Treasury is publishing multiple funding opportunity notices for its RESTORE Act grant programs. This announcement applies only to the Centers of Excellence Research Grants Program.Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities and consortia in the Gulf Coast Region, including institutions of higher education. Funds may be used to establish Centers of Excellence, and by those Centers of Excellence for science, technology, and monitoring in one or more of the following disciplines as described in the RESTORE Act and Treasury’s implementing regulations at 31 CFR 34.704: 1) Coastal and deltaic sustainability, restoration, and protection, including solutions and technology that allow citizens to live in a safe and sustainable manner in a coastal delta in the Gulf Coast Region. 2) Coastal fisheries and wildlife ecosystem research and monitoring in the Gulf Coast Region. 3) Offshore energy development, including research and technology to improve the sustainable and safe development of energy resources in the Gulf of Mexico. 4) Sustainable and resilient growth, economic and commercial development in the Gulf Coast Region. 5) Comprehensive observation, monitoring, and mapping of the Gulf of Mexico.Eligible applicants issuing subawards to Center(s) of Excellence must establish and implement a program to monitor compliance with its subaward agreements.

The Department of Defense (DoD) announces the Fiscal Year 2027 Defense University Research Instrumentation Program (DURIP). DURIP is designed to improve the capabilities of accredited United States (U.S.) institutions of higher education to conduct research and to educate scientists and engineers in areas important to national defense, by providing funds for the acquisition of research equipment or instrumentation. For-profit organizations are not eligible for DURIP funding.

The Office of Science (SC) of the Department of Energy (DOE) hereby announces its continuing interest in receiving applications for support of work in the following program areas: Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental Research, Fusion Energy Sciences, High Energy Physics, Nuclear Physics, and Isotope R&D and Production. On September 3, 1992, DOE published in the Federal Register the Office of Energy Research Financial Assistance Program (now called the Office of Science Financial Assistance Program), 10 CFR 605, as a Final Rule, which contained a solicitation for this program. Information about submission of applications, eligibility, limitations, evaluation and selection processes and other policies and procedures are specified in 10 CFR 605.   This NOFO is our annual open solicitation that covers all research areas in SC and is open throughout the Fiscal Year. Any research within SC’s Congressionally authorized mission may be proposed under this NOFO.   This NOFO will remain open until September 30, 2026, 11:59 PM Eastern Time, or until it is succeeded by another issuance, whichever occurs first. The DOE Office of Science (SC), Office of Critical Minerals and Energy Innovation (CMEI), Office of Environmental Management (EM), Office of Nuclear Energy (NE), Office of Electricity (OE), and Hydrocarbons and Geothermal Office (HGEO) hereby announce interest in receiving applications from interdisciplinary teams addressing the Genesis Mission National Science and Technology Challenges to accelerate scientific discovery and research and development (R&D) workflows using novel artificial intelligence (AI) models and frameworks. By achieving AI advantage, these teams will advance the DOE's mission and ensure America’s security and prosperity by addressing energy, environmental, and nuclear challenges through science and technology. Teams are encouraged to leverage the extensive scientific and data resources of the DOE/National Nuclear Security Administration (NNSA), the National Laboratories, U.S. industry, and academia. The resulting AI models and workflows, if successful, may be integrated into the American Science Cloud.   DOE is soliciting new FY26 Phase I small team and Phase II large team applications in the following topic areas: advanced manufacturing, biotechnology, critical materials, nuclear fission, nuclear fusion, quantum information science, semiconductors and microelectronics, discovery science, and energy (see specific focus areas in Section III Program Descriptions).   In addition, this RFA will remain available to allow the recipients of FY26 Phase I awards to apply for larger team Phase II awards. In a few weeks, DOE plans to amend the RFA to clarify the LOI and application guidelines for FY26 Phase II awards. In FY27, DOE plans to amend the RFA or to issue an alternative funding opportunity to update the topic and focus areas to allow a second competition of Phase I small team applications and Phase II large team applications.

The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is issuing this announcement for various research and development topic areas. The ERDC consists of the Coastal and Hydraulics Laboratory (CHL), the Geotechnical and Structures Laboratory (GSL), the Environmental Laboratory (EL) and the Information Technology Laboratory (ITL) in Vicksburg, Mississippi, the Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire, the Construction Engineering Research Laboratory (CERL) in Champaign, Illinois, and the Geospatial Research Laboratory (GRL) in Alexandria, Virginia. The ERDC is responsible for conducting research in the broad fields of hydraulics, dredging, coastal engineering, instrumentation, oceanography, remote sensing, geotechnical engineering, earthquake engineering, soil effects, vehicle mobility, self-contained munitions, military engineering, geophysics, pavements, protective structures, aquatic plants, water quality, dredged material, treatment of hazardous waste, wetlands, physical/mechanical/ chemical properties of snow and other frozen precipitation, infrastructure and environmental issues for installations, computer science, telecommunications management, energy, facilities maintenance, materials and structures, engineering processes, environmental processes, land and heritage conservation, and ecological processes. Expected Outcome: This action will establish a strategic European initiative to develop scalable, modular, and interoperable photonic quantum computing platforms. Established by Congress in fiscal year (FY) 1997, the Habitat Conservation Plan (HCP) Land Acquisition Grant program was designed to reduce conflicts between the conservation of listed species and competing land uses on specific parcels of land associated with approved and permitted HCPs. Under this program, the U.S. Fish and Wildlife Service (FWS) provides matching grants to State agencies in support of land acquisition projects that will conserve species habitat in perpetuity through fee simple acquisition or the acquisition of permanent conservation easements. FWS considers the use of Federal acquisition dollars by States for habitat protection associated with HCPs to be an important and effective mechanism to promote species recovery, prevent extinction, and preclude the need to list species under the Endangered Species Act (ESA) in the future. All land acquired through these grants complements, but does not replace, the mitigation, minimization, and/or monitoring commitments of the HCP. Thus, this work is additive to the conservation commitments entered into when HCPs are permitted and serves as a meaningful way to leverage non-Federal investment in species recovery and connect conservation lands across the landscape.

This announcement applies only to the Direct Component and is only for applications for eligible non-construction activities, including projects with or without a non-federal cost-share for another federally funded project or program. This announcement also includes planning assistance needed to prepare the Multiyear Implementation Plan (Multiyear Plan) required by the RESTORE Act. To apply for eligible activities involving construction and/or acquisition of real property or any other activity that requires a permit from a federal or state agency, including natural resource restoration projects, applicants should use the construction and real property acquisition funding opportunity announcement (GR-RDC-25-002).Trust Fund amounts are available to carry out eligible activities described in the RESTORE Act and Treasury’s implementing regulations at 31 CFR 34.201. These are: 1) Restoration and protection of the natural resources, ecosystems, fisheries, marine and wildlife habitats, beaches and coastal wetlands of the Gulf Coast region. 2) Mitigation of damage to fish, wildlife, and natural resources. 3) Implementation of a Federally- approved marine, coastal, or comprehensive conservation management plan, including fisheries monitoring. 4) Workforce development and job creation. 5) Improvements to or on State parks located in coastal areas affected by the Deepwater Horizon oil spill. 6) Infrastructure projects benefitting the economy or ecological resources, including port infrastructure. 7) Coastal flood protection and related infrastructure.8) Promotion of tourism in the Gulf Coast region, including promotion of recreational fishing. 9) Promotion of the consumption of seafood harvested from the Gulf Coast region. 10) Planning assistance. 11) Administrative costs.
