Alternatives to BJS FY 2026 National Incident-Based Reporting System Estimation Program

The ASPP collection is BJS’s most comprehensive source of information on persons under community supervision, which accounts for the largest segment of the adult correctional population in the United States. At yearend 2023, more than two-thirds of persons under correctional supervision were supervised in the community on probation or parole (3,772,000), while almost one-third (1,852,900) were incarcerated in state or federal prisons or local jails. The ASPP collection fills a valuable role by measuring the number of persons under community supervision each year, the change in this number and factors associated with the change (such as movements onto and off community supervision), the characteristics of this population, and outcomes of supervision. Because these surveys measure the vast majority of the U.S. correctional population, the ASPP—and the Annual Probation Survey in particular—are the most complex and difficult of BJS’s annual correctional surveys. The goal of the ASPP is to accurately report on the number of individuals who are involved with correctional supervision in the community. Data are collected as a census from the known universe of probation and parole supervising agencies, using central reporters wherever possible to minimize burden on the public. The Annual Surveys of Probation and Parole collect data through the Annual Survey of Parole (CJ-7) sent to 52 agencies, the Annual Survey of Probation (CJ-8) sent to 229 central reporting agencies and those supervising at least one person on felony probation, and the Annual Survey of Probation-Misdemeanor Supervision (CJ-8M) sent to about 548 agencies supervising people on misdemeanor probation only. BJS collects data from state-level respondents in an effort to reduce burden whenever possible. The nature of the data collection presents a number of challenges, which BJS is continually working to address. These surveys collect information from both large and small agencies, which are located at various levels and branches of government and have highly diverse data record systems and resources. One challenge facing the collection is determining the quality of data when some respondents report the population as a count of supervised individuals and others report the number of cases probation or parole officers handle. BJS continuously seeks to improve the Annual Probation Survey in response to different populations. BJS anticipates making one award to cover the data collection, processing, and analysis activities for five reference years of ASPP data, 2026–2030. It is likely that this will be one award covering all five years. The project will begin October 1, 2026, and end September 30, 2031.

The Federal Transit Administration (FTA) announces the opportunity to apply for competitive awards totaling up to $10 million in Public Transportation Innovation Program (49 U.S.C. 5312) funds for the Fiscal Year (FY) 2026 Bus Safety, Accessibility, and Innovation Research Program under Assistance Listing Number 20.530. As required by Federal public transportation law, funds will be awarded competitively to up to two projects to develop and prototype innovative and widely deployable concepts that are intended to make existing and new buses safer for their operators and vulnerable road users, and safer and more accessible for their passengers. 

The Motor Carrier Safety Assistance Program (MCSAP) is a Federal formula grant program that provides financial assistance to States, and U.S. Territories to reduce the number and severity of crashes, injuries, and fatalities and hazardous material incidents involving commercial motor vehicles.

The opportunity for the Federal Aviation Administration (FAA) Center of Excellence for Alternative Jet Fuel and Environment (AJFE) was awarded in 2013 to the ASCENT cooperative aviation research organization. ASCENT is a coalition of 16 leading US research universities committed to improving the understanding of aviation noise and emissions and the modeling of aviation systems. This Notice of Funding Opportunity (NOFO) announces up to $10 million to support a National Fund Manager (NFM) to design and manage a Lead-Safe and Healthy Homes Financing Demonstration (the Fund). The Fund will be a national platform to pool public and private capital to accelerate the reduction of residential lead exposure, particularly childhood lead poisoning, and improve housing-related health conditions in low-income communities ("lead-safe and healthy homes activities").While HUD and EPA programs have addressed lead and other environmental hazards in many homes, progress remains slow relative to the scale of need. For example, since 1993, HUD has remediated lead hazards in over 230,000 low-income housing units, but tens of millions of U.S. households continue to face risk from lead and additional residential environmental stressors. Expanding access to private capital alongside public funding is critical to increasing the pace and scale of remediation.Traditional home repair financing remains difficult to access due to strict underwriting, high denial rates, and lender risk concerns, leaving many older homes in disrepair. The Fund will build upon successful local models that combine public and private resources and expand this approach nationally by aggregating capital and supporting local financing programs.The NFM will be responsible for leveraging the initial $10 million in public funds to raise private capital investments, structuring financing mechanisms, and providing technical assistance to support the Fund's operations. The NFM will also be responsible for the distribution of the funds through eligible activities by using no more than $1 million of the federal award for administrative activities, while deploying the remaining capital through loans, grants, and other financial products that flow to state, regional, and local governments and nonprofit organizations selected by the NFM. The NFM will select and enter into agreements with organizations, which will in turn provide financing for conducting lead-safe and healthy homes activities in homes of low-income homeowners and homes owned by small landlords, in low-income communities. HUD will maintain oversight through review of Fund structure, performance, and compliance rather than by participating in investment selection decisions.The organizations selected for funding by the NFM will ensure that the financing conditions require use of appropriately qualified contractors, laboratories, and financial entities in accordance with applicable Federal, state, and local requirements and this NOFO. The NFM will establish and oversee compliance, reporting, and quality assurance processes to ensure that lead-safe and healthy homes activities are performed and financed in accordance with program requirements.

The United States Marine Highway Program (USMHP), codified at 46 U.S.C. 55601, was originally established by Section 1121 of the Energy Independence and Security Act of 2007 to reduce landside congestion through the designation of Marine Highway Routes. The USMHP statute authorizes the U.S. Department of Transportation (“Department” or “DOT”) to make grants to implement Projects or components of Projects that 1) provide a coordinated and capable alternative to landside transportation; mitigate or relieve landside congestion; promote Marine Highway Transportation; or use vessels documented under 46 U.S.C. chapter 121; and 2) develop, expand, or promote Marine Highway Transportation or shipper use of Marine Highway Transportation

The "Supporting Implementation of the Regional Economic Integration Framework (REIF) in the Great Lakes Region of Africa” project advances America's national interests by harnessing market-based, private sector-led growth in the area of Critical Minerals Investment in Burundi, Democratic Republic of the Congo (DRC), Rwanda, and Uganda. This program aims to improve governance and regulation to attract American business and counter corrupt and unfair practices that hamper economic growth in the region, disadvantage the competitive process, and handicap companies that adhere to rule of law. The project will accomplish these objectives by providing targeted technical and advisory support to relevant host nation institutions and individuals involved in the mining industries within the DRC, Rwanda, Burundi, and Uganda.

Modification 000003: The purpose of this modification is to revise NOFO Part 1. Section I.A.1 is revised to correct the Topic Area 1b cost share to 20% and Section IV.C.2 is revised to delete the Environmental Considerations Summary and Environmental Impact Volume from the Summary of Application Requirements table. This Notice of Funding Opportunity (NOFO) will seek proposals for specific research and development (R&D) projects to improve recovery efficiency from unconventional oil and natural gas reservoirs and to advance technologies for the treatment of flowback and produced water from oil and natural gas production operations. Despite increasing energy for demand, recovery efficiency for oil and natural gas from unconventional reservoirs can average less than 10 percent. This NOFO will enable rapid field deployment of a variety of novel technologies and processes related to improving primary and enhanced recovery with the goal of significantly improving resource recovery and accelerating industry uptake. This NOFO will also support the field testing and validation of water treatment technologies of produced water from oil and natural gas production operations to avoid deep well injection and potential issues with induced seismicity and interaction with underground sources of drinking water.

Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of Integrated Sexual Health Services. The Contract Notice invites offers under the Competitive Process of the Provider Selection Regime (PSR) Regulations. Swindon Borough Council has a statutory duty to commission open-access sexual and reproductive health services. This will be a single-lot model delivering clinical services, digital access, postal testing, Long-Acting Reversible Contraception (LARC) in GPs, outreach and prevention. This model is the preferred option following a structured Preliminary Market Engagement exercise and reflects the shift toward digital-first, outcomes-based, prevention-focused sexual health systems. The initial contract term will be for 60 months with an option to extend for a further 48 months (2 periods of 24 months) for a potential total contract term of 9 years. The guaranteed contract value is £13.1m across the initial 5-year contract term and £23.58m across the potential total 9-year contract term. For transparency, this value is presented differently to the indicative value used during Preliminary Market Engagement (PME), where estimated Out of Area (OOA) income was included within the total contract value. Out of Area (OOA) income (estimated at c.£350,000 per annum) is excluded from this value, as it is non-guaranteed, activity-dependent income and not funded through the Swindon Public Health Grant. OOA income, in line with national sexual health cross-charging guidance, will be retained by the provider and mandatorily reinvested to support the delivery of the commissioned service. The exclusion of estimated OOA income does not represent a reduction in the anticipated overall value of service income available to the provider; rather, it reflects the separation of guaranteed commissioner funding from non-guaranteed activity-based income.

The purpose of the Lead Hazard Reduction (LHR) Grant Program is to maximize the number of children under the age of six protected from lead poisoning by assisting states, Native American Tribes, cities, counties/parishes, or other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing, which must be target housing. In addition, there is Healthy Homes Supplemental funding available that is intended to enhance the lead-based paint hazard control activities by comprehensively identifying and addressing other housing hazards that affect occupant health in homes with lead-based paint hazards being treated under the grant.
