BROAD AGENCY ANNOUNCEMENT (BAA) for Extramural Biomedical and Human Performance Research and Development Department of Defense

Treasury is publishing multiple funding opportunity notices for its RESTORE Act grant programs. This announcement applies only to the Centers of Excellence Research Grants Program.Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities and consortia in the Gulf Coast Region, including institutions of higher education. Funds may be used to establish Centers of Excellence, and by those Centers of Excellence for science, technology, and monitoring in one or more of the following disciplines as described in the RESTORE Act and Treasury’s implementing regulations at 31 CFR 34.704: 1) Coastal and deltaic sustainability, restoration, and protection, including solutions and technology that allow citizens to live in a safe and sustainable manner in a coastal delta in the Gulf Coast Region. 2) Coastal fisheries and wildlife ecosystem research and monitoring in the Gulf Coast Region. 3) Offshore energy development, including research and technology to improve the sustainable and safe development of energy resources in the Gulf of Mexico. 4) Sustainable and resilient growth, economic and commercial development in the Gulf Coast Region. 5) Comprehensive observation, monitoring, and mapping of the Gulf of Mexico.Eligible applicants issuing subawards to Center(s) of Excellence must establish and implement a program to monitor compliance with its subaward agreements.

The Department of Defense (DoD) announces the Fiscal Year 2027 Defense University Research Instrumentation Program (DURIP). DURIP is designed to improve the capabilities of accredited United States (U.S.) institutions of higher education to conduct research and to educate scientists and engineers in areas important to national defense, by providing funds for the acquisition of research equipment or instrumentation. For-profit organizations are not eligible for DURIP funding.

The Office of Science (SC) of the Department of Energy (DOE) hereby announces its continuing interest in receiving applications for support of work in the following program areas: Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental Research, Fusion Energy Sciences, High Energy Physics, Nuclear Physics, and Isotope R&D and Production. On September 3, 1992, DOE published in the Federal Register the Office of Energy Research Financial Assistance Program (now called the Office of Science Financial Assistance Program), 10 CFR 605, as a Final Rule, which contained a solicitation for this program. Information about submission of applications, eligibility, limitations, evaluation and selection processes and other policies and procedures are specified in 10 CFR 605.   This NOFO is our annual open solicitation that covers all research areas in SC and is open throughout the Fiscal Year. Any research within SC’s Congressionally authorized mission may be proposed under this NOFO.   This NOFO will remain open until September 30, 2026, 11:59 PM Eastern Time, or until it is succeeded by another issuance, whichever occurs first. This NOFO succeeds DE-FOA-0003432, which was published September 30, 2024.

The DOE Office of Science (SC), Office of Critical Minerals and Energy Innovation (CMEI), Office of Environmental Management (EM), Office of Nuclear Energy (NE), Office of Electricity (OE), and Hydrocarbons and Geothermal Office (HGEO) hereby announce interest in receiving applications from interdisciplinary teams addressing the Genesis Mission National Science and Technology Challenges to accelerate scientific discovery and research and development (R&D) workflows using novel artificial intelligence (AI) models and frameworks. By achieving AI advantage, these teams will advance the DOE's mission and ensure America’s security and prosperity by addressing energy, environmental, and nuclear challenges through science and technology. Teams are encouraged to leverage the extensive scientific and data resources of the DOE/National Nuclear Security Administration (NNSA), the National Laboratories, U.S. industry, and academia. The resulting AI models and workflows, if successful, may be integrated into the American Science Cloud.   DOE is soliciting new FY26 Phase I small team and Phase II large team applications in the following topic areas: advanced manufacturing, biotechnology, critical materials, nuclear fission, nuclear fusion, quantum information science, semiconductors and microelectronics, discovery science, and energy (see specific focus areas in Section III Program Descriptions).   In addition, this RFA will remain available to allow the recipients of FY26 Phase I awards to apply for larger team Phase II awards. In a few weeks, DOE plans to amend the RFA to clarify the LOI and application guidelines for FY26 Phase II awards. In FY27, DOE plans to amend the RFA or to issue an alternative funding opportunity to update the topic and focus areas to allow a second competition of Phase I small team applications and Phase II large team applications.

COE for Technical Training and Human Performance

The EDU Core Research (ECR) program offers this ECR:Core solicitation and invites proposals for fundamental research (curiosity-driven basic research and use-inspired basic research) that contributes to the general, explanatory knowledge that underlies STEM education in one or more of the three broadly conceived Research Areas: Research onSTEM Learning and Learning Environments, Research on Broadening Participation in STEM fields, andResearch on STEM Workforce Development. Within this framework, the ECR program supports a wide range of fundamental STEM education research activities, aimed at learners of all groups and ages in formal and informal settings. Fundamental researchgenerates knowledge and understanding with the potential for broad relevance. The potential implications of ECR fundamental research for improving STEM education practice may be indirect and long-term rather than direct and immediate. Moreover, whether they include basic or use-inspired basic research, all successful ECR:Core proposals focus on the advancement or refinement of foundational knowledge for STEM education. The amount of funding and duration requested in proposals submitted to the ECR:Core solicitation should align with the maturity of the proposed work and the size and scope of the empirical effort. The solicitation has three levels of funding with a range of budget sizes, and proposals may request a duration of 3 to 5 years for any level: (1)Level I proposals may request up to $500,000; (2)Level II proposals may request up to $1,500,000; (3)Level III proposalsmay request up to $2,500,000. All proposals should justify the level of funding and duration in the project description.

Summary: Supports the addition of independent, early career investigators (Scholars) who are no more than seven years from their initial faculty appointment to the Melanoma Research Program (MRP) Melanoma Academy. The Melanoma Academy is a unique, interactive virtual academy focused on bringing together established investigators and Scholars to develop a network of successful, highly productive melanoma researchers in a collaborative research and career development environment. Distinctive Features: This award mechanism focuses on both the Scholar’s research and career potential in the melanoma field. Scholars must designate a Career Guide. The Career Guide must have a track record of successful mentorship coupled with a strong record of funding and publications in melanoma. Preliminary data are not required.

Summary: The Translational Research Award (TRA) intends to accelerate the conversion of scientific findings into impactful clinical applications. The TRA prioritizes innovative approaches over purely iterative or incremental research. Submissions focusing on minor modifications to existing standards without the intent or potential to significantly improve clinical care or patient outcomes do not meet the intent of the mechanism. Distinctive Features: Basic research and clinical trials are prohibited. Preliminary data are required. ·        For animal research, applications must describe the choice of model and its relevance to the human clinical condition. ·        For research prospectively enrolling human subjects, the inclusion of community-based participatory research (CBPR) approaches is required. ·        The Translational Research Award offers funding for two Research Levels. The applicant is responsible for selecting the Research Level based on the scope of the research. ○        Research Level 1: Supports the refinement of mature ideas and concepts into tangible and knowledge products positioned for further evaluation. ○        Research Level 2: Supports the rigorous evaluation of tangible and knowledge products in preparation for first-in-human studies or clinical trials. ·         Early-Career Investigator Partnering Option ( available for both Research Levels ): This option accommodates two Principal Investigators (PIs), one of which is an Early-Career Investigator. If recommended for funding, each PI will receive a separate award. 

Summary: The intent of the fiscal year 2026 (FY26) Tick-Borne Disease Research Program (TBDRP) Therapeutic/Diagnostic Research Award (TDRA) is to support product-driven therapeutic and diagnostic development research aimed at reducing the burden of Lyme disease and/or other tick-borne diseases and conditions, and improving patient care and/or quality of life. Treatment-focused applications should be therapeutic evaluation studies designed to advance new ideas aimed at drug or treatment discovery that are still in the early/preclinical stages of development. Summary: The fiscal year 2026 (FY26) Traumatic Brain Injury and Psychological Health Research Program (TBIPHRP) Health Services Research Award (HSRA) intends to fund high-impact research that bridges the gap between research, practice and policy by building real-world evidence on how interventions, clinical practices/guidelines, or policies can be deployed to targeted populations at the appropriate time. In order to meet this intent, the mechanism supports health services research approaches. Distinctive Features: ·        The HSRA will support health services research approaches that include comparative effectiveness research; implementation of interventions, diagnostics and clinical practices/guidelines; and validation of data science insights. ·        Applications must include clinical research or clinical trials . Prospective or retrospective clinical research or clinical trials involving human subjects, human subject data/records, and human anatomical substances are allowed. ·        Preliminary data are required. ·        Basic, preclinical and animal research are prohibited. ·        For research prospectively enrolling human subjects, inclusion of community-based participatory research (CBPR) approaches is required. ·         Early-Career Investigator Partnering Option : This option accommodates two Principal Investigators (PIs), one of which is an Early-Career Investigator. If recommended for funding, each PI will receive a separate award.
