Established by Congress in fiscal year (FY) 1997, the Habitat Conservation Plan (HCP) Land Acquisition Grant program was designed to reduce conflicts between the conservation of listed species and competing land uses on specific parcels of land associated with approved and permitted HCPs. Under this program, the U.S. Fish and Wildlife Service (FWS) provides matching grants to State agencies in support of land acquisition projects that will conserve species habitat in perpetuity through fee simple acquisition or the acquisition of permanent conservation easements. FWS considers the use of Federal acquisition dollars by States for habitat protection associated with HCPs to be an important and effective mechanism to promote species recovery, prevent extinction, and preclude the need to list species under the Endangered Species Act (ESA) in the future. All land acquired through these grants complements, but does not replace, the mitigation, minimization, and/or monitoring commitments of the HCP. Thus, this work is additive to the conservation commitments entered into when HCPs are permitted and serves as a meaningful way to leverage non-Federal investment in species recovery and connect conservation lands across the landscape.

First awarded in fiscal year (FY) 2001, Recovery Land Acquisition grants promote State and Federal cooperation in listed species conservation by leveraging funds to acquire specific parcels of land, through fee simple or conservation easement, in support of U.S. Fish and Wildlife Service (FWS)-approved recovery plans and outlines. The Endangered Species Act (ESA) conveys the importance of recovery plans as a central organizing tool for guiding the recovery process by requiring their development for every listed species.

The Highlands Conservation Act Program (HCA) is administered by the US Fish and Wildlife Service (Service) to assist Connecticut, New Jersey, New York, and Pennsylvania in the protection of land and natural resources in the Highlands Region. HCA grants support land conservation projects in which a State, County, or Municipal entity acquires land or an interest in land from a willing seller to conserve resources of high conservation value.Governors of the four Highlands States may submit proposals for up to 50% of the total cost of land conservation projects in the Highlands Region.Funding appropriated under the HCA is typically divided into two separate categories – Base and Competitive. Eligible applicants may submit requests for the Competitive Funding Round in response to this Notice of Funding Opportunity. A separate Notice of Funding Opportunity will be posted for Base Funds. The North American Wetlands Conservation Act (NAWCA) U.S. Standard grants are competitive, matching grants that support public-private partnerships carrying out projects in the U.S. that involve long-term protection, restoration, and/or enhancement of wetlands and associated uplands habitats for the benefit of all wetlands-associated migratory birds. A 1 to 1 match to grant ratio is a requirement. Quagga and Zebra Mussels are aquatic invasive species that are rapidly expanding their range in the Western United States. Popular recreational reservoirs on or connected to the lower Colorado River are one major source of invasive mussels, which are easily transported via trailered watercraft to areas that have not yet been invaded. This funding opportunity will fund projects in the listed principal areas towards the fulfillment of the top priorities in the Quagga/Zebra Mussel Action Plan for Western U.S. Waters (QZAP 2.0) and will be limited to states within the boundaries of the Western Regional Panel within the United States.

The Genomics Research to Elucidate the Genetics of Rare Diseases:innovation (GREGoRi) initiative seeks to accelerate a paradigm shift in rare disease diagnosis by reimagining the tools, molecular technologies and analytical approaches used to identify the causal gene(s) and/or variant(s) underlying rare genetic disorders. This Notice of Funding Opportunity is intended to stimulate the development and testing of highly innovative experimental or computational approaches for rare disease diagnosis, that have the potential to make transformative improvements to the current state of the art.

Federally recognized Indian Tribes, local government entities, and nonprofit organizations that are qualified to acquire and manage land may apply for up to $1,000,000 for the fee simple acquisition of private forest land in portions of the Lake Superior Basin of Michigan and Wisconsin. Projects submitted for funding consideration must be forested properties at least five acres in size that are threatened by conversion to non-forest uses and that provide community benefits including economic, environmental, educational, and recreational benefits. An additional focus of this opportunity is to protect, enhance and increase resilience of habitats necessary for sustaining native aquatic and terrestrial species important to the Lake Superior ecosystem. Competitive proposals will be those that demonstrate exceptional public benefits, meaningful community engagement, and strategic contributions to terrestrial habitat connectivity within the defined Terrestrial Habitat Connectivity Pilot Area. The American Institute in Taiwan Public Diplomacy Section announces an open competition for one cooperative agreement to support the implementation of four Global Cooperation and Training Framework Classic workshops in Taiwan during calendar year 2027. The GCTF is a capacity building platform that brings together government officials, industry experts, academics, and civil society representatives to exchange practical experience and promote professional cooperation on emerging regional and global challenges. Workshop topics will be jointly identified by GCTF partners and may address resilience, emerging technologies, economic security, trusted supply chains, democratic governance, and other shared priorities. The selected recipient will serve as the implementation partner responsible for comprehensive operational and administrative support, including venue coordination, participant registration, international travel support, interpretation, audiovisual services, workshop materials, vendor coordination, site visits, monitoring and evaluation, and required grant reporting. Most workshops are expected to take place in Taipei, with one anticipated in southern Taiwan. AIT and GCTF partners will provide policy guidance, strategic direction, and substantive oversight. The project is intended to strengthen international cooperation, promote policy dialogue and capacity building, improve continuity across GCTF programming, and advance practical exchanges among government, industry, academia, and civil society.

Through this Notice of Funding Opportunity (NOFO), the National Cancer Institute (NCI) along with other participating Institutes encourages submission of applications proposing to conduct secondary data analysis and integration of existing datasets and database resources, with the ultimate aim to elucidate cancer risk and related outcomes (e.g., risk prediction or reduction, survival, or response to treatment, etc.). The goal of this initiative is to address key scientific questions relevant to cancer by supporting the analysis of existing clinical, environmental, surveillance, health services, vital statistics, behavioral, lifestyle, genomic, and molecular profiles data. Applicants are encouraged to leverage and perform innovative analyses of the existing data. Applications may include new research aims that are being addressed with existing data, new or advanced methods of analyses, or novel combinations and integration of datasets that allow the exploration of important scientific questions in cancer research.
