Partnership Fund for a Resilient Ukraine Phase 2 (PFRU-2) is a multi-year, multi-donor-funded programme managed by the UK's Foreign, Commonwealth and Development Office. As part of its project activities, PFRU-2 is seeking an organization for procurement of consultancy services for the development of policies, models, and methodologies for cultural sector reform. Please note the following important tender provisions: • the deadline for submitting proposals is September 02, 2025, at 15:00 Kyiv time; • all questions regarding the tender conditions must be submitted no later than August 21, 2025, at 17:00 Kyiv time; • Price proposals must be submitted either in Ukrainian or English; • All tender-related communication must be conducted exclusively in writing via email at pfruprocurement@chemonics.com; • The PFRU-2 project is exempt from taxes, fees, and VAT in the partner country. Therefore, PFRU-2 will make payments for services excluding VAT; • Email for submitting proposals: pfruprocurement@chemonics.com; • When sending proposals or inquiries via email, it is mandatory to include the tender number PFRU2-2025-700 in the email subject line. Proposal Submission Instructions: ITT_PFRU2-2025-700- review the tender conditions; Volume 3_Terms of Reference - complete the document sign the original scan/convert to PDF and sign electronically submit the completed Excel file and the signed document as part of the proposal. Annex 1 - complete either the English or Ukrainian version sign the original scan/convert to PDF and sign electronically include it in the proposal submission. The Technical Proposal shall be submitted in compliance with the requirements specified in clause 5.2 of Section 2. Instructions to Tenderers and Evaluation Criteria. Registration documents that follow the laws of your country must be part of the proposal.

Boundary Road Playground
→Boundary Rd playground is a well-used playground located near to Lovel End School on Boundary Rd, Chalfont St Peter. The current playground consists mostly of ageing wooden equipment with wood chip safety surfacing. Much of the equipment and surfacing is showing signs of wear and is in need of replacement. Although the playground currently contains a limited range of equipment, the Council is seeking to include more exciting play equipment that caters to children between 1 and 12 years of age. Design & Play Requirements Target Demographics The playground must provide distinct yet beautifully integrated play zones that cater one primary age group, while maintaining overall inclusivity: • Toddler & Junior (Ages 2-12 years): The core playground area must maximize play value, offering physical, sensory, social, and imaginative play opportunities. • (Optional) Teens (Up to 16 years): The zip wire area must be designed to withstand heavy use and continue providing dynamic play value for older youth. Key Design Principles • Inclusivity: The design must look beyond minimum accessibility. We require a space where children with physical, neurodivergent, or sensory disabilities can play alongside their peers. • Play Value: High density of play features per square meter (e.g., climbing, balancing, swinging, sliding, tactile panels, and roleplay elements). • Biodiversity & Integration: The new nature trail should seamlessly blend into the recreation ground, utilizing natural materials where appropriate to encourage exploration of local flora and fauna. • Value of money: The project must provide value for money Budget & Financial Framework • Core Proposed Budget: £80,000 (inclusive of all plant, labour, materials, waste disposal, and post-installation certification). • Budget Flexibility: The Council recognizes that delivering exceptional inclusivity or uniquely high play value may require additional investment. Bidders are encouraged to submit a baseline design matching the £80k budget, but may present a fully costed add-on case illustrating what specific additional funds would deliver and how it maximizes the return on investment for the community submissions are to be emailed to deputyclerk@hazlemereparishcouncil.gov.uk by noon on 1st September 2026.
