The United States Marine Highway Program (USMHP), codified at 46 U.S.C. 55601, was originally established by Section 1121 of the Energy Independence and Security Act of 2007 to reduce landside congestion through the designation of Marine Highway Routes. The USMHP statute authorizes the U.S. Department of Transportation (“Department” or “DOT”) to make grants to implement Projects or components of Projects that 1) provide a coordinated and capable alternative to landside transportation; mitigate or relieve landside congestion; promote Marine Highway Transportation; or use vessels documented under 46 U.S.C. chapter 121; and 2) develop, expand, or promote Marine Highway Transportation or shipper use of Marine Highway Transportation

The ATTAIN Competitive Grant Program will provide funding to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. Eligible applicants for ATTAIN Competitive Grant Program funds are: • State or local governments; • transit agencies; • metropolitan planning organizations; • other political subdivisions of a State or local government (such as publicly owned toll or port authorities); • multijurisdictional groups; or • consortiums of research institutions or academic institutions. ATTAIN requires a minimum non-Federal cost share of 20 percent. Applications that do not provide at least the minimum non-Federal cost share will be classified as ineligible.

The FAA hereby announces its continuing interest in receiving applications for aviation research grants and cooperative agreements to pursue the long-term growth and short-term technical needs of civil aviation, under this funding opportunity. Eligibility of applicants for the award of an aviation research grant varies depending on the nature of the proposer's organization, as well as the character of the research being proposed. The Federal Transit Administration (FTA) announces the opportunity to apply for $11,959,671 million in Fiscal Year (FY) 2024, 2025, and 2026 competitive grant funding to support transit services for the FY 2026 Innovative Coordinated Access and Mobility (ICAM) pilot program. Under the ICAM pilot program, funds awarded will finance innovative capital projects for the transportation-disadvantaged, with the goal to improve the coordination of transportation services and non-emergency medical transportation services for older adults, people with disabilites, and people of low income. As required by Federal public transportation law and subject to appropriations, funds will be awarded competitively to eligible applicants. Modification 000003: The purpose of this modification is to revise NOFO Part 1. Section I.A.1 is revised to correct the Topic Area 1b cost share to 20% and Section IV.C.2 is revised to delete the Environmental Considerations Summary and Environmental Impact Volume from the Summary of Application Requirements table. This Notice of Funding Opportunity (NOFO) will seek proposals for specific research and development (R&D) projects to improve recovery efficiency from unconventional oil and natural gas reservoirs and to advance technologies for the treatment of flowback and produced water from oil and natural gas production operations. Despite increasing energy for demand, recovery efficiency for oil and natural gas from unconventional reservoirs can average less than 10 percent.
