The U.S. Department of State’s Embassy Amman announces an open competition to design and implement Qissati ma3 America —a digital storytelling campaign that shares the firsthand experiences of Jordanian alumni of U.S. Department of State-funded exchange programs. Jordan is home to thousands of alumni of U.S. government funded exchange programs — professionals, policymakers, entrepreneurs, educators, athletes, and artists who have lived and studied in the United States. Despite the impact of these programs, alumni stories rarely reach the broader Jordanian public, limiting opportunities to build understanding of American society through firsthand experiences. This Notice of Funding Opportunity (NOFO) invites applications for the Outdoor Recreation Legacy Partnership (ORLP) Program, administered by the National Park Service (NPS). Existing energy technologies generally progress on established “learning curves” where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly better than that of the incumbent technology. ARPA-E will provide support at the highest funding level only for submissions with significant technology risk, aggressive timetables, and careful management and mitigation of the associated risks. PROGRAM OVERVIEW The Seeding Critical Advances for Leading Energy technologies with Untapped Potential (SCALEUP) Ready program provides a vital mechanism for the support of innovative energy R&D that complements ARPA-E’s primary focus on early-stage transformational energy technologies that require proof of concept. Technologies that achieve substantial technical advancement under ARPA-E support may still face significant technical and commercial challenges upon completion of an award's funding period, and thus are at risk of being stranded in their development path once ARPA-E funding ends. Experience across ARPA-E’s diverse energy portfolios, and input from a wide range of investors and industry stakeholders, indicate that pre-commercial scaling projects are critical to establish practical performance and cost parameters. These pre-commercial scaling projects aim to 1) translate the performance achieved at bench scale to commercially scalable versions of the technology, 2) integrate the technology with broader systems, 3) provide extended performance data, and 4) validate the manufacturability and reliability of new energy technologies. Successful scaling projects should enable industry stakeholders to justify the substantial commitments of financial resources, personnel, manufacturing facilities, and materials necessary to subsequently deploy the technologies at a commercial scale. SCALEUP Ready seeks to scale the most promising technologies previously funded by ARPA-E. The possibility of ARPA-E-funded technologies becoming stranded along their development pathways leaves substantial intellectual property developed with American taxpayer dollars vulnerable to adoption by foreign competitors, who capture it for continued development and economic benefit overseas. This harms national competitiveness, as U.S. industries often fall behind on the development, scaling, and manufacturing of technologies necessary to compete in rapidly evolving global energy markets. While the agency will consider innovative enhancements to existing countermeasures, the goal is to develop evidence-based projects that are scalable and transferable for use by State and local law enforcement agencies.  The primary intent of this of the ITSE Grant Program is to 1) develop innovative traffic safety enforcement programs that demonstrate effectiveness by reducing the number of motor vehicle crashes due to one or more of the subject risky driving behaviors; and 2) ensure the traffic safety enforcement programs are repeatable and scalable for use by law enforcement throughout the United States. The U.S. Department of State's Embassy Bogotá announces an open competition to contract an investigative journalist or media production firm to document how reduced illegal migration has disrupted the operations of criminal networks, including Clan del Golfo and Tren de Aragua, that prey on migrants originating from and transiting through Colombia, and the damage these groups cause to Colombian communities and the environment. The project will center human stories and testimonies from affected communities, reinforced by hard data and compelling visual graphics, for dissemination across social and traditional media. Potential formats include an investigative documentary mini-series tracing how migrant "toll" payments financed violence against communities and security forces, as well as high-impact visual journalism/photojournalism highlighting ecological recovery in border zones as illegal transit declines. Working in close coordination with Colombian authorities and relevant U.S. agencies, this program directly advances U.S. foreign policy priorities by demonstrating that reducing illegal migration undercuts financing to narcoterrorist organizations while benefiting Colombian communities — supporting America First priorities and shared U.S.-Colombia security objectives.

The purpose of the program is to: 1) provide outdoor recreation opportunities, and 2) promote or support compatible land uses and avoid incompatible development in areas in the vicinity of, or ecologically related to, a military installation or military airspace, and/or to maintain or enhance disaster resilience. RARI is a program within the Land and Water Conservation Fund (LWCF). State and Local Assistance Program. RARI funding is available in addition to traditional LWCF state formula grants and does not affect state apportionments. RARI operates in partnership with the Department of War (DOW) and seeks to leverage funding across departments to benefit the general public and military communities. RARI is dollar for dollar match, meaning it covers up to 50% of all project costs and applicants are responsible for funding the remaining 50% of project costs. However, for RARI projects, DOW Readiness and Environmental Protection Integration (REPI) funds are allowable to meet the LWCF Act's cost-share requirement (10 U.S.C. 2684a). Project Background, Goals, and Objectives With over 270 million people and one of the world’s largest social media user bases, Indonesia’s citizens consume media content from a wide array of traditional and digital sources. Journalists and media professionals capable of reporting accurately and comprehensively on critical issues – including democratic governance, economic development, emerging technologies, and more – as well as those with an understanding of the critical role the free press plays in strengthening democratic governance and information integrity advances America’s foreign policy priorities of protecting freedom of speech, digital freedom, and strengthening regional security. For purposes of this solicitation, activities that involve identifying false or misleading information should focus on objectively verifiable factual claims, coordinated information manipulation, or manipulated digital media (including deepfakes and coordinated inauthentic behavior). Applicant should not classify policy disagreements, political viewpoints, or criticism of governments as misinformation or disinformation solely because they differ from official positions. The U.S. Embassy Jakarta seeks to support capacity-building programs for Indonesians with a focus on journalism, with priority consideration for projects in Sumatra, West Java, Kalimantan, and Papua. Project Objectives: The project objectives are the specific and measurable results PDS aims to achieve through this project. They describe necessary and pre-requisite changes required to move closer to achieving the project goal. • Objective 1 – Engage a minimum of 200 Indonesian journalists, student journalists, and community organization members across Indonesian provinces in at least one of the following areas: press freedom, digital freedom, data-driven journalism, investigative journalism, or AI in journalism through structured training or capacity-building activities. At least 70 percent of participants will demonstrate the ability to apply at least one new skill or methodology. Content will not characterize policy disagreement as misinformation or disinformation. • Objective 2 – Production and dissemination at least 40 pieces of public-facing content from the participants, including their articles and social media contents on press freedom, digital freedom, or fact-based journalism, reaching a combined audience of at least 5 million individuals, as tracked through media and social media monitoring, including technical methods to detect inauthentic and deepfake content. • Objective 3 – Strengthen the U.S. Embassy’s networks with Indonesian journalists, student groups, and community organizations focused on press freedom and information integrity by engaging at least 10 organizations or groups in Sumatra, West Java, Kalimantan, and/or Papua by the end of the project period. Proposed projects must take place in Indonesia. Applicants are encouraged to propose projects taking place in the Sumatra, West Java, Kalimantan, and Papua areas.
