Derby City Council (the Council) is undertaking this procurement to establish two contracts: • Lot 1 Asbestos removal and remediation services • Lot 2 Asbestos analyst services The procurement process adopted by the Council is based on the 'Open' tendering procedure as detailed in the Procurement Act 2023 (the "Act") and the Procurement Regulations 2024 (the "Regulations".) For Lot 1 the asbestos removal and remediation services contract, the initial contract period is two years and is estimated to commence on 1st February 2027 and expire on 31st January 2029. For Lot 2 the asbestos analyst services contract, the initial contract period is two years and is estimated to commence on 13th February 2027 and expire on 12th February 2029. For both contracts there will be an option to extend the contract for three (3) years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is five (5) years. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. For Lot 1 the asbestos removal and remediation services contract, bidders should note that the total estimated contract value of £1,172,000, comprises of two components: i) The core contract value, estimated at £293,000, based on known current service requirements ii) An additional estimated value of £879,000 to reflect potential future changes in service scope or volume linked to LGR. For Lot 2 the asbestos analyst services contract, bidders should note that the total estimated contract value of £2,616,000, comprises of two components: i) The core contract value, estimated at £654,000, based on known current service requirements ii) An additional estimated value of £1,962,000 to reflect potential future changes in service scope or volume linked to LGR. These figures are estimations and due to only being in the early stages of the process the Authority cannot give any commitment on these figures but would like to build scope into the Contract should the need arise.

The anticipated scope for DNWP0073 is indicatively only. The Contractor requires support to the Inside Controlled Area (In-SEP) Decommissioning Operations. This will take the form of the provision of resource, up to 30 Full Time Equivalent (FTE), with an appropriate ratio of blue:white collar resources to be determined by the Subcontractor to best meet the Initial Decommissioning (ID) activities required by the Contractor. A current contract is in place until 31st March 2027 to prove the concept and develop an initial operating capability. This EOI relates to the longer-term works anticipated to commence thereafter, with an estimated duration of 24 months. The tasks undertaken will be broad and varied, and will be located in existing In-SEP and any future In-SEP buildings. Broadly, the Subcontractor will be required to provide Operational Support to the ID capability, build upon the previously developed ID capability, drive future improvements and assist in building scope of ID workload. Specific work and details will be decided by the ID In-SEP, Delivery Board and locally on plant at Plant Operations Control Centres (POCCs). Initial works will include waste removal, waste packaging and despatch and size reduction. Deplanting, involving the removal, lifting, size reduction and transport of redundant plant will also be required. Works will grow and develop in complexity as the capability matures, subject to providing ongoing Value for Money. (VFM) Tasks which meet the definition of 'Construction' (CDM 2015 Part 1 Regulation 2) should now be anticipated and appropriate management and supervision arrangements incorporated. This Contract Opporutnity represents a long-term commitment by the Contractor to further develop the Suitably Qualified and Experienced Person (SQEP) workforce of the Subcontractor to undertake works in uniquely hazardous facilities requiring prior knowledge and experience. The Subcontractor will be responsible for the design of all temporary works, this is anticipated to primarily be access/scaffolding but may also include design of lifting plans. The Subcontractor will ensure a safe sequence is adhered to for all activities. This may require the use of Contractor's structural/mechanical engineer on an ad-hoc basis. The Subcontractor shall integrate and co-ordinate its design with the following design of the Contractor and Others. The Subcontractor shall submit all temporary works plans to the Project Manager for acceptance prior to erection. The Subcontractor will be responsible for ensuring an appropriate level of checking and approval for their designs. The review period for the Project Manager to review the Review Documents is up to 2 weeks (10 working days). No temporary works will be erected until the Review Documentation has been authorised by the Project Manager. The U.S. Wildland Fire Service Joint Fire Science Program (JFSP) is seeking proposals from current master and doctoral students enrolled at colleges or universities within the US in the field of wildland fire and related physical, biological, and social sciences to apply for a Fire Leaders And Managers, Emerging Scientists (FLAMES) award.  The purpose of a FLAMES award is to enhance student exposure to the management and policy relevance of their research, to provide opportunities for experiential learning and exposure to fire management practices, and to foster peer-learning, mentorship and career development. Successful applicants will be expected to meet the following program requirements during the project period: 1.     Complete a research project that supplements the student’s current thesis or dissertation research plan. 2.     Gain practical experience and exposure to wildland fire practitioners, through participation in prescribed fire, wildfire, or other activity related to fire management (management activities relevant to the student’s area of expertise). 3.     Attend regularly scheduled JFSP-organized virtual meetings designed to build a student cohort, share information, and introduce students to training and engagement opportunities. 4.     Participate in at least one in-person event to exchange science with practitioners (i.e., workshop, training, field tour) and develop at least one management-relevant product (e.g., webinar, factsheet) that describes the management relevance of their research. Proposals must describe a new, unfunded wildland fire research project that extends ongoing or planned research that is the subject of a thesis or dissertation that has been approved by the graduate student’s advisor or advisory committee. Research projects must be directly related to the mission and goals of JFSP to be considered. Applicants are encouraged to search the JFSP website ( www.firescience.gov ) to learn more about the scope of JFSP funded research.
