Treasury is publishing multiple funding opportunity notices for its RESTORE Act grant programs. This announcement applies only to the Centers of Excellence Research Grants Program.Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities and consortia in the Gulf Coast Region, including institutions of higher education. Funds may be used to establish Centers of Excellence, and by those Centers of Excellence for science, technology, and monitoring in one or more of the following disciplines as described in the RESTORE Act and Treasury’s implementing regulations at 31 CFR 34.704: 1) Coastal and deltaic sustainability, restoration, and protection, including solutions and technology that allow citizens to live in a safe and sustainable manner in a coastal delta in the Gulf Coast Region. 2) Coastal fisheries and wildlife ecosystem research and monitoring in the Gulf Coast Region. 3) Offshore energy development, including research and technology to improve the sustainable and safe development of energy resources in the Gulf of Mexico. 4) Sustainable and resilient growth, economic and commercial development in the Gulf Coast Region. 5) Comprehensive observation, monitoring, and mapping of the Gulf of Mexico.Eligible applicants issuing subawards to Center(s) of Excellence must establish and implement a program to monitor compliance with its subaward agreements.

The Office of Science (SC) of the Department of Energy (DOE) hereby announces its continuing interest in receiving applications for support of work in the following program areas: Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental Research, Fusion Energy Sciences, High Energy Physics, Nuclear Physics, and Isotope R&D and Production. On September 3, 1992, DOE published in the Federal Register the Office of Energy Research Financial Assistance Program (now called the Office of Science Financial Assistance Program), 10 CFR 605, as a Final Rule, which contained a solicitation for this program. Information about submission of applications, eligibility, limitations, evaluation and selection processes and other policies and procedures are specified in 10 CFR 605.   This NOFO is our annual open solicitation that covers all research areas in SC and is open throughout the Fiscal Year. Any research within SC’s Congressionally authorized mission may be proposed under this NOFO.   This NOFO will remain open until September 30, 2026, 11:59 PM Eastern Time, or until it is succeeded by another issuance, whichever occurs first. This is a notice of funding opportunity (NOFO) for the NIJ FY 2026 State and Local Collection and Reporting of Crime Data program. This opportunity seeks proposals for rigorous research that examines the accuracy of crime data collection and reporting practices across state and local jurisdictions. The goal is to identify common challenges and develop scalable and widely adoptable best practices to improve data quality and integrity. Of particular interest are studies that examine how agencies collect information regarding offenses to ensure fidelity between reported data and actual events and to strengthen broader data governance practices.

COE for Technical Training and Human Performance

The EDU Core Research (ECR) program offers this ECR:Core solicitation and invites proposals for fundamental research (curiosity-driven basic research and use-inspired basic research) that contributes to the general, explanatory knowledge that underlies STEM education in one or more of the three broadly conceived Research Areas: Research onSTEM Learning and Learning Environments, Research on Broadening Participation in STEM fields, andResearch on STEM Workforce Development. Within this framework, the ECR program supports a wide range of fundamental STEM education research activities, aimed at learners of all groups and ages in formal and informal settings. Fundamental researchgenerates knowledge and understanding with the potential for broad relevance. The potential implications of ECR fundamental research for improving STEM education practice may be indirect and long-term rather than direct and immediate. Moreover, whether they include basic or use-inspired basic research, all successful ECR:Core proposals focus on the advancement or refinement of foundational knowledge for STEM education. The amount of funding and duration requested in proposals submitted to the ECR:Core solicitation should align with the maturity of the proposed work and the size and scope of the empirical effort. The solicitation has three levels of funding with a range of budget sizes, and proposals may request a duration of 3 to 5 years for any level: (1)Level I proposals may request up to $500,000; (2)Level II proposals may request up to $1,500,000; (3)Level III proposalsmay request up to $2,500,000. All proposals should justify the level of funding and duration in the project description.

TheChemical OceanographyProgram supports research into the chemistry of the oceans and the role of the oceans in global geochemical cycles. Areas of interest include chemical composition, speciation, and transformation; chemical exchanges between the oceans and other components of the Earth system; internal cycling in oceans, seas, and estuaries; and the use of measured chemical distributions as indicators of physical, biological, and geological processes.

The Division of Mathematical Sciences (DMS)in the Directorate for Mathematical and Physical Sciences (MPS) at the National Science Foundation (NSF)and the National Institute of General Medical Sciences (NIGMS) at the National Institutes of Health (NIH)plan to support fundamental research in mathematics and statistics necessary to answer questions in the biological and biomedical sciences. Both agencies recognize the need to promote research at the interface between mathematical and life sciences. This program is designed to encourage new collaborations, as well as to support innovative activities by existing teams. The joint DMS/NIGMS initiative offers two submission tracks: Track 1 - for projects with a total budget of up to $600,000 for an award duration of 3 years, and Track 2 - for projects with a total budget of up to $1,200,000 for an award duration of 3-4 years.

This is a notice of funding opportunity (NOFO) for the NIJ FY 2026 Research and Evaluation of Services for Victims of Crime. This opportunity is a collaboration between the National Institute of Justice (NIJ) and the Office for Victims of Crime (OVC). It will fund research and evaluation projects to understand the needs of crime victims and survivors and to help improve services they receive. Funding is available for projects in two categories: • Category 1: Research on Victims of Crime and Victim Services o Provides funding for two topic areas:  Research on law enforcement-based victim services; and  Evaluation of other programs that provide victim services. • Category 2: Research on the Extent and Effects of Technology-Facilitated Abuse (TFA), including Nonconsensual Disclosure of Digitally Manipulated Images (i.e., deepfakes) o Provides funding for research to support victims of TFA and reduce the risk of revictimization.

The DOE Office of Science (SC), Office of Critical Minerals and Energy Innovation (CMEI), Office of Environmental Management (EM), Office of Nuclear Energy (NE), Office of Electricity (OE), and Hydrocarbons and Geothermal Office (HGEO) hereby announce interest in receiving applications from interdisciplinary teams addressing the Genesis Mission National Science and Technology Challenges to accelerate scientific discovery and research and development (R&D) workflows using novel artificial intelligence (AI) models and frameworks. By achieving AI advantage, these teams will advance the DOE's mission and ensure America’s security and prosperity by addressing energy, environmental, and nuclear challenges through science and technology. Teams are encouraged to leverage the extensive scientific and data resources of the DOE/National Nuclear Security Administration (NNSA), the National Laboratories, U.S. industry, and academia. The resulting AI models and workflows, if successful, may be integrated into the American Science Cloud.   DOE is soliciting new FY26 Phase I small team and Phase II large team applications in the following topic areas: advanced manufacturing, biotechnology, critical materials, nuclear fission, nuclear fusion, quantum information science, semiconductors and microelectronics, discovery science, and energy (see specific focus areas in Section III Program Descriptions).   In addition, this RFA will remain available to allow the recipients of FY26 Phase I awards to apply for larger team Phase II awards. In a few weeks, DOE plans to amend the RFA to clarify the LOI and application guidelines for FY26 Phase II awards. In FY27, DOE plans to amend the RFA or to issue an alternative funding opportunity to update the topic and focus areas to allow a second competition of Phase I small team applications and Phase II large team applications.

Under this particular DRRP priority, applicants must propose a research project that is aimed at improving community living and participation outcomes among people with disabilities. In carrying out a research project under this program, a grantee must identify one or more hypotheses or research questions and, based on the hypotheses or research questions identified, perform an intensive, systematic study directed toward producing (1) new or full scientific knowledge or (2) understanding of the subject or problem studied. NIDILRR's field-initiated DRRP awards in the community living and participation domain will be (1) research projects, (2) development projects, or (3) a combination of research and development projects, depending on the ranking of applications provided by the peer review panel. The grants will have a 36-month project period, with three 12-month budget periods.

The National Science Foundation (NSF) and the National Institutes of Health (NIH) are interested in proposals that will propel our understanding of the biomedical research enterprise by drawing from the scientific expertise of the science of science policy research community. NSF promotes the progress of science by maintaining the general health of research and education across all fields of science and engineering. The Social, Behavioral and Economic Sciences (SBE) Directorate within NSF supports basic research on people and society. The SBE sciences focus on human behavior and social organizations; how social, economic, political, cultural and environmental forces affect the lives of people from birth to old age; and how people in turn shape those forces. SBE's Science of Science: Discovery, Communication and Impact Program (SoS:DCI) supports research designed to advance the scientific basis of science and innovation policy. The NIH is the U.S. federal agency charged with supporting biomedical research in the U.S.The National Institute of General Medical Sciences (NIGMS) within the NIH supports basic biomedical research that increases understanding of biological processes and lays the foundation for advances in disease diagnosis, treatment and prevention. Both NSF and NIH believe that there are opportunities and needs for building and supporting research projects with a focus on the scientific research enterprise. The two agencies also recognize that when programmatic goals are compatible, coordinated management and funding of a research program can have a positive synergistic effect on the level and scope of research and can leverage the investments of both agencies. Therefore, NIGMS and SBE are partnering to enable collaboration in research between theSoS:DCI program and NIGMS. This partnership will result in a portfolio of high-quality research to provide scientific analysis of important aspects of the biomedical research enterprise and efforts to foster a diverse, innovative, productive and efficient scientific workforce, from which future scientific leaders will emerge. Prospective investigators are strongly encouraged to discuss theirproposals with the program officers before submission to determine project relevance to the priorities of both SBE and NIGMS.
