→We require a rotating machine manufacturer to design, build and install a 5MVA 11kV 50Hz to 6.6kV 60Hz Rotary Frequency Convertor. Both machines shall be synchronous with a mechanical coupling joining the 10-pole motor to the 12-pole generator. There is a requirement to be able to physically rotate the generator stator to enable manipulation of the phase and load angle via racking motor or actuator. The machine should come complete with a starting reactor and contactor connected to the neutral point of the motor, to limit the inrush current on startup to approximately 400A. Control of the machine starting reactor and racking equipment shall be by an external control system, which shall not form part of the machine scope of supply.

The Philippines is scaling up offshore wind to meet ambitious renewable energy targets, with upcoming auction rounds expected to unlock significant capacity. As the sector advances, attention is shifting toward enabling infrastructure particularly ports, which are critical for construction, staging, installation, and long-term operations. While initial assessments by partners such as ADB and GWEC have focused on public ports, the scale of planned deployment requires expanded port capacity and stronger private sector participation. However, there remains limited clarity on how to structure offshore wind port development to attract investment that is technically viable, commercially sound, and aligned with Department of Energy (DOE) deployment timelines. UK PACT, working with DOE and other agencies, seeks to address this gap by supporting privately led port development and strengthening decision-making, investment readiness, and early market engagement. This intervention will be delivered in two phases. Phase 1 will establish the foundations for private sector participation by drawing on UK experience, developing a Private Offshore Wind Port Development Framework, and identifying and prioritizing suitable port locations particularly in areas such as South Mindoro and Negros Occidental based on technical suitability and readiness.
