The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis. This NOFO, as authorized by the Bipartisan Safer Communities Act of 2022, will provide funding for the creation or enhancement of state crisis intervention court proceedings and related programs or initiatives, including extreme risk protection order (ERPO) programs, as well as mental health courts, drug courts, and veterans treatment courts.

The "Supporting Implementation of the Regional Economic Integration Framework (REIF) in the Great Lakes Region of Africa” project advances America's national interests by harnessing market-based, private sector-led growth in the area of Critical Minerals Investment in Burundi, Democratic Republic of the Congo (DRC), Rwanda, and Uganda. This program aims to improve governance and regulation to attract American business and counter corrupt and unfair practices that hamper economic growth in the region, disadvantage the competitive process, and handicap companies that adhere to rule of law. The project will accomplish these objectives by providing targeted technical and advisory support to relevant host nation institutions and individuals involved in the mining industries within the DRC, Rwanda, Burundi, and Uganda.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Edward Byrne Memorial Justice Assistance Grant (JAG) Program—State Formula. This opportunity will provide formula funding to states to, in general, support hiring additional personnel and/or purchase equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice or civil proceedings, including for any one or more of the eleven program areas. With this Notice of Funding Opportunity (NOFO), BJA seeks to award Edward Byrne Memorial Justice Assistance Grant (JAG) Program funds to eligible states. Only designated state administering agencies are eligible to apply for this NOFO.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program (COSSUP). This opportunity supports the development, implementation, or expansion of comprehensive programs in response to overdose deaths, illicit opioids, stimulants, and other substances. Through this program, state, territorial, local, and tribal governments can support law enforcement-related activities, including efforts to locate and investigate illicit activities related to the unlawful distribution of opioids; increase access to prevention programs and overdose reversal medications; and expand treatment and recovery support services in the community, within correctional facilities, and upon reentry.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Public Safety and Mental Health Initiative (PSMHI). This opportunity supports comprehensive service networks addressing untreated mental illness and substance use to reduce the burden of on law enforcement and the justice system; restore order in communities affected by homelessness, mental illness, and substance use; decrease recidivism; reduce crime; and improve overall public safety and restore confidence in public spaces. This initiative supports coordinated, direct intervention efforts across public safety, justice, mental health, and substance use agencies to increase access to mental health and substance use treatment through civil commitment, institutional treatment, and step-down approaches from pre-arrest through reentry, using accountability measures that ensure compliance with treatment plans. This program moves beyond temporary interventions by supporting appropriate institutional care and civil commitment processes, when appropriate, for individuals unable to care for themselves.

This is a notice of funding opportunity (NOFO) for the OJP FY 2026 Special Attorneys Program. This program will support state, local, Tribal, and territorial prosecuting agencies to assign or hire qualified prosecutors to serve full-time or part-time (on a case-by-case basis) as Special Attorneys under the direction of the National Fraud Enforcement Division or the Criminal Division, or to serve as Special Assistant United States Attorneys (SAUSAs) within a United States Attorney’s Office. These “cross-designated” prosecutors will remain employees of their home agencies but will investigate and prosecute assigned fraud and other crimes committed by aliens within the United States (hereafter referred to as “criminal aliens”) for the duration of their appointment under this program. Cross-designated prosecutors may also be assigned cases involving drug or human trafficking committed within the United States. The National Fraud Enforcement Division, Criminal Division, and United States Attorney’s Offices will coordinate with selected prosecutor offices on a case-by-case basis to address logistics and any unique local circumstances. This grant program, authorized under Public Law 119-21, Title X, Subtitle A, Part II, Section 100055 (codified at 34 U.S.C. § 61101), is intended to strengthen investigative and prosecutorial capacity, expand intergovernmental coordination, and enhance the ability of jurisdictions to investigate and prosecute fraud and other crimes committed by aliens within the United States, as well as investigate and prosecute drug and human trafficking crimes. The program is also intended to increase the availability of cross-designated prosecutorial personnel who can pursue these matters in coordination with federal authorities and contribute to the effective enforcement of applicable criminal laws.

The Training and Services to End Violence and Abuse Against Individuals with Disabilities and Deaf People Program (Disability Grant Program) helps states, local governments, Tribal governments and organizations, and certain nonprofit organizations provide training and information on domestic/dating violence, stalking, sexual assault, and caregiver abuse against individuals with disabilities and Deaf people and to enhance direct services to such individuals.

This is a notice of funding opportunity (NOFO) for the Training and Services to End Abuse in Later Life Program (Abuse in Later Life Program). This program assists states, Tribal governments and organizations, local governments, and nonprofit entities in supporting a comprehensive approach to addressing abuse in later life, including domestic/dating violence, sexual assault, stalking, neglect, abandonment, economic abuse, or willful harm committed against victims who are 50 years of age or older (older victims).

Expected Impact: The action under this topic is expected to achieve the following impacts: Accelerate EU access to more cost-effective interventions in an increasingly ageing population by identifying personalised treatment approaches for elderly-onset immune diseases. Decrease disease risk later in life by defining specific prevention strategies based on ageing biomarkers and risk factors. Halt age-associated disease exacerbation by the identification of predictive and digital biomarkers that can stratify patients for early intervention. Improve quality of life for healthy individuals and patients by preventing further health decline, avoiding escalating care costs, and properly stratifying individuals earlier in the diagnostic pathway. Accelerate adoption of innovative diagnostic, preventative, and therapeutic strategies, strengthening the EU’s position as a healthcare innovator. Evaluate digital biomarker as potential regulatory endpoints in the ultimate goal to develop medicines for ‘healthy ageing’. Expected Outcome: This action will establish a strategic European initiative to develop scalable, modular, and interoperable photonic quantum computing platforms.
