The Air Force Research Laboratory, Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM), is soliciting white papers (and potentially later technical and cost proposals) on the research located in the Continuing Enabling, Enhancing, Restoring and Sustaining (CHEERS) Multiple Authority Announcement (MAA) Statements of Objectives, FA238424S2233. This Solicitation is limited to those efforts that meet the requirements of 10 USC 4023, which includes the Secretary of Defense and the Secretaries of the military departments may each buy ordnance, signal, chemical activity, transportation, energy, medical, space- flight, telecommunications, and aeronautical supplies, including parts and accessories, and designs thereof, that the Secretary of Defense or the Secretary concerned considers necessary for experimental or test purposes in the development of the best supplies that are needed for the national defense. Building upon the successful inaugural U.S. Space Forum in 2025, the U.S. Mission to the International Organizations in Vienna (UNVIE) is launching Project Constellation: Building a Constellation of Outer Space Partners at the United Nations as a long-term international partnership platform that strengthens collaboration among governments, industry, academia, entrepreneurs, and international organizations while supporting capacity building in emerging space economies that advances practical implementation of international obligations and non-binding guidelines and best practices adopted through COPUOS. Consistent with the objectives of Economic Support Funds (ESF), Project Constellation seeks to strengthen innovation ecosystems, promote entrepreneurship and commercial engagement, build institutional and workforce capacity, and expand economic opportunities through sustainable international partnerships. Within this framework, the ECR program supports a wide range of fundamental STEM education research activities, aimed at learners of all groups and ages in formal and informal settings. Fundamental researchgenerates knowledge and understanding with the potential for broad relevance. The potential implications of ECR fundamental research for improving STEM education practice may be indirect and long-term rather than direct and immediate. Moreover, whether they include basic or use-inspired basic research, all successful ECR:Core proposals focus on the advancement or refinement of foundational knowledge for STEM education. The amount of funding and duration requested in proposals submitted to the ECR:Core solicitation should align with the maturity of the proposed work and the size and scope of the empirical effort. The solicitation has three levels of funding with a range of budget sizes, and proposals may request a duration of 3 to 5 years for any level: (1)Level I proposals may request up to $500,000; (2)Level II proposals may request up to $1,500,000; (3)Level III proposalsmay request up to $2,500,000.
