unless a match waiver is requested and approved, and the period of performance duration will be 36 months, with a period of performance start date of 10/1/26.

The COPS Office also encourages agencies to consider including evaluation components appropriate to the type of activities proposed. Applicants should explain in their application how their approach addresses a specific public safety need or gap in services. Applicants may submit multiple applications but must submit a separate application for each project. The mental health and wellness of law enforcement officers and their families is a priority of the Administration. Through the LEMHWA program, the Department of Justice supports this priority by providing funding directly to state, local, tribal, and territorial (SLTT) law enforcement agencies to implement new or enhance existing programs that offer training and services to support officers emotional and mental health including, counseling programs, peer mentoring, suicide prevention, stress reduction, and police officer family services. As community policing is common sense policing, throughout the FY26 LEMHWA program NOFO materials, the terms “community policing” and “common sense policing” are used interchangeably, unless otherwise specified. The COPS Office seeks to increase the delivery of and access to mental health and wellness services through this NOFO in the following three funding categories: Category 1: FY26 Start-up LEMHWA Implementation Projects • The purpose of this program is to provide funding to law enforcement agencies that do not have established law-enforcement specific mental health and wellness programming. These funds will serve as start-up funding to support the development of new mental health and wellness services and programming for employees of law enforcement agencies and their families. This program also serves to increase grant funding accessibility for small and understaffed departments, especially those in rural communities, to implement mental health and wellness programs. • Implementation of peer support, training, family resources, suicide prevention, stress reduction, clinical support, and other promising practices for wellness programs are highly encouraged. • Agencies that currently offer rudimentary or limited wellness services and are seeking to develop a comprehensive wellness program for their department are encouraged to apply. Category 2: FY26 Enhanced LEMHWA Implementation Projects • The purpose of this program is to provide funding to law enforcement agencies who have current wellness programs in place and are seeking to enhance or expand upon those existing wellness programs. Category 3: FY26 LEMHWA Community of Practice Initiative The purpose of this initiative is to provide support to current and future LEMHWA grantees, that include peer support and technical assistance through the development and facilitation of an innovative forum where grantees can learn from their peers and share promising practices.
