Bangkok Congestion Charge Policy Detailed Legislative Development
The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting quotations from qualified suppliers or consortia to deliver technical assistance facility in Thailand Thailand's transport sector remains a major contributor to greenhouse gas emissions, urban congestion, and air pollution particularly in Bangkok. In response, the Government of Thailand has identified congestion charging as a key policy tool to reduce traffic demand, lower emissions, and promote more sustainable urban mobility. The Office of Transport and Traffic Policy and Planning (OTP), under the Ministry of Transport, is seeking a qualified supplier to support the next phase of this flagship initiative. Building on extensive feasibility studies and policy development work delivered under the Thailand-UK PACT programme, this assignment will focus on bridging the gap between policy design and implementation. The selected supplier will provide expert legislative analysis and drafting support to translate the existing congestion charge policy into a legally viable and implementation-ready framework. This work will play a critical role in preparing the policy for formal government consideration and advancing implementation targeted for 2029-2030. The delivery approach should be structured across the following phases: 1. Inception Phase (July-August 2026) 2. Legislative Draft Development (September-November 2026) 3. Government Stakeholder Consultation (September-November 2026) 4.
