Alternatives to FYs 2024 through 2026 - Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Competitive Grant Program Notice of Funding Opportunity

The Federal Transit Administration (FTA) announces the opportunity to apply for competitive awards totaling up to $10 million in Public Transportation Innovation Program (49 U.S.C. 5312) funds for the Fiscal Year (FY) 2026 Bus Safety, Accessibility, and Innovation Research Program under Assistance Listing Number 20.530. As required by Federal public transportation law, funds will be awarded competitively to up to two projects to develop and prototype innovative and widely deployable concepts that are intended to make existing and new buses safer for their operators and vulnerable road users, and safer and more accessible for their passengers. 

The Motor Carrier Safety Assistance Program (MCSAP) is a Federal formula grant program that provides financial assistance to States, and U.S. Territories to reduce the number and severity of crashes, injuries, and fatalities and hazardous material incidents involving commercial motor vehicles.

The purpose of the ADCMS Competitive Grant Program is to provide incentives for eligible applicants to promote, implement, deploy, demonstrate, showcase, support, and document the application of new technology in construction projects at a program level. Eligible applicants under the ADCMS Competitive Grant Program are State Departments of Transportation (State DOT), including the District of Columbia and the Commonwealth of Puerto Rico. State DOTs are permitted to submit joint applications with other State DOTs and non-State DOTs, including local governments, Tribes, and private industry. For projects involving partnerships, FHWA expects one State DOT to serve as the lead entity and to be the grant recipient. The ADCMS Competitive Grant Program requires a minimum cost share of 20 percent of total project costs. The purpose of the Bollards Competitive Grant Program is to provide funding for bollard installation projects designed to prevent pedestrian injuries and acts of terrorism in areas used by large numbers of pedestrians. Eligible applicants under the Bollards Competitive Grant Program are State Departments of Transportation (State DOTs) and local government entities such as any city, county, town, parish, village, or other general-purpose political subdivision of a State). The FAA hereby announces its continuing interest in receiving applications for aviation research grants and cooperative agreements to pursue the long-term growth and short-term technical needs of civil aviation, under this funding opportunity. Eligibility of applicants for the award of an aviation research grant varies depending on the nature of the proposer's organization, as well as the character of the research being proposed. The Federal Transit Administration (FTA) announces the opportunity to apply for $11,959,671 million in Fiscal Year (FY) 2024, 2025, and 2026 competitive grant funding to support transit services for the FY 2026 Innovative Coordinated Access and Mobility (ICAM) pilot program. Under the ICAM pilot program, funds awarded will finance innovative capital projects for the transportation-disadvantaged, with the goal to improve the coordination of transportation services and non-emergency medical transportation services for older adults, people with disabilites, and people of low income. As required by Federal public transportation law and subject to appropriations, funds will be awarded competitively to eligible applicants. Eligible applicants are entities eligible to apply for the Section 5310 Program including: State departments of transportation, designated recipients, or local governmental entities that operate a public transportation service, or their eligible subrecipients including private non-profits.

This announcement applies only to the Direct Component and is only for applications for eligible non-construction activities, including projects with or without a non-federal cost-share for another federally funded project or program. This announcement applies only to the Centers of Excellence Research Grants Program.Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities and consortia in the Gulf Coast Region, including institutions of higher education. Funds may be used to establish Centers of Excellence, and by those Centers of Excellence for science, technology, and monitoring in one or more of the following disciplines as described in the RESTORE Act and Treasury’s implementing regulations at 31 CFR 34.704: 1) Coastal and deltaic sustainability, restoration, and protection, including solutions and technology that allow citizens to live in a safe and sustainable manner in a coastal delta in the Gulf Coast Region. 2) Coastal fisheries and wildlife ecosystem research and monitoring in the Gulf Coast Region. 3) Offshore energy development, including research and technology to improve the sustainable and safe development of energy resources in the Gulf of Mexico. 4) Sustainable and resilient growth, economic and commercial development in the Gulf Coast Region. 5) Comprehensive observation, monitoring, and mapping of the Gulf of Mexico.Eligible applicants issuing subawards to Center(s) of Excellence must establish and implement a program to monitor compliance with its subaward agreements.

Established by Congress in fiscal year (FY) 1997, the Habitat Conservation Plan (HCP) Land Acquisition Grant program was designed to reduce conflicts between the conservation of listed species and competing land uses on specific parcels of land associated with approved and permitted HCPs. Under this program, the U.S. Fish and Wildlife Service (FWS) provides matching grants to State agencies in support of land acquisition projects that will conserve species habitat in perpetuity through fee simple acquisition or the acquisition of permanent conservation easements. FWS considers the use of Federal acquisition dollars by States for habitat protection associated with HCPs to be an important and effective mechanism to promote species recovery, prevent extinction, and preclude the need to list species under the Endangered Species Act (ESA) in the future. All land acquired through these grants complements, but does not replace, the mitigation, minimization, and/or monitoring commitments of the HCP. Thus, this work is additive to the conservation commitments entered into when HCPs are permitted and serves as a meaningful way to leverage non-Federal investment in species recovery and connect conservation lands across the landscape.
