Walk Wheel Cycle Trust wishes to commission an area-wide residents' travel behaviour and attitude "push-to-online" survey in up to 16 areas across the UK. The survey will gather data related to travel behaviour, satisfaction and attitudes about a range of issues related to walking, wheeling, cycling and public transport in their area among a representative sample of residents. The successful contractor will design a research methodology and questionnaire tools compatible with the previous methodology and questionnaire, conduct the survey fieldwork, clean and analyse the data and return specified outputs to Walk Wheel Cycle Trust for further analysis and modelling. Walk Wheel Cycle Trust intends to commission for one iteration of fieldwork in 2027. Surveys to take place in 16 areas across the UK. Each survey to secure at least 1,100 respondents. The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting proposals from qualified suppliers or consortia to deliver technical assistance to the Government of Pakistan. Pakistan has committed to reducing projected greenhouse gas emissions by 50% by 2035 through its Nationally Determined Contribution (NDC) 3.0. Delivering this target will depend heavily on action at the provincial level, where responsibility for many climate-relevant sectors rests. While the Government of Pakistan has established new coordination arrangements through the National Climate Finance Strategy (NCFS), challenges remain around federal-provincial coordination, implementation tracking, climate finance visibility, and reporting progress against national climate commitments. The assignment will provide targeted technical assistance to support the Ministry of Climate Change and Environmental Coordination (MoCC&EC), the Pakistan Climate Change Authority (PCCA), and provincial governments to establish and operationalise a practical federal-provincial coordination and tracking mechanism for NDC 3.0 implementation. The project will strengthen institutional coordination, improve monitoring and reporting of climate actions and investments, build government capacity, and support the mobilisation of climate finance. The intervention will also integrate Gender Equality, Disability and Social Inclusion (GEDSI) considerations to promote more inclusive climate governance and decision-making. Key outputs are expected to include a federal-provincial NDC coordination framework, a standardised NDC tracking and reporting framework, an interoperability pilot connecting existing government climate and public-sector data systems, operational support for a Tactical Climate Coordination Forum, and a sustainability and scale-up roadmap. The project aims to strengthen Pakistan's ability to implement and report on its climate commitments, improve evidence-based decision-making, enhance transparency and accountability, and create a stronger foundation for attracting climate finance and accelerating NDC delivery across provinces and sectors. The Council is seeking to appoint suitably qualified consultants to provide SEA services throughout the preparation of the Local Plan. The commission will include the preparation of the SEA Scoping Report, Environmental Reports and associated SEA documentation at key stages of plan preparation, together with ongoing advice and support to ensure the SEA process is effectively integrated with the Council's Local Plan programme. SEA is an iterative process that runs alongside Local Plan preparation, helping to identify, describe and evaluate the likely significant effects of the emerging Local Plan and reasonable alternatives. Government guidance on the new plan making system confirms the expectation that new local plans will need to undertake Strategic Environmental Assessment (SEA) if certain criteria set out under Regulation 5 of The Environmental Assessment of Plans and Programmes Regulations 2004 are met. Furthermore, the Government has stated that they consider that all local plans will need to carry out SEA. Therefore, the Council requires SEA to inform the preparation of the new Local Plan. LEL must establish whether the Hawley Road site can be retained or, if not, identify a suitable replacement capable of meeting current and future operational requirements before the lease expires in February 2030. The key question is what constitutes the most deliverable, operationally suitable and value-for-money solution for providing LEL's transport yard facilities beyond February 2030. LEL will therefore appoint a suitably qualified consultant to undertake a feasibility study and strategic options appraisal, assessing suitable alternatives and recommending a preferred option and next steps. Based on LEL's estimated timescales for designing, constructing and transitioning into a new site, there is a need to undertake a feasibility study to identify alternative transport yard options as soon as possible, with a preferred way forward decided by June 2027. This timetable is intended to enable the preferred option to progress into design and procurement during 2027, followed by the necessary environmental assessment, planning and permitting activities and subject to approvals, construction. The Consultant shall therefore plan and deliver the commission to support timely decision-making and protect the overall programme ahead of the Hawley Road lease expiry in February 2030.
