The intent of the PROTECT Competitive Grant Program is to fund projects to improve the resilience of the surface transportation system, including highways, public transportation, ports, and intercity passenger rail. Program goals include protecting: surface transportation assets by making them more resilient; communities through resilience improvements and strategies that allow for the continued operation or rapid recovery of surface transportation systems; coastal infrastructure; and natural infrastructure that protects and enhances surface transportation assets. This NOFO provides PROTECT Competitive Grant Program funding of up to $787 million from FYs 2024 through 2026, plus any remaining PROTECT Competitive Grant Program funding from prior years. The Motor Carrier Safety Assistance Program (MCSAP) is a Federal formula grant program that provides financial assistance to States, and U.S. Territories to reduce the number and severity of crashes, injuries, and fatalities and hazardous material incidents involving commercial motor vehicles.

The purpose of the ADCMS Competitive Grant Program is to provide incentives for eligible applicants to promote, implement, deploy, demonstrate, showcase, support, and document the application of new technology in construction projects at a program level. Eligible applicants under the ADCMS Competitive Grant Program are State Departments of Transportation (State DOT), including the District of Columbia and the Commonwealth of Puerto Rico. State DOTs are permitted to submit joint applications with other State DOTs and non-State DOTs, including local governments, Tribes, and private industry. For projects involving partnerships, FHWA expects one State DOT to serve as the lead entity and to be the grant recipient. The ADCMS Competitive Grant Program requires a minimum cost share of 20 percent of total project costs. The purpose of the Bollards Competitive Grant Program is to provide funding for bollard installation projects designed to prevent pedestrian injuries and acts of terrorism in areas used by large numbers of pedestrians. Eligible applicants under the Bollards Competitive Grant Program are State Departments of Transportation (State DOTs) and local government entities such as any city, county, town, parish, village, or other general-purpose political subdivision of a State). Expected Outcome: The expected outcomes of this topic are : Functional demonstrators of working AI chip prototypes (PCB-level) designed by EU fabless companies and physically integrated with their system partners. Validation of AI chip solutions on a common EU evaluation platform (provided by the Topic X.B consortium), delivering comparative evidence on key performance indicators. A shortlist of European AI chip solutions awarded the AI Compute Excellence label and qualified to proceed to full rack development under Topic X.A2.

Expected Outcome: This topic is the first phase of a two-phase competitive structure supported by Horizon Europe, implemented via a Coordination and Support Action (CSA) in close collaboration with the European Investment Bank (EIB). Phase 1 (this topic): A CSA focused on readiness-analysis in terms of exploitation and investments, benchmarking the commercial viability of quantum enabled navigation systems. The aim is to deliver concrete outputs that improve the conditions for use of the supported projects through credible technical, industrialisation and financial roadmaps, validated against investor requirements (e.g. EIB, InvestEU). Activities also include analyses of investor-readiness and supply-chain sovereignty.
