This is an excellent opportunity to work with the award winning Leighton Linslade Town Council running our waste contract across 5 sites in our portfolio. The successful bid must align with our commitment to Carbon Neutrality by 2030 with all our suppliers being committed to reduce their carbon footprint. We are a Town Council who prides themselves on our Biodiversity and Ecology work and the new waste contractor must also be able to demonstrate their work around protecting the environment for future generations to enjoy. We expect consideration within the bid for alternatives to landfill and this will weigh heavily in our decision making process. The bid must understand the the changing seasons and be adaptable as our waste collection demands change accordingly. We are a Town Council who's portfolio is growing so our new contractor must be able to grow with us should we take on more land and sites during the contract period. All bids must be submitted in a sealed envelope and addressed to Richard Davis, Head of Grounds and Environmental Services, Leighton Linslade Town Council, Hockliffe Street, LU7 1HD For an informal discussion please contact Richard Davis on 07960873551 or email richard.davis@leightonlinslade-tc.gov.uk

North York Moors and New Forest National Park Authorities (NYMNPA and NFNPA respectively) are responsible for conserving and enhancing two of England's most distinctive protected landscapes. Through their statutory roles, management plans and trusted local relationships, the Authorities support nature recovery, resilient landscapes and the long-term stewardship of the National Parks. Statutory markets for Biodiversity Net Gain (BNG) and Nutrient Neutrality (NN) are creating new opportunities to secure long-term investment in nature recovery across England. Since February 2024, BNG has been mandatory for most developments. Similarly, NN is mandatory for housing developments occurring in 27 catchments across England. As Local Planning Authorities, the NPAs already have a regulatory role in relation to these markets. They now wish to understand the opportunities for taking on wider roles, such as supporting off-site habitat and credit delivery with advice and ecology services, convening partners, brokering opportunities for landowners, or developing a habitat bank or similar service. Local planning authorities are also covered by the 'Biodiversity Duty' set out in the Environment Act 2021, requiring them to conserve and enhance biodiversity through proactive measure. National Park Authorities have an important role to play in the delivery of this duty, given the first statutory Park purpose to conserve and enhance the wildlife of National Parks. This commission wil... 2. Options appraisal for roles and services Undertake an options appraisal to assess potential roles or service provisions which could be undertaken by the NPAs, with particular reference to NPA governance, resourcing and local context. Review roles and services in light of opportunities, resource implications, potential risks and any conflicts of interest. Consideration should also be given to how each role might impact the quality of environmental outcomes and/or the ability to secure social and health co-benefits (e.g. public access to green space) from BNG/NN sites. Roles and services considered could include: - Regulator (current position as planning authority) - Responsible body (with respect to conservation covenants which can be used for both BNG and NN schemes) - Advisor - Broker - Provision of ecology services, including monitoring - Habitat Bank operator/supplier - Convenor / facilitator 3. Outline business case For the most favourable option or options, outline a business case including commercial viability, potential to generate a profit or unrestricted funds for NPAs, operational effort, timelines and key dependencies. Include recommended governance and delivery models and any safeguards needed to manage regulatory, legal, financial and reputational risks. 4. Recommendations Provide a series of recommendations and outline an implementation roadmap based on the above assessments, including sequencing, dependencies and key decision points.

England Woodland Creation Offer (EWCO) supports the establishment of new woodlands and is administered by the Forestry Commission. The ‘Find a grant’ tool requires a ‘closing date’ to be specified – 31 March 2030 reflects the period EWCO funding is currently confirmed until, rather than a known closure date. EWCO is funded through the Defra Trees Programme.

The Heritage at Risk Capital Fund (HARCF) supports the repair and conservation of historic buildings and sites at risk across England. Following the successful first year of the fund, which saw £15 million invested in projects across England, up to £60 million remains available for allocation over the next four years, to 2030. Priority will be given to projects in areas of England with the highest level of deprivation and need for investment, and those that bring most community benefit.

This funding programme provides grants to local communities and economies that are disrupted by the construction of Phase One and Phase 2a of HS2 between London and Crewe.

The Woodland Creation Planning Grant (WCPG) offers funding of up to £30,500 for the production of a UKFS-compliant woodland creation design plan. Landowners, land managers and public bodies can apply. WCPG is open for applications year-round. The ‘Find a grant’ tool requires a ‘closing date’ to be specified, however 31 March 2030 reflects the period WCPG funding is currently confirmed until, rather than a known closure date. The scheme was re-launched in autumn 2020 to enable more people to apply and help proposals move more quickly through the Environmental Impact Assessment process and future planting and establishment grant funding.

First awarded in fiscal year (FY) 2001, Recovery Land Acquisition grants promote State and Federal cooperation in listed species conservation by leveraging funds to acquire specific parcels of land, through fee simple or conservation easement, in support of U.S. Fish and Wildlife Service (FWS)-approved recovery plans and outlines. The Endangered Species Act (ESA) conveys the importance of recovery plans as a central organizing tool for guiding the recovery process by requiring their development for every listed species.

The Great British Energy (GBE) Supply Chain Fund: Offshore Wind and Networks will award up to £300 million in capital grant funding to build UK manufacturing capacity for key constrained components in offshore wind and enabling electricity networks sectors. Funding must be used to construct new or extend existing manufacturing facilities in the UK. The application window will close 10 December 2026 (or earlier if the Fund's budget is fully allocated).

Established by Congress in fiscal year (FY) 1997, the Habitat Conservation Plan (HCP) Land Acquisition Grant program was designed to reduce conflicts between the conservation of listed species and competing land uses on specific parcels of land associated with approved and permitted HCPs. Under this program, the U.S. Fish and Wildlife Service (FWS) provides matching grants to State agencies in support of land acquisition projects that will conserve species habitat in perpetuity through fee simple acquisition or the acquisition of permanent conservation easements. FWS considers the use of Federal acquisition dollars by States for habitat protection associated with HCPs to be an important and effective mechanism to promote species recovery, prevent extinction, and preclude the need to list species under the Endangered Species Act (ESA) in the future. All land acquired through these grants complements, but does not replace, the mitigation, minimization, and/or monitoring commitments of the HCP. Thus, this work is additive to the conservation commitments entered into when HCPs are permitted and serves as a meaningful way to leverage non-Federal investment in species recovery and connect conservation lands across the landscape.
