FY 2026 Notice of Funding Opportunity: Innovative Coordinated Access and Mobility Pilot Program

The United States Marine Highway Program (USMHP), codified at 46 U.S.C. 55601, was originally established by Section 1121 of the Energy Independence and Security Act of 2007 to reduce landside congestion through the designation of Marine Highway Routes. The USMHP statute authorizes the U.S. Department of Transportation (“Department” or “DOT”) to make grants to implement Projects or components of Projects that 1) provide a coordinated and capable alternative to landside transportation; mitigate or relieve landside congestion; promote Marine Highway Transportation; or use vessels documented under 46 U.S.C. chapter 121; and 2) develop, expand, or promote Marine Highway Transportation or shipper use of Marine Highway Transportation

The ATTAIN Competitive Grant Program will provide funding to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. Eligible applicants for ATTAIN Competitive Grant Program funds are: • State or local governments; • transit agencies; • metropolitan planning organizations; • other political subdivisions of a State or local government (such as publicly owned toll or port authorities); • multijurisdictional groups; or • consortiums of research institutions or academic institutions. ATTAIN requires a minimum non-Federal cost share of 20 percent. Applications that do not provide at least the minimum non-Federal cost share will be classified as ineligible.

This NOFO will award up to $350 million in FY 2026 funding via cost reimbursable grants. The actual amount available to be awarded under this notice will be subject to the availability of funds. Eligible States (See Additional Eligibility information below) with greater than 14 percent of total bridges classified in poor condition are to receive no less than $32.5 million, provided the State submits eligible application(s) with a total value that meets or exceeds $32.5 million. There is no minimum award amount for States that do not meet this condition. No State shall be awarded more than $55 million. Under FY 2026 CHBP, the Federal share of the cost is in accordance with 23 United States Code (U.S.C.) § 120. See Section B for more details. Applicants that do not provide at least the minimum non-Federal cost share will be classified as ineligible.

The FAA hereby announces its continuing interest in receiving applications for aviation research grants and cooperative agreements to pursue the long-term growth and short-term technical needs of civil aviation, under this funding opportunity. Eligibility of applicants for the award of an aviation research grant varies depending on the nature of the proposer's organization, as well as the character of the research being proposed. In general, colleges, universities, and other non- profit research institutions under Section 501(c)(3) of Title 26 of United States Code, are eligible to apply for an aviation research grant.   The FAA Aviation Research Grants Program encourages and supports innovative, advanced research of potential benefit to the long-term growth of civil aviation and commercial space transportation. The pursuit of basic and applied research in scientific and engineering disciplines that have the potential to further knowledge and understanding on a broad front of emerging technologies is crucial to the realization of this goal. The intent is to encourage applied research and development to enhance technology assimilation, transfer, and development in the FAA. The FAA Aviation Research Grants Program does not require the immediate application to Research and Development (R&D) programs, although this may occur in some cases. Modification 000003: The purpose of this modification is to revise NOFO Part 1. Section I.A.1 is revised to correct the Topic Area 1b cost share to 20% and Section IV.C.2 is revised to delete the Environmental Considerations Summary and Environmental Impact Volume from the Summary of Application Requirements table. This Notice of Funding Opportunity (NOFO) will seek proposals for specific research and development (R&D) projects to improve recovery efficiency from unconventional oil and natural gas reservoirs and to advance technologies for the treatment of flowback and produced water from oil and natural gas production operations. Despite increasing energy for demand, recovery efficiency for oil and natural gas from unconventional reservoirs can average less than 10 percent. This NOFO will enable rapid field deployment of a variety of novel technologies and processes related to improving primary and enhanced recovery with the goal of significantly improving resource recovery and accelerating industry uptake. This NOFO will also support the field testing and validation of water treatment technologies of produced water from oil and natural gas production operations to avoid deep well injection and potential issues with induced seismicity and interaction with underground sources of drinking water.
