Expected Outcome: In support of the implementation of the Mission on Adaptation to climate change and of the upcoming European Climate Adaptation Plan , the successful project is expected to contribute to multi-level governance for climate adaptation by addressing all of the following outcomes: The relevant national governance for innovation and climate adaptation is further engaged and mobilised to contribute to the objectives of the Adaptation Mission and benefit from it. In turn, the Mission fosters multi-level governance, supporting Member States, regions and local authorities in their efforts to implement the European Climate Law’s requirements on climate adaptation, and to further develop and update their adaptation plans. Established by Congress in fiscal year (FY) 1997, the Habitat Conservation Plan (HCP) Land Acquisition Grant program was designed to reduce conflicts between the conservation of listed species and competing land uses on specific parcels of land associated with approved and permitted HCPs. Under this program, the U.S. Fish and Wildlife Service (FWS) provides matching grants to State agencies in support of land acquisition projects that will conserve species habitat in perpetuity through fee simple acquisition or the acquisition of permanent conservation easements. FWS considers the use of Federal acquisition dollars by States for habitat protection associated with HCPs to be an important and effective mechanism to promote species recovery, prevent extinction, and preclude the need to list species under the Endangered Species Act (ESA) in the future. All land acquired through these grants complements, but does not replace, the mitigation, minimization, and/or monitoring commitments of the HCP. Thus, this work is additive to the conservation commitments entered into when HCPs are permitted and serves as a meaningful way to leverage non-Federal investment in species recovery and connect conservation lands across the landscape.

This Notice of Funding Opportunity (NOFO) announces up to $10 million to support a National Fund Manager (NFM) to design and manage a Lead-Safe and Healthy Homes Financing Demonstration (the Fund). The Fund will be a national platform to pool public and private capital to accelerate the reduction of residential lead exposure, particularly childhood lead poisoning, and improve housing-related health conditions in low-income communities ("lead-safe and healthy homes activities").While HUD and EPA programs have addressed lead and other environmental hazards in many homes, progress remains slow relative to the scale of need. For example, since 1993, HUD has remediated lead hazards in over 230,000 low-income housing units, but tens of millions of U.S. households continue to face risk from lead and additional residential environmental stressors. Expanding access to private capital alongside public funding is critical to increasing the pace and scale of remediation.Traditional home repair financing remains difficult to access due to strict underwriting, high denial rates, and lender risk concerns, leaving many older homes in disrepair. The Fund will build upon successful local models that combine public and private resources and expand this approach nationally by aggregating capital and supporting local financing programs.The NFM will be responsible for leveraging the initial $10 million in public funds to raise private capital investments, structuring financing mechanisms, and providing technical assistance to support the Fund's operations. The NFM will also be responsible for the distribution of the funds through eligible activities by using no more than $1 million of the federal award for administrative activities, while deploying the remaining capital through loans, grants, and other financial products that flow to state, regional, and local governments and nonprofit organizations selected by the NFM. The NFM will select and enter into agreements with organizations, which will in turn provide financing for conducting lead-safe and healthy homes activities in homes of low-income homeowners and homes owned by small landlords, in low-income communities. This Notice of Funding Opportunity (NOFO) will seek proposals for specific research and development (R&D) projects to improve recovery efficiency from unconventional oil and natural gas reservoirs and to advance technologies for the treatment of flowback and produced water from oil and natural gas production operations. Despite increasing energy for demand, recovery efficiency for oil and natural gas from unconventional reservoirs can average less than 10 percent. The Highlands Conservation Act Program (HCA) is administered by the US Fish and Wildlife Service (Service) to assist Connecticut, New Jersey, New York, and Pennsylvania in the protection of land and natural resources in the Highlands Region. HCA grants support land conservation projects in which a State, County, or Municipal entity acquires land or an interest in land from a willing seller to conserve resources of high conservation value.Governors of the four Highlands States may submit proposals for up to 50% of the total cost of land conservation projects in the Highlands Region.Funding appropriated under the HCA is typically divided into two separate categories – Base and Competitive. 1) NCHIP ($59,000,000)- This program aims to improve the nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information; and by ensuring the nationwide implementation of criminal justice and non-criminal justice background check systems. 2) NCHIP SF BSCA ($40,000,000) - This program furthers the DOJ's mission to reduce violent crime and address gun violence by improving the accuracy, utility, and interstate accessibility of criminal-history and related records in support of national record systems and their use for name- and fingerprint-based criminal history background checks. This program was developed to implement Title III, Division B (3) - Appropriations outlined in the Bipartisan Safer Communities Act (Pub. L. 117-159). 3) NARIP ($24,000,000)- This program provides grants to assist states, state court systems and tribal governments in updating the FBI's National Instant Criminal Background Check System (NICS) with certain mental health, protection and restraining order, domestic violence conviction, and other criminal history record information which may disqualify individuals from purchasing or possessing firearms. BJS coordinates its work on the NICS program with the efforts of the National Criminal History Improvement Program (NCHIP) to ensure that funded state and state court system programs are complementary and consistent with the overall goal of improving the accuracy, completeness, and timeliness of state and national criminal records.

The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF), invites eligible applicants to submit applications to administer the Placement and Coordination (PC) program. ORR will provide funding to diversify providers of PC services through awards to eligible organizations not currently implementing the Program of Initial Resettlement (PIR). New providers will strengthen the national resettlement framework by contributing unique innovations and perspectives.PC providers will be responsible for administering services including the Program of Initial Resettlement (PIR) and Intensive Case Management (ICM) through one or more local service providers. Through PIR, PC providers will review refugee case profiles assigned by ORR, conduct outreach to identified U.S. ties, and confirm case placement locations. PC providers will either serve cases directly or place them with local resettlement providers (LRPs) in their network. After the refugee arrives, the LRP will assume responsibility for providing PIR services for 30 to 90 days after arrival in the United States, based on self-sufficiency needs of the case. Examples of services include airport pickup upon initial arrival, securing and furnishing housing, benefits applications, referrals, provision of cultural orientation, and provision of direct assistance. Through ICM, providers will serve individuals with significant vulnerabilities that create barriers to assimilation and self-sufficiency for a service period of six to 12 months, or 12 to 24 months for individuals with long-term physical or mental health conditions or disabilities. Examples of services include regular case management discussions, psychosocial support, and connections to external sources of assistance.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Harold Rogers Prescription Drug Monitoring Program (PDMP). This opportunity seeks to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency. PDMPs help state and local governments to detect and prevent the diversion and abuse of pharmaceutically controlled substances such as opioids and other prescription drugs. The primary function of a PDMP is to facilitate the collection, analysis, and reporting of information on the prescribing, dispensing, and use of prescription drugs with a state, commonwealth, district, or territory. The goal of the Harold Rogers PDMP is to strengthen states’ and territories’ ability to maintain and enhance their existing PDMPs by accommodating local decision-making based on state laws and preferences and replicating promising practices. As part of supporting the enhancement of PDMPs, the Harold Rogers PDMP supports the integration of PDMP data with health information exchanges, electronic health records, or pharmacy dispensing systems, including engaging with tribal entities and rural areas where integration rates may be lower. This program helps to break the cycle of drug addiction and violence by reducing the demand, use, and the illegal trafficking of controlled substances.

The Highlands Conservation Act Program (HCA) is administered by the US Fish and Wildlife Service (Service) to assist Connecticut, New Jersey, New York, and Pennsylvania in the protection of land and natural resources in the Highlands Region. The Depot Charging Scheme supports uptake of zero-emission HGVs, vans and coaches by part-funding the installation of charging infrastructure at fleet depots. This opportunity seeks to provide support to further the Bureau of Justice Statistics (BJS)’s mission to produce accurate and timely statistics on recidivism and criminal histories of offenders. The focus of the work is to assist BJS with converting state- and federal-specific fields in criminal history records into research datasets with standardized codes that support statistical analysis and to provide support with multiple recidivism statistics and research projects. BJS uses criminal history data collected from the Federal Bureau of Investigation (FBI) and state record repositories to study recidivism patterns and criminal careers of various offenders, including persons on probation or discharged from prison. Each state has a central repository that maintains criminal history records within their jurisdiction and operates a system for disseminating those records. The FBI also maintains a repository from the federal justice system and U.S. territories. The repository also contains records from state, local, and tribal agencies that the FBI is responsible for disseminating. The content of these administrative records varies among FBI and state repositories and the recipient of funds will assist BJS with converting these data into datasets for statistical analysis. The recipient will also assist with multiple recidivism statistics and research projects. Prior CHRARP programs developed programs, codes, and crosswalks tables. The crosswalk tables hold BJS’s national recode of state- and federal-specific data fields found in the rap sheet datasets which provide consistent data coding across studies and reduce the time and effort to standardize a subsequent parsed dataset when the text fields (e.g., offense and court descriptions) in the criminal history data match the same text fields encountered in datasets from previous studies. The 2026 CHRARP will continue building upon the work of the prior CHRARP programs (CCHRRD, and the 2015 and 2020 CHRARPs) by refining state crosswalks, increasing accuracy of codes to process the criminal history records, and data analysis. Information about these prior programs is available in the full funding opportunity description. The 2026 CHRARP will thoroughly examine the content and attributes of the criminal history data, identifying and documenting differences in the composition of the arrest, prosecution, court, and supervision information within and across jurisdictions. The recipient will work with BJS to identify potential data quality issues and obtain feedback from federal, state, and tribal agencies as needed about these issues. The recipient will develop methods to successfully transform 100% of the data fields found in the parsed rap sheet datasets into BJS’s standardized values and work with BJS to identify existing offense classification tables from state and federal agencies and prior CHRARP projects that could assist with the standardization tasks for this project. Applicants are encouraged to propose cost-efficient methods and innovative solutions to convert state- and federal-specific data fields into a uniform coding structure and account for variations in administrative records when analyzing multistate data.

The ASPP collection is BJS’s most comprehensive source of information on persons under community supervision, which accounts for the largest segment of the adult correctional population in the United States. At yearend 2023, more than two-thirds of persons under correctional supervision were supervised in the community on probation or parole (3,772,000), while almost one-third (1,852,900) were incarcerated in state or federal prisons or local jails. The ASPP collection fills a valuable role by measuring the number of persons under community supervision each year, the change in this number and factors associated with the change (such as movements onto and off community supervision), the characteristics of this population, and outcomes of supervision. Because these surveys measure the vast majority of the U.S. correctional population, the ASPP—and the Annual Probation Survey in particular—are the most complex and difficult of BJS’s annual correctional surveys. The goal of the ASPP is to accurately report on the number of individuals who are involved with correctional supervision in the community. Data are collected as a census from the known universe of probation and parole supervising agencies, using central reporters wherever possible to minimize burden on the public. The Annual Surveys of Probation and Parole collect data through the Annual Survey of Parole (CJ-7) sent to 52 agencies, the Annual Survey of Probation (CJ-8) sent to 229 central reporting agencies and those supervising at least one person on felony probation, and the Annual Survey of Probation-Misdemeanor Supervision (CJ-8M) sent to about 548 agencies supervising people on misdemeanor probation only. BJS collects data from state-level respondents in an effort to reduce burden whenever possible. The nature of the data collection presents a number of challenges, which BJS is continually working to address. These surveys collect information from both large and small agencies, which are located at various levels and branches of government and have highly diverse data record systems and resources. One challenge facing the collection is determining the quality of data when some respondents report the population as a count of supervised individuals and others report the number of cases probation or parole officers handle. BJS continuously seeks to improve the Annual Probation Survey in response to different populations. BJS anticipates making one award to cover the data collection, processing, and analysis activities for five reference years of ASPP data, 2026–2030. It is likely that this will be one award covering all five years. The project will begin October 1, 2026, and end September 30, 2031.

Option A – Dementia CAReS (Care Access, Resources, and Support). One national awardee will coordinate four integrated priorities: Mini-Project Funding to help Tribal and Urban Indian clinics launch culturally tailored services. A Dementia Champion Network connecting frontline leaders. Success Sharing through case studies and toolkits. Evaluation & Data using common performance measures and dashboards. Option B – Dementia Caregiver Support and Training Center. One national awardee will deliver dementia caregiver support training, services, resources, and technical assistance. The National Institute on Alcohol Abuse and Alcoholism solicits applications for an R01 Clinical Trial Optional mechanism focusing on alcohol health services. This NOFO will broadly focus on closing the treatment gap for individuals with alcohol use disorder (AUD); within this focus, there are five major areas of emphasis: (1) increasing access to treatment for AUD, (2) making treatment for AUD more appealing, (3) examining cost structures and insurance systems, (4) conducting studies on dissemination and implementation of existing evidence-based approaches to treating AUD, and (5) reducing health disparities as a means of addressing the treatment gap in AUD for health disparity populations.

The Consolidated Grant Program to Assist Children and Youth Affected by and to Engage Men and Youth in Preventing Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Consolidated Youth Grant Program) supports community-based efforts to develop or expand prevention, intervention, treatment, and response strategies addressing the needs of children and youth (ages 0-24) affected by domestic/dating violence, sexual assault, stalking, and sex trafficking. It also supports work with men and youth to prevent those crimes.

This notice of funding opportunity (NOFO) invites applications for investigator-initiated clinical trials of complementary and integrative health approaches with physical and/or psychological therapeutic inputs (often called mind and body interventions) in NCCIH-designated areas of high research priority. The need for multisite feasibility trials is expected to be justified by sufficient preliminary data from previous single site feasibility or acceptability trial(s) or the published literature. The data collected should be used to fill gaps in scientific knowledge and be necessary to develop a competitive fully powered multisite clinical trial that has the potential to make a significant impact on public health.

The National Institute on Alcohol Abuse and Alcoholism solicits applications for an R01 Clinical Trial Required mechanism focusing on alcohol treatment and recovery research. This NOFO will focus broadly on topics relevant for treatment of and recovery from alcohol use disorder (AUD), including: medications development, precision medicine, behavioral therapies and mechanisms of behavioral change (MOBC), recovery, translational research, and innovative methods and technologies for AUD treatment and recovery.

The purpose of the Specialized Services for Abused Parents and Their Children is to expand the capacity of family violence, domestic violence, and dating violence service programs and community-based programs to prevent future domestic violence. This is done by addressing the needs of children who have been exposed to family violence, domestic violence, or dating violence in an appropriate manner. Required activities include providing direct counseling; providing developmentally and age-appropriate services to victims and their children; providing advocacy on behalf of victims and their children; and supporting non-abusing parents in their roles as caregivers and in meeting social, emotional, and developmental needs of their children. Where appropriate, services may also work with a non-abusing parent and child together.Optional activities include providing early childhood development and mental health services; coordinating with and providing technical assistance to community-based organizations that serve victims or exposed children and providing additional services and referrals to services for children. The objective of this funding opportunity is to support investigator-initiated, phase I clinical trials for diagnostic and therapeutic interventions for heart, lung, blood, and sleep (HLBS) disorders in adults and children. CDC seeks to enhance the nation’s ability to rapidly mobilize, surge, and respond to public health emergencies (PHEs) as identified by CDC by establishing a roster of approved but unfunded (ABU) applicants that may receive rapid funding to respond to PHEs of such magnitude, complexity, or significance that they would have an overwhelming impact upon, and exceed resources available to, the jurisdictions. Applicants will undergo an objective merit review process, and entities that successfully meet the requirements for approval will be placed on the ABU list. CDC will use this ABU list for emergencies that require federal support to effectively respond to, manage, and address identified public health threats. CDC will make funding related to this NOFO available once it has determined a public health emergency exists or is considered imminent and will be contingent upon the availability and stipulations of appropriations. CDC will provide additional guidance and information to those on the ABU list when this NOFO is funded. Since this NOFO is designed to collect applications prior to a PHE, applicants are encouraged to submit work plans and budgets that demonstrate their ability to respond to a PHE. COVID-19 public health response plans, such as plans funded under CDC-RFA-TP18-1802 in 2020 are acceptable for this purpose. If this NOFO is funded for a specific PHE, CDC will develop supplemental guidance that outlines additional work plan and budget requirements tailored to the emergency. This NOFO is not a capacity-building funding mechanism, and it is not intended to create or establish new public health (PH) emergency management programs. It may be used to re- establish capacity lost or diminished because of the public health crisis. It is designed to support the surge needs of existing programs responding to a significant PHE. CDC will provide supplemental guidance to entities on the ABU list when this NOFO is activated regarding specific activities intended to address the emergency. CDC has strong relationships with governmental PH departments, community-based organizations, and other domestic partners and supports them for planning, capacity-building, preparedness, and response to PHEs. This NOFO complements these ongoing capacity-building preparedness and response programs by providing a mechanism for CDC to rapidly mobilize and fund PH organizations for specific response needs. Applicants must describe how this funding will not duplicate or supplant other federal funding. Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support implementation of interjurisdictional projects that cut across state and tribal Great Lakes Interstate Aquatic Invasive Species Management Plans (AIS Plans). ORLP projects must be within a Qualifying Area, defined as: an urban area that has a population of 25,000 or more in the most recent census, or 2 or more adjacent urban areas with a combined population of 25,000 or more in the most recent census; or an area administered by a federally recognized Indian Tribe or an Alaska Native or Native Hawaiian community organization. Additional requirements under the ORLP program: Matching Requirement - ORLP is dollar for dollar match, meaning it covers up to 50% of all project costs. The purpose of this Notice of Funding Opportunity (NOFO) is to leverage NICHD clinical research Network infrastructure relevant to infants, children, women, pregnant and lactating women, and persons with disabilities to conduct innovative, multisite, investigator-initiated clinical trials and observational studies. This NOFO will utilize a bi-phasic (UG3/UH3), milestone-driven mechanism consisting of a start-up phase (UG3) and a full enrollment and clinical trial implementation phase (UH3). This grant program provides competitive grants to non-Federal researchers working to benefit U.S. fishermen and fisheries, including aquaculture, through the development of improved fishing practices and innovative gear technologies. The Magnuson-Stevens Fishery Conservation and Management Act, as amended (MSA), 16 U.S.C. 1865, requires that NOAA’s conservation and management measures minimize bycatch to the extent practicable and established the Bycatch Reduction Engineering Program (BREP) to support the development of technological devices and other conservation engineering changes to minimize bycatch and reduce post-release mortality of non-target species in our nation’s fisheries. Bycatch reduction is a priority for the National Marine Fisheries Service (NMFS), as outlined in the NMFS National Bycatch Reduction Strategy (https://www.fisheries.noaa.gov/national/bycatch/national-bycatchreduction-strategy). The Southwest Border Resource Protection Program (SWBRPP) provides financial assistance to National Park Service (NPS) units, as well as educational institutions, nonprofit organizations, tribes, and local and state agencies to improve resource stewardship, achieve international cooperation, provide meaningful interpretation and conduct scientific research, which will lead to increased appreciation and understanding of our shared natural and cultural heritage along our international border with Mexico. Several National Parks located along the U.S. border with Mexico have recently experienced serious resource damage due to illegal cross border activities including drug traffickers and undocumented persons traversing the parks. Other national park units within the desert southwest have also experienced impacts to their natural and cultural resources. Thousands of miles of unauthorized roads and trails have been created, major ecological processes and the migration patterns of wildlife have been disrupted, important historic sites have been vandalized, and archaeological sites have been looted. Program funding is available for conducting scientific research and monitoring of species, as well as conservation, interpretation and preservation projects designed to help protect and preserve natural and cultural resources located near or along our international border. The ROSS Rapid Response Program (RRP) awards one-time assistance via a cost-reimbursable grant for service coordination and limited direct services for residents of HUD-assisted housing. The USAFA invests in an active research program for three main reasons. First and foremost, research significantly enhances the cadet learning experience. Our research is done by, for and with cadets who work alongside fellow cadets and faculty mentors. Research provides cadets with rich independent learning opportunities as they tackle ill-defined problems and are challenged to apply their knowledge and abilities. Second, our research program provides opportunities essential for faculty development. Research broadens and deepens the experience base of the faculty. Third, at USAFA we strive to conduct research to enhance the ability of the Air Force to perform its mission. The Tree Health Pilot (THP) scheme is testing different ways of slowing the spread of pests and diseases affecting trees in England. It expands on support available through the Countryside Stewardship Woodland Tree Health grant. The THP supports owners and managers of trees in woodland or trees outside woodland to deal with tree health issues. The Woodland Creation Planning Grant (WCPG) offers funding of up to £30,500 for the production of a UKFS-compliant woodland creation design plan. Landowners, land managers and public bodies can apply. WCPG is open for applications year-round. The Boiler Upgrade Scheme (BUS) supports the decarbonisation of homes and small and medium non-domestic buildings in England and Wales. The Wheelchair Accessible Vehicle (WAV) grant is available into financial year (FY) 2025/26 with price cap of £50,000, with grant rates up to £2,500 for an eligible vehicle. The recent price cap increase to £50,000 will bring more vehicles into scope, widening customer choice and removing barriers for disabled passengers by ensuring they can get around more easily and with peace of mind.

The School-based Nursery (SBN) Capital Grant 2027 to 2030 (phase 3) is a local authority-led delivery model. Local authorities are responsible for developing and submitting multi-year funding proposals that set out plans for creating or expanding SBN provision in their area. These proposals can include projects across state-funded primary schools, maintained nursery schools (MNS), and Best Start Family Hub (BSFH) sites. This is the third phase of the school-based nurseries programme. It builds on the foundations of phase 1 (SBN Capital Grant 2024 to 2025) and phase 2 (SBN Capital Grant 2025 to 2026) and has an increased focus on supporting disadvantaged families to access early years provision.
