Boundary Rd playground is a well-used playground located near to Lovel End School on Boundary Rd, Chalfont St Peter. The current playground consists mostly of ageing wooden equipment with wood chip safety surfacing. Much of the equipment and surfacing is showing signs of wear and is in need of replacement. Although the playground currently contains a limited range of equipment, the Council is seeking to include more exciting play equipment that caters to children between 1 and 12 years of age. The work is for the design and redevelopment of Boundary Rd playground. This includes the supply and installation of appropriate groundworks, safety surfacing and play equipment. The contractor is also responsible for the removal of designated existing equipment, as agreed with the Council. All works should comply to the British and European Standard for playground equipment and surfacing BS EN 1176 and BS EN 1177. The contractor will be responsible for organizing an independent, post-installation RoSPA inspection and sign-off and rectifying any issues identified at their own cost. The successful contractor will be responsible for the turnkey delivery of the project, including: • Site Preparation: Safe dismantling, removal, and environmentally responsible disposal of all existing playground equipment and the current nature trail. • Surfacing: Removal of existing safety surfacing and installation of a new, durable, compliant, and low-maintenance safety surface (e.g., wet pour, bonded mulch, or smart hybrid surfacing) that meets all BS EN 1176/1177 standards. • Play Equipment Installation: Supply and installation of new play equipment catering to a wide range of ages and abilities. • Nature Trail: Complete redesign and replacement of the nature trail to foster sensory and environmental engagement - it does not need to be another nature trail. • (Optional) The Zip Wire: Replacement of the existing zip wire located adjacent to the main playground on a like-for-like basis (or enhanced equivalent), ensuring it remains a robust attraction for older children. 3. Key Design Principles • Inclusivity: The design must look beyond minimum accessibility. We require a space where children with physical, neurodivergent, or sensory disabilities can play alongside their peers. • Play Value: High density of play features per square meter (e.g., climbing, balancing, swinging, sliding, tactile panels, and roleplay elements). • Biodiversity & Integration: The new nature trail should seamlessly blend into the recreation ground, utilizing natural materials where appropriate to encourage exploration of local flora and fauna. • Value of money: The project must provide value for money Budget & Financial Framework • Core Proposed Budget: £80,000 (inclusive of all plant, labour, materials, waste disposal, and post-installation certification). • Budget Flexibility: The Council recognizes that delivering exceptional inclusivity or uniquely high play value may require additional investment. Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of Integrated Sexual Health Services. The Contract Notice invites offers under the Competitive Process of the Provider Selection Regime (PSR) Regulations. Swindon Borough Council has a statutory duty to commission open-access sexual and reproductive health services. This will be a single-lot model delivering clinical services, digital access, postal testing, Long-Acting Reversible Contraception (LARC) in GPs, outreach and prevention. This model is the preferred option following a structured Preliminary Market Engagement exercise and reflects the shift toward digital-first, outcomes-based, prevention-focused sexual health systems. The initial contract term will be for 60 months with an option to extend for a further 48 months (2 periods of 24 months) for a potential total contract term of 9 years. The guaranteed contract value is £13.1m across the initial 5-year contract term and £23.58m across the potential total 9-year contract term. For transparency, this value is presented differently to the indicative value used during Preliminary Market Engagement (PME), where estimated Out of Area (OOA) income was included within the total contract value. Out of Area (OOA) income (estimated at c.£350,000 per annum) is excluded from this value, as it is non-guaranteed, activity-dependent income and not funded through the Swindon Public Health Grant. OOA income, in line with national sexual health cross-charging guidance, will be retained by the provider and mandatorily reinvested to support the delivery of the commissioned service. The exclusion of estimated OOA income does not represent a reduction in the anticipated overall value of service income available to the provider; rather, it reflects the separation of guaranteed commissioner funding from non-guaranteed activity-based income.
