The University of Bristol spends a significant amount of money every year on the servicing of laboratory equipment and is committed to obtaining best value for money across all types of equipment. Microbiological Safety Cabinets and other types of LEV are located across the University campus and at other satellite locations, including Langford and Southmead. Statutory testing (TExT) and regular servicing and maintenance of this equipment is vital to ensure that safety standards are maintained. To standardise the service provision and to ensure that all locations are receiving best value for money, we are looking to award a University wide contract for the provision of these services. This ITT sets out the information which is required in order to assess the suitability of bidders in terms of their capacity to deliver flexible, responsive business support, quality assurance processes, relationship management, service levels and innovative solutions to meet the requirements of ECW for Cheshire and Warrington Growth Hub Support Services Across Cheshire and Warrington, businesses have had access to a wide range of support offers. However, this provision is often time limited, programme specific, or fragmented across organisations, which can make navigation difficult for SMEs. Businesses frequently report uncertainty about who does what, leading to disengagement after initial enquiry. The available services have been curtailed recently due to funding reductions. ECW is commissioning a service to address this gap on an interim basis via an embedded service within the existing Cheshire and Warrington Growth Hub. The service should be designed to also add resource to the National Business Growth Service by ensuring businesses receive timely, proportionate, hands on support that helps them take action and progress. The additional service will operate as part of the Growth Hub and is intended to complement, existing provision at a national, regional and local level. The interim provision will include practical delivery, hands on adviser support, follow up, and business readiness -ensuring clear referral pathways, feedback loops, and effective navigation across the ecosystem. ECW wish to secure efficiencies and economies of scale by means of a procurement exercise for meeting the requirements detailed within this documentation. The principle benefits anticipated by ECW in this procurement include; • Ability to maximise opportunities for best value and efficient services • To allow bidders to explore efficiencies, which may be possible by suggesting innovative and cost-effective solutions • Presentation of cost savings to ECW in order to maximise economical operational efficiency and value for money • A resultant contract that meets the tender requirements and supports ECW with their ambition This service would be commissioned on an interim basis for 12 months, with quarterly reviews. This is intended to maintain continuity of business support during the transition to a Cheshire and Warrington Combined Authority-led service, while also establishing a scalable model capable of adapting to future devolved arrangements. During the contract life, the successful bidder will need to achieve continuous improvement against KPIs, customer satisfaction and other contract measures. Expected Outcome: Proposals submitted to this call are expected to address several of the following elements: • Scaling of wafer-level photonic processes for key materials (e.g. SiN, InP, GaAs),including process integration, yield optimisation, and manufacturability at highvolumes. • Development of packaging and test solutions that are scalable, automated, andcompatible with co-packaged optics and advanced photonic-electronic integration. • Integration of heterogeneous materials and components, such as on-chip lasers,modulators, and detectors, using advanced packaging and assembly approaches. • Design-process-equipment co-optimisation, enabling repeatable, cost-effectiveproduction of complex photonic circuits and systems, including use of PDKs andvalidated building blocks. • Demonstration of system-level functionality through application-relevant use casesin strategic sectors (e.g. AI, sensing, telecommunication, mobility, health, defence),with quantified performance metrics and clear market relevance.

Expected Outcome: The proposals under this topic should address the design/specification and implementation/testing of the key microelectronics building blocks of an FR3 FEM paving the way towards their future integration into a complete integrated FEM system. • Progresses the State of the art to optimise the cost-performance trade off to serve the target ITU IMT 2030 specifications, notably for what concerns maximum data rate, user data rate, spectral efficiency, whilst enabling 50% mobile transmission system energy consumption; • Allows operational implementation of spectrum sharing with other spectrum users within the selected FR3 sub-band; • Enables large arrays integration for increased path loss compensation at FR3 frequencies with very compact, low power, high efficiency FEM integration; • Enables high bandwidth for carrier aggregation with broadband RF transceivers; • Enables SBFD (Sub-Band non overlapping Full-Duplex) for UL coverage extension (Rel.-19 5G-Advanced in 3GPP) with appropriate interference cancellation techniques; • Enables ISAC (Integrated Sensing and Communications) supporting monostatic as well as bistatic radar functionality, and addressing interference…
