The "Supporting Implementation of the Regional Economic Integration Framework (REIF) in the Great Lakes Region of Africa” project advances America's national interests by harnessing market-based, private sector-led growth in the area of Critical Minerals Investment in Burundi, Democratic Republic of the Congo (DRC), Rwanda, and Uganda. This program aims to improve governance and regulation to attract American business and counter corrupt and unfair practices that hamper economic growth in the region, disadvantage the competitive process, and handicap companies that adhere to rule of law. The project will accomplish these objectives by providing targeted technical and advisory support to relevant host nation institutions and individuals involved in the mining industries within the DRC, Rwanda, Burundi, and Uganda.

This is a notice of funding opportunity (NOFO) for the FY26 Technology and Equipment Program (TEP). This noncompetitive, invitational, funding opportunity provides funding to state, territorial, local, Tribal, and other entities designated under the heading “Community Oriented Policing Services, Technology and Equipment Community Projects / COPS Law Enforcement Technology and Equipment” in the Congressional Joint Explanatory Statement – Division C, which is incorporated by reference into Public Law 119-74, to develop and acquire effective law enforcement equipment, technologies and interoperable communications that assist in responding to and preventing crime and expand the implementation of community policing. Equipment funded under this program should meet any applicable requirements of the National Institute of Standards and Technology's Office of Law Enforcement Standards.

Expected Outcome: Proposals are expected to contribute to one or more of the following: Quantum-resistant cryptographic primitives, also other than lattice-based approaches if relevant, that enhance the security and privacy of digital wallets, both for natural persons and wallets, as well as the design and implementation of post-quantum solutions for entity authentication and authenticated key establishment over insecure networks; Formal verification tools, improved High-Assurance Cryptographic Software (HACS) approaches and their integration in software workflows, to provide strong security guarantees in post-quantum migration, and enable streamlined evidence-based evaluation of secure systems that use cryptography. Scope: The development of new digital signatures and advanced cryptographic schemes, tailored specifically to the use cases and requirements in the context of wallets/eIDs, for privacy and business applications is highly relevant nowadays.
