Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of Integrated Sexual Health Services. The Contract Notice invites offers under the Competitive Process of the Provider Selection Regime (PSR) Regulations. Swindon Borough Council has a statutory duty to commission open-access sexual and reproductive health services. This will be a single-lot model delivering clinical services, digital access, postal testing, Long-Acting Reversible Contraception (LARC) in GPs, outreach and prevention. This model is the preferred option following a structured Preliminary Market Engagement exercise and reflects the shift toward digital-first, outcomes-based, prevention-focused sexual health systems. The initial contract term will be for 60 months with an option to extend for a further 48 months (2 periods of 24 months) for a potential total contract term of 9 years. The guaranteed contract value is £13.1m across the initial 5-year contract term and £23.58m across the potential total 9-year contract term. For transparency, this value is presented differently to the indicative value used during Preliminary Market Engagement (PME), where estimated Out of Area (OOA) income was included within the total contract value. Out of Area (OOA) income (estimated at c.£350,000 per annum) is excluded from this value, as it is non-guaranteed, activity-dependent income and not funded through the Swindon Public Health Grant. OOA income, in line with national sexual health cross-charging guidance, will be retained by the provider and mandatorily reinvested to support the delivery of the commissioned service. The exclusion of estimated OOA income does not represent a reduction in the anticipated overall value of service income available to the provider; rather, it reflects the separation of guaranteed commissioner funding from non-guaranteed activity-based income.

BLM Invasive and Noxious Plant Management Programs work to prevent, detect, inventory, control, and monitor weed populations on public lands.Invasive species cost the public millions of dollars in control and management each year and many invasive plants and noxious weeds are highly competitive and have the ability to permanently degrade our public lands.Noxious weeds and invasive species expansion are recognized as the single greatest threat to our native plant communities and the values they provide us.These native plant communities are essential for supporting wildlife habitat, watershed function, recreation opportunities, rural economies and working landscapes.Invasive plants and noxious weeds affect plant and animal communities on farms and ranches, and in parks, waters, forests, natural areas, and backyards in negative ways.Human activity such as trade, travel, and tourism have all increased substantially, escalating the speed and volume of species movement to unprecedented levels.Increased site vulnerability from wildfires that are more frequent and other disturbances is an ongoing challenge to maintaining the integrity of our native plant communities.Noxious weeds are particularly aggressive plants legally designated by states as being injurious to public health, the environment or the economy.Invasive species and noxious weeds adversely affect overall recreational opportunities on public land i.e., hunting, fishing, camping, hiking, watershed health and ecosystem function, which result in economic losses in rural and urban communities.Invasive species and noxious weeds affect adjacent private lands, both rural and urban, causing widespread economic losses to the agricultural industry as well as to other resources.Advance early detection rapid response.Enhance emergency stabilization and burned area rehabilitation. Advance education, awareness, and citizen science relative to invasive species. Conduct invasive species treatments to protect resource values on public lands.Support classical biological control agent development.

This funding opportunity is provided to carry out the provisions described in Section 7721 of the Plant Protection Act . Through the PPA 7721 program, APHIS provides funds to support projects that protect specialty crops, nursery systems, forestry, other agricultural production systems, and natural resources from harmful and invasive plant pests and pathogens. Additional details about the program are available on the PPDMDPP website. APHIS will make available up to $90,000,000 in funds to support PPA 7721 projects in Fiscal Year 2027 (FY 2027), with at least $73 million anticipated to be available for PPA 7721 PPDMDPP. APHIS will consider suggestions that clearly and directly support the objectives and strategies within the six PPDMDPP goal areas . Suggesters should refer to the FY 2027 PPA 7721 Implementation Plan , for details about the strategies and objectives for each goal area. Program Objectives: PPDMDPP funds projects focused on critical needs and opportunities to prevent against, detect, and mitigate invasive plant pests and diseases. PPDMDPP projects are organized around six goal areas: Plant Pest and Disease Survey and Analysis Domestic Inspection Pest Identification and Diagnostic Technology Protecting Nursery Production Public Outreach and Education Pest Mitigation and Rapid Response Expected Outcomes: Projects funded under this announcement are expected to support activities that will protect U.S. specialty crops, nursery systems, forestry, and other agricultural production and natural resources from harmful and exotic plant pests and pathogens by improving early plant pest detection, threat identification, and mitigation capabilities. Funding Priorities: PPA 7721’s PPDMDPP funds projects focused on critical needs and opportunities to prevent against, detect, and mitigate invasive plant pests and diseases organized around six goal areas. These six goal areas represent the Program’s funding priorities and include: enhancing plant pest and disease survey and analysis; targeting domestic inspection; enhancing and strengthening pest identification and technology; safeguarding nursery production; conducting targeted outreach and education; and enhancing mitigation and rapid response capabilities (see FY 2027 Implementation Plan ). The native seed PCRP adds to the commercial market enables rapid recovery following wildfire, hurricanes, and other natural disasters; can be used by proponents to help satisfy revegetation requirements for energy and infrastructure projects; and helps farmers and creates jobs by expanding market access for small producers.A core mission of PCRP is to grow the national native seed supply chain through partnerships with eligible state, tribal, academic, and non-governmental organizations. Reliable native seed supplies are critical to improving rangeland health, restoring wildlife habitat and migration corridors, reclaiming mined and timber-harvested lands, and reducing invasive species.
