Alternatives to Legal Competency and Training Program in Southeast Asia and the Pacific

ONDCP’s Drug Court Training and Technical Assistance Cooperative Agreement supports training and technical assistance (TTA) to ensure access to evidence-based addiction treatment through drug courts, including when substance use disorder co-occurs with other mental healthconditions. ONDCP seeks to reduce drug use and its consequences through evidence-based treatment that leads to long-term recovery, and this cooperative agreement will support the President’s priorities by applying this to the criminal justice system. The purpose of this cooperative agreement is to: (1) educate, train, and produce materials to improve the implementation of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions; (2)decrease criminal justice costs and recidivism rates; and (3) improve access to evidence-based addiction treatment that includes medications for opioid use disorder through drug courts. The cooperative agreement recipient shall:• Use expert practitioners in the science of addiction and evidence-based addiction treatment, as well as integration of treatment into the criminal justice system.• Use licensed behavioral health practitioners.• Provide in-person training, online training, and jurisdiction-specific technical assistanceto a wide range of geographically distributed areas—including rural locations—at thestate, local, and tribal levels.• Ensure close alignment of all TTA materials with the Trump Administration’s policy priorities, including the 2026 National Drug Control Strategy; an evidence-based approach to treating addiction--to include FDA-approved medications for opioid use disorder--contingency management, and other evidence-based behavioral health modalities for other substance use disorders; naloxone distribution and naloxone training.• Designate and fund a research or academic organization to conduct an independent assessment of the effectiveness and impact of training and technical assistance conducted under this cooperative agreement. The independent study should involve data collectionfrom state, local, and tribal jurisdictions engaged in cooperative agreement recipient programming.

This is a notice of funding opportunity (NOFO) for the FY26 Preparing for Active Shooter Situations (PASS) Program. The preparedness of law enforcement to respond to active shooter incidents is a priority of the Administration. Through the PASS program, the Department of Justice supports this priority by providing funding to deliver nationally recognized, scenario-based training that prepares officers, first responders, and mental health and social service providers on how best to prepare their communities for an active shooter threat or act of terrorism. PASS program funds are used to increase public and law enforcement safety nationwide by training first responders—including law enforcement, fire, emergency medical services (EMS), dispatchers, medical personnel, facility security, emergency management, and any other professionals who may reasonably be key to a successful integrated response—to handle an active shooter threat or act of terrorism. In addition, this program will provide priority access to training for School Resource Officers funded under the COPS Hiring Program, to support active shooter preparedness and response in primary and secondary schools. Training provided under the PASS program will advance the goal of the 2016 Protecting Our Lives by Initiating COPS Expansion (POLICE) Act in offering scenario-based, integrated response courses designed to counter active shooter threats or acts of terrorism against individuals or facilities.

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The FY26 Collaborative Reform Initiative (CRI) program funding seeks to provide best practices of law enforcement agencies and the many ways they are protecting Americans, enhance officer safety and wellness, build agencies’ capacity for self-improvement and effectiveness, and promote community policing practices nationwide. This funding opportunity has two program subcategories of which applicants may apply for funding: Category 1: Collaborative Reform Initiative Technical Assistance Center (CRI-TAC). Since 2017, CRI-TAC has provided a wide array of TA services using a “by the field, for the field” approach. The CRI-TAC process is agency-driven and offers customizable, short-term technical assistance on more than 60 topics. Category 2: Collaborative Reform Initiative Critical Response. The COPS Office / NHTSA Impaired Driving Curricula Invitational Program funding opportunity is intended to update and enhance of impaired driving curricula offered by the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA).

The purpose of this Notice of Funding Opportunity is to invite proposals for funding to establish a Women’s Business Centers (WBCs) modernization and alignment initiative. This initiative will establish a Lead Center Model, supported by a network of Service Centers, to deliver coordinated, statewide or territory-wide business services. To support a more evenly distributed funding allocation by population, this competition is limited to applicants in the following states: Florida, Louisiana, Pennsylvania, Tennessee, Texas, Virgin Islands, West Virgina, and Wyoming. Community Policing Development (CPD): Law Enforcement Products and Resources funds are used to develop products and resources to provide guidance on promising practices; develop and test innovative strategies; build knowledge about effective practices and outcomes; and support new, creative approaches to preventing crime and promoting safe communities and a positive image of policing. The COPS Office seeks to enhance community policing development through this NOFO in the following two funding categories: Category 1: FY26 Community Policing Development – Law Enforcement Products and Resources The COPS Office CPD: Law Enforcement Products and Resources program provides funding for the development of resources on law enforcement topics, specifically designed for national distribution, that offer creative ideas to advance crime fighting and community policing through common sense policing practices and initiatives. Any proposed product or resource should be directly in support of the advancement of community policing through common sense policing strategies and practices. Category 2: FY26 Community Policing Development – COPS Training Portal The COPS Office CPD COPS Training Portal funds are used to deploy the COPS Office’s flagship eLearning program, the COPS Training Portal. A cornerstone of the COPS Office’s training and technical assistance program, the COPS Training Portal is responsible for approximately 75 percent of training deliveries annually for the COPS Office, provided at no cost to law enforcement officers, agencies, and stakeholders to improve access to high-quality training that fits the schedules, budgets, and needs of users across the country. As community policing is common sense policing, throughout the FY26 Community Policing Development (CPD): Law Enforcement Products and Resources NOFO materials, the terms “community policing” and “common sense policing” are used interchangeably, unless otherwise specified. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law.

The ICJR Program assists Tribal, state, and local governments and courts to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. These sorts of activities treat these offenses as serious violations of criminal law and seek safety and autonomy for victims.

The U.S. Department of Agriculture (USDA), Rural Development (RD) Rural Business‐Cooperative Service (RBCS or Agency), requests applications for the Meat and Poultry Processing Expansion Program - Phase 4 (the Program or MPPEP-4) - Fortifying the American Beef Industry. MPPEP-4 is authorized under Section 1001(b)(4) of the American Rescue Plan Act of 2021 (ARPA), which provides funding to make “loans and grants and provide other assistance to maintain and improve food and agricultural supply chain resiliency.” Pursuant to this authority, USDA is making competitive grant funding available to Very Small Processors and Small Processors, and to Intermediate Processors to maximize the value and utilization of their existing capacity, with a focus on promoting local supply chains.    Grant funding in the amount of $60 million is available under this Program. Funding will be divided equally into two separate competitions: one for Very Small Processors and Small Processors, and one for Intermediate Processors. Each competition will have its own ranking and award process. Cost share is required. Applicants will be required to identify sources and amounts that will make up the required cost share in the application and will need to verify cost share funding prior to final award approval. Two types of applications for each of the funding competitions will be accepted: 1.       Processing Expansion Projects. Awards will range from $50,000 to $2 million to support a range of activities to increase and diversify processing capacity of American Meat and Poultry, including Equipment-only purchases over $250,000, and necessary improvements, upgrades, renovations or retrofits to an existing Facility needed to install the Equipment. A match requirement of 50 percent of the Project Cost is required for Processing Expansion Projects.   2.       Simplified Equipment-Only Projects. Awards will range from $10,000 to $250,000 for projects that only request the cost of Equipment and do not include renovation, labor, installation, or certification costs.  A match requirement of 25 percent of the Project Cost is required for Simplified Equipment-Only Projects. Eligible applicants for MPPEP-4 include entities that are currently engaged in the Primary Processing of cattle for commercial markets or toll process and have been in business for at least one year. Eligible applicants include For‐Profit Organizations, Nonprofit Organizations, Producer-owned cooperatives, Tribes, and Tribal Entities. Privately-owned entities must be Independently Owned and Operated, and all applicants must be Domestically Owned. Additionally, an applicant’s Facility must be physically located and operating in a State. Eligible applicants must be currently operating under a FSIS grant of inspection, grant of inspection under a Cooperative Interstate Shipment Program, or a State Meat and Poultry inspection program with standards at least equal to Federal inspection. Ineligible applicants include entities that have an active Federal Award through MPPEP Phase 1, MPPEP Phase 2, MPPEP Phase 3, USDA Agricultural Marketing Service (AMS) Local Meat Capacity Grants program, or USDA AMS Meat and Poultry Inspection Readiness Grant program. An active award means that the Period of Performance has not ended. Applicants must meet the definition of a Very Small Processor, a Small Processor, or an Intermediate Processor. Applicants that are nationally dominant in beef, pork, chicken, or turkey processing are ineligible; for the purpose of this NOFO, nationally dominant is characterized as holding a market share greater than or equal to the entity that holds the fourth largest share of the market for beef, pork, chicken, or turkey processing.

This program supports efforts by States, Indian Tribes, and units of local government to prevent, enforce, and prosecute cybercrimes against individuals. Cybercrimes against individuals are defined as criminal offenses that involve the use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult, except that use of a computer need not be an element of the offense.

This is a notice of funding opportunity (NOFO) for the FY26 Safer Outcomes: Enhancing Crisis Response Training for Law Enforcement Program. This opportunity seeks to promote safe outcomes during police encounters through relevant training. Awards will be made to entities seeking to implement training and related supports. Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and associated mental health professionals working on crisis intervention teams as employees of a law enforcement agency or under a legal agreement with a law enforcement agency. Training programs and related funding requests must address one of more of the areas of focus listed below: 1. De-escalation tactics and alternatives to use of force. For purposes of this funding opportunity, the term “de-escalation” means taking action or communicating verbally or nonverbally during a potential force encounter in an attempt to stabilize the situation and reduce the immediacy of the threat so that more time, options, and resources can be called upon to resolve the situation without the use of force or with a reduction in the force necessary. 2. Safely responding to an individual experiencing a mental or behavioral health or suicidal crisis. Such a crisis is one in which the behavior of a person puts the person at risk of hurting himself or herself or others or impairs or prevents the person from being able to care for himself or herself or function effectively in the community. This also includes situations in which a person is under the influence of a drug or alcohol, is suicidal, or experiences symptoms of a mental illness; or may exhibit symptoms, including emotional reactions (such as fear or anger), psychological impairments (such as inability to focus, confusion, or psychosis), and behavioral reactions (such as the activation of a freeze, fight, or flight response). Under this focus area, applicants can request funds for co-responding clinicians. 3. Safe encounters with individuals with disabilities. The term “disability” has the meaning given that term in section 3 of the Americans with Disabilities Act of 1990 (42 U.S.C. 12102). 4. Successfully participating on a crisis intervention team. The term “crisis intervention team” means a collaborative, interdisciplinary team that brings together specially trained law enforcement officers, mental health providers, and other community stakeholders to respond to mental health–related calls, use appropriate de-escalation techniques, and assess if referral to services or transport for mental health evaluation is appropriate. 5. Making referrals to community-based services and support. This may include mental and behavioral health services and support, housing assistance programs, public benefits programs, the National Suicide Prevention Lifeline, and other services. Category 2: FY26 Safer Outcomes: Continuation of Regional De-Escalation Training Centers Awards under this category will be made through two funding paths: Path 1: The Continuation of Regional De-escalation Training Centers path will provide continuation funding for the provision of training and programming to state, local, tribal, and territorial law enforcement agencies in a multistate region. Path 2: The Continuation and Coordination of Regional De-escalation Training Centers path will support the coordination of the Regional De-escalation Training Centers, as well as the provision of training and programming to state, local, tribal, and territorial law enforcement agencies in a multistate region. Regardless of the path selected, proposed projects for this category must address one or more of the areas of focus in the Purpose area of this funding opportunity. Category 3: FY26 Safer Outcomes: Curriculum Integration for Law Enforcement Academies and State-Level Training Centers This program promotes safe outcomes during police encounters through the integration of de-escalation and crisis response training into the curriculum of law enforcement academies and state-level training commissions. Partnerships with experts in adult learning concepts and curriculum development are highly encouraged. Awards under this funding opportunity will be made through two funding paths: Funding Paths Path 1: The Academy Path Traditional academy curricula provide separate blocks of instruction on prescribed material, whereas a curriculum that integrates one or more concepts will revisit these concepts throughout the entire training program within the context of new material. De-escalation and crisis response concepts are ideal for integration because they are relevant in the contexts of many traditional law enforcement training domains, including use of force, criminal law, communication, and procedural justice. These awards are intended to provide resources for academies seeking to update, revise, and supplement basic training curricula in a way that includes integration of training on de-escalation and crisis response as described in the five areas of focus. Path 2: The Commission Path Many state POSTs enforce training standards or mandate various training curricula that have developed over time to reflect changes to legislation, technological advancements, and evolving responsibilities of the police profession. This can sometimes result in a set of standards or a program of training that is not clearly defined or synthesized. These awards are intended to provide resources for commissions seeking to update, revise, and supplement law enforcement training standards or mandated curricula in a way that includes integration of training on de-escalation and crisis response as described in the five focus areas.
