The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting proposals from qualified suppliers or consortia to deliver technical assistance to the Government of Cameroon. Cameroon, situated within the Congo Basin and home to significant forest carbon resources, is seeking to strengthen its readiness to participate in high-integrity international carbon markets, including Article 6 of the Paris Agreement, the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), and voluntary carbon markets. While the country has considerable potential to generate climate finance through carbon markets and support implementation of its Nationally Determined Contribution (NDC), key legal, institutional, and operational gaps continue to constrain effective participation. This assignment will provide targeted technical assistance and capacity building to support the Government of Cameroon in establishing the governance frameworks, institutional arrangements, and regulatory systems required to operationalise carbon market participation. Working closely with relevant government institutions, including the Ministry of Environment, Nature Protection and Sustainable Development (MINEPDED), the Ministry of Forestry and Wildlife (MINFOF), the Ministry of Finance (MINFI), and other key stakeholders, the project will strengthen carbon market governance, Article 6 implementation readiness, project approval systems, and institutional coordination mechanisms. Key outputs are expected to include a comprehensive carbon market readiness assessment, a carbon market governance framework defining the roles and responsibilities of key institutions, operational procedures for Article 6 participation and Internationally Transferred Mitigation Outcomes (ITMOs), a national carbon project approval system, and a structured capacity-building programme for government counterparts. The project will also support the integration of gender equality, disability and social inclusion (GEDSI) considerations, safeguarding measures, and benefit-sharing approaches within carbon market governance arrangements. The project aims to strengthen Cameroon's ability to participate credibly and effectively in international carbon markets, mobilise climate finance, enhance institutional capacity, create an enabling environment for private sector investment, and support the delivery of national climate and sustainable development objectives. Pakistan has committed to reducing projected greenhouse gas emissions by 50% by 2035 through its Nationally Determined Contribution (NDC) 3.0. Delivering this target will depend heavily on action at the provincial level, where responsibility for many climate-relevant sectors rests. While the Government of Pakistan has established new coordination arrangements through the National Climate Finance Strategy (NCFS), challenges remain around federal-provincial coordination, implementation tracking, climate finance visibility, and reporting progress against national climate commitments. The assignment will provide targeted technical assistance to support the Ministry of Climate Change and Environmental Coordination (MoCC&EC), the Pakistan Climate Change Authority (PCCA), and provincial governments to establish and operationalise a practical federal-provincial coordination and tracking mechanism for NDC 3.0 implementation. The project will strengthen institutional coordination, improve monitoring and reporting of climate actions and investments, build government capacity, and support the mobilisation of climate finance. The intervention will also integrate Gender Equality, Disability and Social Inclusion (GEDSI) considerations to promote more inclusive climate governance and decision-making. Key outputs are expected to include a federal-provincial NDC coordination framework, a standardised NDC tracking and reporting framework, an interoperability pilot connecting existing government climate and public-sector data systems, operational support for a Tactical Climate Coordination Forum, and a sustainability and scale-up roadmap. The project aims to strengthen Pakistan's ability to implement and report on its climate commitments, improve evidence-based decision-making, enhance transparency and accountability, and create a stronger foundation for attracting climate finance and accelerating NDC delivery across provinces and sectors. The U.S. Wildland Fire Service Joint Fire Science Program (JFSP) is seeking proposals from current master and doctoral students enrolled at colleges or universities within the US in the field of wildland fire and related physical, biological, and social sciences to apply for a Fire Leaders And Managers, Emerging Scientists (FLAMES) award.  The purpose of a FLAMES award is to enhance student exposure to the management and policy relevance of their research, to provide opportunities for experiential learning and exposure to fire management practices, and to foster peer-learning, mentorship and career development. Successful applicants will be expected to meet the following program requirements during the project period: 1.     Complete a research project that supplements the student’s current thesis or dissertation research plan. 2.     Gain practical experience and exposure to wildland fire practitioners, through participation in prescribed fire, wildfire, or other activity related to fire management (management activities relevant to the student’s area of expertise). 3.     Attend regularly scheduled JFSP-organized virtual meetings designed to build a student cohort, share information, and introduce students to training and engagement opportunities. 4.     Participate in at least one in-person event to exchange science with practitioners (i.e., workshop, training, field tour) and develop at least one management-relevant product (e.g., webinar, factsheet) that describes the management relevance of their research. Proposals must describe a new, unfunded wildland fire research project that extends ongoing or planned research that is the subject of a thesis or dissertation that has been approved by the graduate student’s advisor or advisory committee. Research projects must be directly related to the mission and goals of JFSP to be considered.
