The Walking and Cycling Index Residents' Survey 2027
→Walk Wheel Cycle Trust wishes to commission an area-wide residents' travel behaviour and attitude "push-to-online" survey in up to 16 areas across the UK. The survey will gather data related to travel behaviour, satisfaction and attitudes about a range of issues related to walking, wheeling, cycling and public transport in their area among a representative sample of residents. The successful contractor will design a research methodology and questionnaire tools compatible with the previous methodology and questionnaire, conduct the survey fieldwork, clean and analyse the data and return specified outputs to Walk Wheel Cycle Trust for further analysis and modelling. Walk Wheel Cycle Trust intends to commission for one iteration of fieldwork in 2027. Surveys to take place in 16 areas across the UK. Each survey to secure at least 1,100 respondents. While the country has considerable potential to generate climate finance through carbon markets and support implementation of its Nationally Determined Contribution (NDC), key legal, institutional, and operational gaps continue to constrain effective participation. This assignment will provide targeted technical assistance and capacity building to support the Government of Cameroon in establishing the governance frameworks, institutional arrangements, and regulatory systems required to operationalise carbon market participation. Working closely with relevant government institutions, including the Ministry of Environment, Nature Protection and Sustainable Development (MINEPDED), the Ministry of Forestry and Wildlife (MINFOF), the Ministry of Finance (MINFI), and other key stakeholders, the project will strengthen carbon market governance, Article 6 implementation readiness, project approval systems, and institutional coordination mechanisms. Key outputs are expected to include a comprehensive carbon market readiness assessment, a carbon market governance framework defining the roles and responsibilities of key institutions, operational procedures for Article 6 participation and Internationally Transferred Mitigation Outcomes (ITMOs), a national carbon project approval system, and a structured capacity-building programme for government counterparts. The project will also support the integration of gender equality, disability and social inclusion (GEDSI) considerations, safeguarding measures, and benefit-sharing approaches within carbon market governance arrangements. The project aims to strengthen Cameroon's ability to participate credibly and effectively in international carbon markets, mobilise climate finance, enhance institutional capacity, create an enabling environment for private sector investment, and support the delivery of national climate and sustainable development objectives. While the Government of Pakistan has established new coordination arrangements through the National Climate Finance Strategy (NCFS), challenges remain around federal-provincial coordination, implementation tracking, climate finance visibility, and reporting progress against national climate commitments. The assignment will provide targeted technical assistance to support the Ministry of Climate Change and Environmental Coordination (MoCC&EC), the Pakistan Climate Change Authority (PCCA), and provincial governments to establish and operationalise a practical federal-provincial coordination and tracking mechanism for NDC 3.0 implementation. The project will strengthen institutional coordination, improve monitoring and reporting of climate actions and investments, build government capacity, and support the mobilisation of climate finance. The intervention will also integrate Gender Equality, Disability and Social Inclusion (GEDSI) considerations to promote more inclusive climate governance and decision-making. Key outputs are expected to include a federal-provincial NDC coordination framework, a standardised NDC tracking and reporting framework, an interoperability pilot connecting existing government climate and public-sector data systems, operational support for a Tactical Climate Coordination Forum, and a sustainability and scale-up roadmap.
