Derby City Council (the Council) is undertaking this procurement to establish two contracts: • Lot 1 Asbestos removal and remediation services • Lot 2 Asbestos analyst services The procurement process adopted by the Council is based on the 'Open' tendering procedure as detailed in the Procurement Act 2023 (the "Act") and the Procurement Regulations 2024 (the "Regulations".) For Lot 1 the asbestos removal and remediation services contract, the initial contract period is two years and is estimated to commence on 1st February 2027 and expire on 31st January 2029. For Lot 2 the asbestos analyst services contract, the initial contract period is two years and is estimated to commence on 13th February 2027 and expire on 12th February 2029. For both contracts there will be an option to extend the contract for three (3) years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is five (5) years. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. For Lot 1 the asbestos removal and remediation services contract, bidders should note that the total estimated contract value of £1,172,000, comprises of two components: i) The core contract value, estimated at £293,000, based on known current service requirements ii) An additional estimated value of £879,000 to reflect potential future changes in service scope or volume linked to LGR. The anticipated scope for DNWP0073 is indicatively only. The Contractor requires support to the Inside Controlled Area (In-SEP) Decommissioning Operations. This will take the form of the provision of resource, up to 30 Full Time Equivalent (FTE), with an appropriate ratio of blue:white collar resources to be determined by the Subcontractor to best meet the Initial Decommissioning (ID) activities required by the Contractor. A current contract is in place until 31st March 2027 to prove the concept and develop an initial operating capability. The Subcontractor will ensure a safe sequence is adhered to for all activities. This may require the use of Contractor's structural/mechanical engineer on an ad-hoc basis. The fire damaged section of the property forming the focus of this project consists of the split level northern wing containing 2 holiday cottages, Yew Tree Cottage and Horseshoe Cottage, and 2 workers flats, numbers 3 and 6 which in total provided 8 no. bedrooms. The Mount Edgcumbe House and Country Park is jointly owned by Cornwall Council (CC) and Plymouth City Council (PCC).
