The ICJR Program assists Tribal, state, and local governments and courts to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. These sorts of activities treat these offenses as serious violations of criminal law and seek safety and autonomy for victims.

This program supports efforts by States, Indian Tribes, and units of local government to prevent, enforce, and prosecute cybercrimes against individuals. Cybercrimes against individuals are defined as criminal offenses that involve the use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult, except that use of a computer need not be an element of the offense.

The Consolidated Grant Program to Assist Children and Youth Affected by and to Engage Men and Youth in Preventing Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Consolidated Youth Grant Program) supports community-based efforts to develop or expand prevention, intervention, treatment, and response strategies addressing the needs of children and youth (ages 0-24) affected by domestic/dating violence, sexual assault, stalking, and sex trafficking. It also supports work with men and youth to prevent those crimes.

The Legal Assistance for Victims Grant Program increases access to legal assistance for victims of domestic/dating violence, sexual assault, and stalking who are seeking relief in legal matters relating to or arising out of that abuse or violence. It funds projects that provide comprehensive legal assistance, as defined in 34 U.S.C. § 12291(a)(24). The projects must include organizations that have a mission and history of providing direct services to victims of domestic/dating violence, sexual assault, or stalking.

The Abby Honold Program helps law enforcement improve how they respond to domestic/dating violence, sexual assault, and stalking from the time of a victim’s initial report throughout the investigation.
