Treasury is publishing multiple funding opportunity notices for its RESTORE Act grant programs. This announcement applies only to the Centers of Excellence Research Grants Program.Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities and consortia in the Gulf Coast Region, including institutions of higher education. Funds may be used to establish Centers of Excellence, and by those Centers of Excellence for science, technology, and monitoring in one or more of the following disciplines as described in the RESTORE Act and Treasury’s implementing regulations at 31 CFR 34.704: 1) Coastal and deltaic sustainability, restoration, and protection, including solutions and technology that allow citizens to live in a safe and sustainable manner in a coastal delta in the Gulf Coast Region. 2) Coastal fisheries and wildlife ecosystem research and monitoring in the Gulf Coast Region. 3) Offshore energy development, including research and technology to improve the sustainable and safe development of energy resources in the Gulf of Mexico. 4) Sustainable and resilient growth, economic and commercial development in the Gulf Coast Region. 5) Comprehensive observation, monitoring, and mapping of the Gulf of Mexico.Eligible applicants issuing subawards to Center(s) of Excellence must establish and implement a program to monitor compliance with its subaward agreements.

The Department of Defense (DoD) announces the Fiscal Year 2027 Defense University Research Instrumentation Program (DURIP). DURIP is designed to improve the capabilities of accredited United States (U.S.) institutions of higher education to conduct research and to educate scientists and engineers in areas important to national defense, by providing funds for the acquisition of research equipment or instrumentation. For-profit organizations are not eligible for DURIP funding.

The Office of Science (SC) of the Department of Energy (DOE) hereby announces its continuing interest in receiving applications for support of work in the following program areas: Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental Research, Fusion Energy Sciences, High Energy Physics, Nuclear Physics, and Isotope R&D and Production. On September 3, 1992, DOE published in the Federal Register the Office of Energy Research Financial Assistance Program (now called the Office of Science Financial Assistance Program), 10 CFR 605, as a Final Rule, which contained a solicitation for this program. Information about submission of applications, eligibility, limitations, evaluation and selection processes and other policies and procedures are specified in 10 CFR 605.   This NOFO is our annual open solicitation that covers all research areas in SC and is open throughout the Fiscal Year. Any research within SC’s Congressionally authorized mission may be proposed under this NOFO.   This NOFO will remain open until September 30, 2026, 11:59 PM Eastern Time, or until it is succeeded by another issuance, whichever occurs first. The EDU Core Research (ECR) program offers this ECR:Core solicitation and invites proposals for fundamental research (curiosity-driven basic research and use-inspired basic research) that contributes to the general, explanatory knowledge that underlies STEM education in one or more of the three broadly conceived Research Areas: Research onSTEM Learning and Learning Environments, Research on Broadening Participation in STEM fields, andResearch on STEM Workforce Development. Within this framework, the ECR program supports a wide range of fundamental STEM education research activities, aimed at learners of all groups and ages in formal and informal settings. Fundamental researchgenerates knowledge and understanding with the potential for broad relevance. The potential implications of ECR fundamental research for improving STEM education practice may be indirect and long-term rather than direct and immediate. Moreover, whether they include basic or use-inspired basic research, all successful ECR:Core proposals focus on the advancement or refinement of foundational knowledge for STEM education. The amount of funding and duration requested in proposals submitted to the ECR:Core solicitation should align with the maturity of the proposed work and the size and scope of the empirical effort. The solicitation has three levels of funding with a range of budget sizes, and proposals may request a duration of 3 to 5 years for any level: (1)Level I proposals may request up to $500,000; (2)Level II proposals may request up to $1,500,000; (3)Level III proposalsmay request up to $2,500,000. All proposals should justify the level of funding and duration in the project description.

The DOE Office of Science (SC), Office of Critical Minerals and Energy Innovation (CMEI), Office of Environmental Management (EM), Office of Nuclear Energy (NE), Office of Electricity (OE), and Hydrocarbons and Geothermal Office (HGEO) hereby announce interest in receiving applications from interdisciplinary teams addressing the Genesis Mission National Science and Technology Challenges to accelerate scientific discovery and research and development (R&D) workflows using novel artificial intelligence (AI) models and frameworks. By achieving AI advantage, these teams will advance the DOE's mission and ensure America’s security and prosperity by addressing energy, environmental, and nuclear challenges through science and technology. Teams are encouraged to leverage the extensive scientific and data resources of the DOE/National Nuclear Security Administration (NNSA), the National Laboratories, U.S. industry, and academia. The resulting AI models and workflows, if successful, may be integrated into the American Science Cloud.   DOE is soliciting new FY26 Phase I small team and Phase II large team applications in the following topic areas: advanced manufacturing, biotechnology, critical materials, nuclear fission, nuclear fusion, quantum information science, semiconductors and microelectronics, discovery science, and energy (see specific focus areas in Section III Program Descriptions).   In addition, this RFA will remain available to allow the recipients of FY26 Phase I awards to apply for larger team Phase II awards. In a few weeks, DOE plans to amend the RFA to clarify the LOI and application guidelines for FY26 Phase II awards. In FY27, DOE plans to amend the RFA or to issue an alternative funding opportunity to update the topic and focus areas to allow a second competition of Phase I small team applications and Phase II large team applications.

COE for Technical Training and Human Performance

Summary: The fiscal year 2026 (FY26) Traumatic Brain Injury and Psychological Health Research Program (TBIPHRP) Clinical Trial Award (CTA) intends to support clinical trials with the potential to have a significant impact on psychological health conditions and/or traumatic brain injury (TBI) through clinical applications, including health care products, technologies and/or practice guidelines.   Distinctive Features: Funding from this award mechanism must support a clinical trial. ·        Clinical trials may be designed to evaluate a wide range of interventions, including new drugs, biologics, medical devices, diagnostics, therapies and behavioral health strategies. ·        Preliminary data are required. ·        The inclusion of community-based participatory research (CBPR) approaches is required. ·        The CTA offers funding for two Research Levels. The applicant is responsible for selecting the Research Level based on the scope of the research. ○        Research Level 1: Supports proof-of-principle pilot studies, as well as phase 1 and phase 2 clinical trials. ○        Research Level 2: Supports larger-scale and advanced clinical trials that evaluate effectiveness in relevant patient populations. ·         Early-Career Investigator Partnering Option ( available for both Research Levels ): This option accommodates two Principal Investigators (PIs), one of which is an Early-Career Investigator. If recommended for funding, each PI will receive a separate award. 

Summary: Despite significant research investment in combat-relevant burn care, a disparity exists between newly discovered knowledge in burn care and its implementation into clinical practice across the distributed operational battlespace. The fiscal year 2026 (FY26) Military Burn Research Program (MBRP) Patient-Centered Research Award (PCRA) seeks to bridge the gap between research, practice, and policy by developing a knowledge base that provides clinically useful findings about how interventions, clinical practices, guidelines, tools, and policies can be deployed to burn patients in an austere, resource-limited, military operational environment. Distinctive Features: ·        This award mechanism must support clinical research or clinical trials but cannot support preclinical or animal research . Applications may propose prospective or retrospective research involving human subjects or human subject data. ·         New for FY26: The FY26 PCRA offers a Mentorship Option at a higher funding level to support a synergistic relationship between an experienced researcher (Mentor) and one to two junior researchers (Mentees). The dual purpose of this award is to fund a primary research study addressing a critical gap in combat burn care while simultaneously fostering the development of the next generation of military burn research leaders.

Summary: The Translational Research Award (TRA) intends to accelerate the conversion of scientific findings into impactful clinical applications. The TRA prioritizes innovative approaches over purely iterative or incremental research. Submissions focusing on minor modifications to existing standards without the intent or potential to significantly improve clinical care or patient outcomes do not meet the intent of the mechanism. Distinctive Features: Basic research and clinical trials are prohibited. Preliminary data are required. ·        For animal research, applications must describe the choice of model and its relevance to the human clinical condition. ·        For research prospectively enrolling human subjects, the inclusion of community-based participatory research (CBPR) approaches is required. ·        The Translational Research Award offers funding for two Research Levels. The applicant is responsible for selecting the Research Level based on the scope of the research. ○        Research Level 1: Supports the refinement of mature ideas and concepts into tangible and knowledge products positioned for further evaluation. ○        Research Level 2: Supports the rigorous evaluation of tangible and knowledge products in preparation for first-in-human studies or clinical trials. ·         Early-Career Investigator Partnering Option ( available for both Research Levels ): This option accommodates two Principal Investigators (PIs), one of which is an Early-Career Investigator. If recommended for funding, each PI will receive a separate award.
