BJA FY 2026 The Kevin and Avonte Program: Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities

The "Supporting Implementation of the Regional Economic Integration Framework (REIF) in the Great Lakes Region of Africa” project advances America's national interests by harnessing market-based, private sector-led growth in the area of Critical Minerals Investment in Burundi, Democratic Republic of the Congo (DRC), Rwanda, and Uganda. This program aims to improve governance and regulation to attract American business and counter corrupt and unfair practices that hamper economic growth in the region, disadvantage the competitive process, and handicap companies that adhere to rule of law. The project will accomplish these objectives by providing targeted technical and advisory support to relevant host nation institutions and individuals involved in the mining industries within the DRC, Rwanda, Burundi, and Uganda.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Public Safety and Mental Health Initiative (PSMHI). This opportunity supports comprehensive service networks addressing untreated mental illness and substance use to reduce the burden of on law enforcement and the justice system; restore order in communities affected by homelessness, mental illness, and substance use; decrease recidivism; reduce crime; and improve overall public safety and restore confidence in public spaces. This initiative supports coordinated, direct intervention efforts across public safety, justice, mental health, and substance use agencies to increase access to mental health and substance use treatment through civil commitment, institutional treatment, and step-down approaches from pre-arrest through reentry, using accountability measures that ensure compliance with treatment plans. This program moves beyond temporary interventions by supporting appropriate institutional care and civil commitment processes, when appropriate, for individuals unable to care for themselves.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Investigating and Prosecuting Sexual Assaults in Confinement Facilities Program. This opportunity supports state, local, and tribal efforts to enhance their capacity to investigate and prosecute incidents of sexual assault in confinement facilities. State agencies, law enforcement, and prosecutorial agencies may utilize this funding for investigative and prosecutorial activities to decrease incidents of sexual assault in confinement facilities and increase the rate of successful prosecutions in such cases.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Body-Worn Camera Policy and Implementation Program (BWCPIP) to Support Law Enforcement Agencies. This opportunity supports publicly funded law enforcement and correctional agencies for the purchase or lease of body-worn cameras (BWCs) and the development of comprehensive BWC programs. Since its inception, BWCPIP has responded to growing demand for reliable, real-time video evidence in criminal investigations and prosecutions. Law enforcement agencies across the country increasingly rely on BWC footage to enhance evidentiary documentation, improve prosecutorial outcomes, and document public encounters. BWCs also serve as a deterrent to assaults against officers and can help exonerate officers falsely accused of misconduct.

ONDCP’s Drug Court Training and Technical Assistance Cooperative Agreement supports training and technical assistance (TTA) to ensure access to evidence-based addiction treatment through drug courts, including when substance use disorder co-occurs with other mental healthconditions. ONDCP seeks to reduce drug use and its consequences through evidence-based treatment that leads to long-term recovery, and this cooperative agreement will support the President’s priorities by applying this to the criminal justice system. The purpose of this cooperative agreement is to: (1) educate, train, and produce materials to improve the implementation of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions; (2)decrease criminal justice costs and recidivism rates; and (3) improve access to evidence-based addiction treatment that includes medications for opioid use disorder through drug courts. The cooperative agreement recipient shall:• Use expert practitioners in the science of addiction and evidence-based addiction treatment, as well as integration of treatment into the criminal justice system.• Use licensed behavioral health practitioners.• Provide in-person training, online training, and jurisdiction-specific technical assistanceto a wide range of geographically distributed areas—including rural locations—at thestate, local, and tribal levels.• Ensure close alignment of all TTA materials with the Trump Administration’s policy priorities, including the 2026 National Drug Control Strategy; an evidence-based approach to treating addiction--to include FDA-approved medications for opioid use disorder--contingency management, and other evidence-based behavioral health modalities for other substance use disorders; naloxone distribution and naloxone training.• Designate and fund a research or academic organization to conduct an independent assessment of the effectiveness and impact of training and technical assistance conducted under this cooperative agreement. The independent study should involve data collectionfrom state, local, and tribal jurisdictions engaged in cooperative agreement recipient programming.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Harold Rogers Prescription Drug Monitoring Program (PDMP). This opportunity seeks to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency. PDMPs help state and local governments to detect and prevent the diversion and abuse of pharmaceutically controlled substances such as opioids and other prescription drugs. The primary function of a PDMP is to facilitate the collection, analysis, and reporting of information on the prescribing, dispensing, and use of prescription drugs with a state, commonwealth, district, or territory. The goal of the Harold Rogers PDMP is to strengthen states’ and territories’ ability to maintain and enhance their existing PDMPs by accommodating local decision-making based on state laws and preferences and replicating promising practices. As part of supporting the enhancement of PDMPs, the Harold Rogers PDMP supports the integration of PDMP data with health information exchanges, electronic health records, or pharmacy dispensing systems, including engaging with tribal entities and rural areas where integration rates may be lower. This program helps to break the cycle of drug addiction and violence by reducing the demand, use, and the illegal trafficking of controlled substances.

This is a notice of funding opportunity (NOFO) for the Department of Justice’s (DOJ) FY 2026 Bridging Immigration-Related Deficits Experienced Nationwide (BIDEN) Program. This program, authorized under the BIDEN Reimbursement Fund established by the One Big Beautiful Bill Act, Public Law 119-21, Title X, Subtitle A, Part II (codified at 34 U.S.C. § 61101), provides funding for grants to eligible States, State agencies, and units of local government and tribal governments, pursuant to their existing statutory authorities to support the seven statutory purposes outlined in 34 U.S.C. § 61101: 1. Locating and apprehending aliens who have committed a crime under federal, state, or local law, in addition to being unlawfully present in the United States (hereafter referred to as “criminal illegal aliens”). 2. Collection and analysis of law enforcement investigative information within the United States to counter gang or other criminal activity. 3. Investigating and prosecuting (a) crimes committed by aliens within the United States; and (b) drug and human trafficking crimes committed within the United States. 4. Court operations related to the prosecution of (a) crimes committed by aliens; and (b) drug and human trafficking crimes. 5. Temporary criminal detention of aliens. 6. Transporting aliens described in paragraph (1) within the United States to locations related to the apprehension, detention, and prosecution of such aliens. 7. Vehicle maintenance, logistics, transportation, and other support provided to law enforcement agencies by a state agency to enhance the ability to locate and apprehend aliens who have committed crimes under federal, state, or local law, in addition to being unlawfully present in the United States. Awards from this program should be used to support significant participation in and support of Homeland Security Task Force (HSTF) activities, and other DOJ efforts to combat gangs, cartels, and other violent crime. Awards under this NOFO may support expenditures made by State agencies or units of local government for completed, ongoing, or new activities that occurred on or after January 20, 2021. This NOFO includes three funding categories: Category 1: Hiring • Sworn and Non-Sworn Law Enforcement Personnel—Funding can be used to hire or rehire full-time sworn career law enforcement officers/deputies and civilian/non-sworn personnel as outlined below: o Hire new full-time officers/deputies and full-time civilian/non-sworn personnel, including by filling existing officer/deputy vacancies that are no longer funded in your agency’s budget. o Rehire full-time officers/deputies and full-time civilian/non-sworn personnel who have been laid off by any jurisdiction as a result of state, local, or Bureau of Indian Affairs (BIA) budget reductions. The rehired officers/deputies must be rehired on or after the official award start date on the notice of award. o Rehire full-time officers/deputies and full-time civilian/non-sworn personnel who are (at the time of application) currently scheduled to be laid off by your jurisdiction on a specific future date as a result of state, local, or BIA budget reductions. Recipients will be required to continue funding the positions with local funding until the date(s) of the scheduled layoffs. Applicants may request funding for full-time officer/deputy salaries or a combination of officer and salaries of civilian/non-sworn. Funding will support salaries for up to three years of eligible positions to be expended within a five-year period of performance to accommodate time needed for recruitment and hiring. • Non-Law Enforcement Personnel—Funding can be used for the hiring, retention, and training of critical personnel across the full continuum of criminal justice operations for the purposes cited above. Examples of personnel could include but need not be limited to the following: forensic, investigative, analytical; prosecution and legal support; corrections, detention, and custodial; and transportation, security, and operations logistics. Funding may not be used for co-responders, interpreters, or translators. Category 2: Technology and Equipment—Funding can be used to purchase and support multi-year implementation, ongoing subscriptions, training, and maintenance of equipment and advanced technology to address critical resource gaps and enhance capacity to support criminal justice operations related to the purposes cited above. Note: If you apply for and receive funding for Unmanned Aerial Systems (UAS), body-worn cameras, body armor, and/or NIBIN machines, you will be required to submit equipment-specific certifications and other documentation as a condition of your award. Category 3: Construction of Temporary Detention Facilities for Criminal Illegal Aliens—Funding can be used for the following: • Major Construction Projects—Funding would support large-scale projects, including building temporary detention facilities to house criminal illegal aliens awaiting prosecution, immigration proceedings, or transfer to federal custody. • Substantial Renovation/Expansion/Modernization—Funding would support the expansion or modernization/targeted improvement of existing facilities, including bolstering detention infrastructure through addition of housing units, or renovation of existing facilities to meet current detention standards and significantly enhance capacity and operational functionality for temporary detention of aliens who have committed a crime in addition to being unlawfully present in the United States.

This is a notice of funding opportunity (NOFO) for the OJP FY 2026 Special Attorneys Program. This program will support state, local, Tribal, and territorial prosecuting agencies to assign or hire qualified prosecutors to serve full-time or part-time (on a case-by-case basis) as Special Attorneys under the direction of the National Fraud Enforcement Division or the Criminal Division, or to serve as Special Assistant United States Attorneys (SAUSAs) within a United States Attorney’s Office. These “cross-designated” prosecutors will remain employees of their home agencies but will investigate and prosecute assigned fraud and other crimes committed by aliens within the United States (hereafter referred to as “criminal aliens”) for the duration of their appointment under this program. Cross-designated prosecutors may also be assigned cases involving drug or human trafficking committed within the United States. The National Fraud Enforcement Division, Criminal Division, and United States Attorney’s Offices will coordinate with selected prosecutor offices on a case-by-case basis to address logistics and any unique local circumstances. This grant program, authorized under Public Law 119-21, Title X, Subtitle A, Part II, Section 100055 (codified at 34 U.S.C. § 61101), is intended to strengthen investigative and prosecutorial capacity, expand intergovernmental coordination, and enhance the ability of jurisdictions to investigate and prosecute fraud and other crimes committed by aliens within the United States, as well as investigate and prosecute drug and human trafficking crimes. The program is also intended to increase the availability of cross-designated prosecutorial personnel who can pursue these matters in coordination with federal authorities and contribute to the effective enforcement of applicable criminal laws.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Intellectual Property Enforcement Program: Protecting Public Health, Safety, and the Economy from Counterfeit Goods and Product Piracy. This opportunity will support existing or the creation of new law enforcement agency intellectual property (IP) enforcement task forces. This program assists state, local, tribal, and territorial jurisdictions in preventing and reducing intellectual property theft and related crime as well as supporting law enforcement in investigating and prosecuting IP crimes and reducing violent crime associated with IP cases and investigations. These matters typically involve copyrights, patents, trademarks, other forms of IP, and trade secrets, both in the United States and abroad.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Daniel Anderl Judicial Security and Privacy Program. This opportunity supports states and units of local government, including tribal governments that perform law enforcement functions, in creating and expanding efforts to protect the safety and security of federal judges by preventing the release of covered information about at-risk individuals and their immediate family members to ensure federal judges are able to administer justice fairly without fear of personal reprisal from individuals affected by the decisions they make in the course of carrying out their public duties. Many federal judges' personal information resides in state and local government records, databases, and registries that are publicly accessible and searchable and outside federal control. Grants to state and local entities support federal-state-local partnerships to protect federal judicial officers and their families. Funds awarded under this grant program must be used exclusively for protecting federal judges and their immediate family members as defined in statute. Applicants that have existing judicial protection programs should clearly delineate how grant funds will be used solely for federal judges and describe cost allocation methodologies to ensure appropriate separation of expenses. Expenses that also benefit other judges are acceptable, provided that any costs specific to state, local, or tribal judges are separately tracked and are not charged to this grant.
