Derby City Council (the Council) is undertaking this procurement to establish two contracts: • Lot 1 Asbestos removal and remediation services • Lot 2 Asbestos analyst services The procurement process adopted by the Council is based on the 'Open' tendering procedure as detailed in the Procurement Act 2023 (the "Act") and the Procurement Regulations 2024 (the "Regulations".) For Lot 1 the asbestos removal and remediation services contract, the initial contract period is two years and is estimated to commence on 1st February 2027 and expire on 31st January 2029. For Lot 2 the asbestos analyst services contract, the initial contract period is two years and is estimated to commence on 13th February 2027 and expire on 12th February 2029. For both contracts there will be an option to extend the contract for three (3) years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is five (5) years. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. For Lot 1 the asbestos removal and remediation services contract, bidders should note that the total estimated contract value of £1,172,000, comprises of two components: i) The core contract value, estimated at £293,000, based on known current service requirements ii) An additional estimated value of £879,000 to reflect potential future changes in service scope or volume linked to LGR. For Lot 2 the asbestos analyst services contract, bidders should note that the total estimated contract value of £2,616,000, comprises of two components: i) The core contract value, estimated at £654,000, based on known current service requirements ii) An additional estimated value of £1,962,000 to reflect potential future changes in service scope or volume linked to LGR. These figures are estimations and due to only being in the early stages of the process the Authority cannot give any commitment on these figures but would like to build scope into the Contract should the need arise.

The anticipated scope for DNWP0073 is indicatively only. The Contractor requires support to the Inside Controlled Area (In-SEP) Decommissioning Operations. This will take the form of the provision of resource, up to 30 Full Time Equivalent (FTE), with an appropriate ratio of blue:white collar resources to be determined by the Subcontractor to best meet the Initial Decommissioning (ID) activities required by the Contractor. A current contract is in place until 31st March 2027 to prove the concept and develop an initial operating capability. This EOI relates to the longer-term works anticipated to commence thereafter, with an estimated duration of 24 months. The tasks undertaken will be broad and varied, and will be located in existing In-SEP and any future In-SEP buildings. Broadly, the Subcontractor will be required to provide Operational Support to the ID capability, build upon the previously developed ID capability, drive future improvements and assist in building scope of ID workload. Specific work and details will be decided by the ID In-SEP, Delivery Board and locally on plant at Plant Operations Control Centres (POCCs). Initial works will include waste removal, waste packaging and despatch and size reduction. Deplanting, involving the removal, lifting, size reduction and transport of redundant plant will also be required. Works will grow and develop in complexity as the capability matures, subject to providing ongoing Value for Money. (VFM) Tasks which meet the definition of 'Construction' (CDM 2015 Part 1 Regulation 2) should now be anticipated and appropriate management and supervision arrangements incorporated. This Contract Opporutnity represents a long-term commitment by the Contractor to further develop the Suitably Qualified and Experienced Person (SQEP) workforce of the Subcontractor to undertake works in uniquely hazardous facilities requiring prior knowledge and experience. The Subcontractor will be responsible for the design of all temporary works, this is anticipated to primarily be access/scaffolding but may also include design of lifting plans. The Subcontractor will ensure a safe sequence is adhered to for all activities. This may require the use of Contractor's structural/mechanical engineer on an ad-hoc basis. The Subcontractor shall integrate and co-ordinate its design with the following design of the Contractor and Others. The Subcontractor shall submit all temporary works plans to the Project Manager for acceptance prior to erection. The Subcontractor will be responsible for ensuring an appropriate level of checking and approval for their designs. The review period for the Project Manager to review the Review Documents is up to 2 weeks (10 working days). No temporary works will be erected until the Review Documentation has been authorised by the Project Manager. The purpose of component A (8-11 awardees) of this NOFO is to collect high-quality longitudinal data on children and adults with spina bifida (SB) who receive care in specialized spina bifida clinics participating in the National Spina Bifida Patient Registry (NSBPR). The purpose of component B (6-8 awardees) is to implement and evaluate the Urologic Management to Preserve Initial Renal Function Protocol for Young Children with Spina Bifida (UMPIRE) iterative protocol which aims to improve the management of the urinary and kidney systems in infants and young children with myelomeningocele. Building on existing longitudinal data collection, recipients will continue to collect data on patients with SB to better understand health outcomes after interventions and treatments, analyze the data and share findings to identify opportunities for improvement of care. An additional objective for Component B is to finalize the UMPIRE protocol for children 0-10 years old with myelomeningocele. The American Institute in Taiwan Public Diplomacy Section announces an open competition for one cooperative agreement to support the implementation of four Global Cooperation and Training Framework Classic workshops in Taiwan during calendar year 2027. The GCTF is a capacity building platform that brings together government officials, industry experts, academics, and civil society representatives to exchange practical experience and promote professional cooperation on emerging regional and global challenges. Workshop topics will be jointly identified by GCTF partners and may address resilience, emerging technologies, economic security, trusted supply chains, democratic governance, and other shared priorities. The selected recipient will serve as the implementation partner responsible for comprehensive operational and administrative support, including venue coordination, participant registration, international travel support, interpretation, audiovisual services, workshop materials, vendor coordination, site visits, monitoring and evaluation, and required grant reporting. Most workshops are expected to take place in Taipei, with one anticipated in southern Taiwan. AIT and GCTF partners will provide policy guidance, strategic direction, and substantive oversight. The project is intended to strengthen international cooperation, promote policy dialogue and capacity building, improve continuity across GCTF programming, and advance practical exchanges among government, industry, academia, and civil society.
