Data Transmission Network (DTN) HS2
The HS2 Data Transmission Network (DTN) will provide network transport services and specific central service functions necessary for the reliable operation of trains on HS2. The DTN shall fulfil the following high-level requirements: • Provision of a Critical network for safety-related connected sub-systems: DTN-Critical • Provision of a Protected network (DTN-P), distinct from the critical DTN network, connecting non-safety-related subsystems. • Provision of a secure, geo-redundant external interface via a De-Militarized Zone (DMZ). DTN acts as the aggregator for internet and cloud connectivity from its DMZ. The DTN DMZ also acts as the interface to Network Rail to connect HS2 rail systems to Conventional Rail services hosted in Network Rail's telecoms network. • Provision of the DMZ, including central compute and servers, protected by internal and external security perimeters. • Provision of a Master Clock System, providing accurate clocking internally and to connected subsystems with Precision Time Protocol (PTP) with boundary clock functionality, Synchronous Ethernet (SyncE), and Network Time Protocol (NTP). • Provision of other services include: DHCP, DNS, AAA authentication, Network Management System (NMS) for supplied operational systems. • Provision of optical and electrical SFP (where required) to facilitate the above inter-connectivity.

→Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of Integrated Sexual Health Services. The Contract Notice invites offers under the Competitive Process of the Provider Selection Regime (PSR) Regulations. Swindon Borough Council has a statutory duty to commission open-access sexual and reproductive health services. This will be a single-lot model delivering clinical services, digital access, postal testing, Long-Acting Reversible Contraception (LARC) in GPs, outreach and prevention. This model is the preferred option following a structured Preliminary Market Engagement exercise and reflects the shift toward digital-first, outcomes-based, prevention-focused sexual health systems. The initial contract term will be for 60 months with an option to extend for a further 48 months (2 periods of 24 months) for a potential total contract term of 9 years. The guaranteed contract value is £13.1m across the initial 5-year contract term and £23.58m across the potential total 9-year contract term. For transparency, this value is presented differently to the indicative value used during Preliminary Market Engagement (PME), where estimated Out of Area (OOA) income was included within the total contract value. Out of Area (OOA) income (estimated at c.£350,000 per annum) is excluded from this value, as it is non-guaranteed, activity-dependent income and not funded through the Swindon Public Health Grant. OOA income, in line with national sexual health cross-charging guidance, will be retained by the provider and mandatorily reinvested to support the delivery of the commissioned service. The exclusion of estimated OOA income does not represent a reduction in the anticipated overall value of service income available to the provider; rather, it reflects the separation of guaranteed commissioner funding from non-guaranteed activity-based income.
