→The Bureau of Land Management"s Plant Conservation and Restoration Program (PCRP) is a national leader in building the native seed supply chain essential for restoring resilient public lands and supporting multiple use and sustained yield. PCRP advances Department of the Interior mission to protect and manage America's natural resources. The native seed PCRP adds to the commercial market enables rapid recovery following wildfire, hurricanes, and other natural disasters; can be used by proponents to help satisfy revegetation requirements for energy and infrastructure projects; and helps farmers and creates jobs by expanding market access for small producers.A core mission of PCRP is to grow the national native seed supply chain through partnerships with eligible state, tribal, academic, and non-governmental organizations. Reliable native seed supplies are critical to improving rangeland health, restoring wildlife habitat and migration corridors, reclaiming mined and timber-harvested lands, and reducing invasive species. →BLM Invasive and Noxious Plant Management Programs work to prevent, detect, inventory, control, and monitor weed populations on public lands.Invasive species cost the public millions of dollars in control and management each year and many invasive plants and noxious weeds are highly competitive and have the ability to permanently degrade our public lands.Noxious weeds and invasive species expansion are recognized as the single greatest threat to our native plant communities and the values they provide us.These native plant communities are essential for supporting wildlife habitat, watershed function, recreation opportunities, rural economies and working landscapes.Invasive plants and noxious weeds affect plant and animal communities on farms and ranches, and in parks, waters, forests, natural areas, and backyards in negative ways.Human activity such as trade, travel, and tourism have all increased substantially, escalating the speed and volume of species movement to unprecedented levels.Increased site vulnerability from wildfires that are more frequent and other disturbances is an ongoing challenge to maintaining the integrity of our native plant communities.Noxious weeds are particularly aggressive plants legally designated by states as being injurious to public health, the environment or the economy.Invasive species and noxious weeds adversely affect overall recreational opportunities on public land i.e., hunting, fishing, camping, hiking, watershed health and ecosystem function, which result in economic losses in rural and urban communities.Invasive species and noxious weeds affect adjacent private lands, both rural and urban, causing widespread economic losses to the agricultural industry as well as to other resources.Advance early detection rapid response.Enhance emergency stabilization and burned area rehabilitation. Advance education, awareness, and citizen science relative to invasive species. Conduct invasive species treatments to protect resource values on public lands.Support classical biological control agent development.

→The Headquarters Bureau of Land Management (BLM) offices have collaborated with Qualified Youth Corps, as authorized by the Public Lands Corps Act (PLC), to accomplish natural and cultural resource-focused projects for numerous years. This program"s projects provide opportunities to gain work experience in public lands and natural resources management. Through their BLM experience, youth gain an appreciation for public lands, learn about natural resource management careers, and become the next generation of public lands stewards. The BLM Youth Program helps the agency accomplish projects across all program areas in support of the BLM"s multiple-use mission. The BLM Youth Program partners with qualified youth corps through the Public Lands Corp (PLC) Program to engage individuals between the ages of 16 and 30 (inclusive) and veterans up to age 35 (inclusive), including tribal members. The PLC program mandates employing youth who are interested in working on natural and cultural resource projects that protect public lands.Projects available under the PLC Program are developed in collaboration with the State Youth Program Lead and District/Field Office project coordinators. The projects emphasize hands-on engagement in on-the-ground projects, skill development training, and mentorship opportunities for participants. These projects create jobs that strengthen America"s economy and foster relationships with youth corps organizations striving for balanced stewardship and use of public lands.Proposed projects within this funding opportunity notice will support the goals of the PLC Program and may also incorporate the goals of the Indian Youth Service Corps Program through outreach to Indian tribes and tribal-serving youth corps organizations. →Through this NOFO, IPT’s Invasive Species program aims to support projects that advance tangible improvements in invasive species prevention by utilizing existing research knowledge on invasive species risks and pathways to produce actionable outcomes that protect American agriculture from invasive species. For example, past and current research has built important pre-invasion knowledge of problematic pests, such as through horizon scanning and monitoring ex-patria sentinel trees. We invite proposals that build upon and directly link this type of invasive species scientific knowledge to make improvements in regulatory frameworks, policies, and actions that will decrease new arrivals and establishment of invasive pests. Projects should bridge the gap between current research knowledge and concrete actions that will improve how the U.S. prevents the introduction and establishment of new invasive species.

Drivers of changing wildfire regimes and consequences for wildfire risk factors The objective of this task statement is to increase understanding of the drivers and consequences of changing wildfire regimes to inform future management and monitoring plans that accelerate adaptation to these altered regimes that reduce wildland fire risk factors. JFSP is asking potential investigators to address the following research needs in this task statement. Potential investigators must address all three research needs to be considered responsive to the task statement. · Research that leads to improved models, datasets, or other tools to more accurately forecast future fire regimes and consequences for ecosystems and valued resources (e.g., communities, infrastructure, municipal watersheds). · In collaboration with fire and land managers, use of improved models, datasets, or other tools to explore scenarios of future fire regimes and consequences for ecosystems and valued resources, identify potential tipping points, and feedback mechanisms for accelerated change. · In collaboration with fire and land managers, devise potential monitoring protocols to detect potential tipping points or other indicators of change. 2. Smoke impacts from prescribed fire and wildfire The objectives of this task statement are 1) to better understand the impacts of prescribed fire and wildfire on smoke emissions - to inform appropriate timing, frequency, and extent of prescribed fire programs that maximize ecological benefits while minimizing air quality impacts on communities, and 2) to inform a standardized methodology for tracking prescribed fire emissions. To contribute to understanding of smoke impacts from prescribed fire and wildfire, JFSP is asking potential investigators to address the following research needs. Proposals must address all three research needs to be responsive to the task statement. · Empirical, observational, and/or simulation studies that document the spatial and temporal scales at which prescribed fire programs influence one or more characteristics of subsequent wildfire regime (e.g., patterns of frequency, extent, intensity, or severity) and how relationships between prescribed fire and wildfire regimes differ by various factors (e.g., region, fuel type, disturbance history, interactions with mechanical treatments). · Studies that evaluate and/or validate methodologies for tracking and/or predicting emissions from prescribed fire. · Studies that extend the findings on relationships between prescribed fire and wildfire regimes (from research need 1) and evaluation of methods (from research need 2) to implications for air quality and related public health and/or the effectiveness of mitigation strategies on acute health impacts related to air quality. Contracting Parties to the International Commission for the Conservation of Atlantic Tunas (ICCAT), of which the US is one, and other partners have embarked upon a multi-year research program on bluefin tuna as a step toward improving ICCAT's science-based management of Bluefin fisheries. Research sponsored under this funding opportunity represents a contribution to this partnership. →The Southwest Border Resource Protection Program (SWBRPP) provides financial assistance to National Park Service (NPS) units, as well as educational institutions, nonprofit organizations, tribes, and local and state agencies to improve resource stewardship, achieve international cooperation, provide meaningful interpretation and conduct scientific research, which will lead to increased appreciation and understanding of our shared natural and cultural heritage along our international border with Mexico. Several National Parks located along the U.S. border with Mexico have recently experienced serious resource damage due to illegal cross border activities including drug traffickers and undocumented persons traversing the parks. Other national park units within the desert southwest have also experienced impacts to their natural and cultural resources. Thousands of miles of unauthorized roads and trails have been created, major ecological processes and the migration patterns of wildlife have been disrupted, important historic sites have been vandalized, and archaeological sites have been looted. Program funding is available for conducting scientific research and monitoring of species, as well as conservation, interpretation and preservation projects designed to help protect and preserve natural and cultural resources located near or along our international border. Applicants must work with and benefit an NPS unit in the Intermountain Region along the U.S. – Mexico border as well as a protected area in Mexico by addressing cultural or natural resource issues shared by both countries. These parks include Organ Pipe Cactus National Monument, Big Bend National Park, Amistad National Recreation Area, Palo Alto National Historic Site, Padre Island National Seashore, Saguaro National Park, Tumacacori National Historical Park, Chamizal National Memorial, Coronado National Memorial, and Chiricahua National Monument. Please note that applicants can work with other Intermountain Region parks near the U.S. Mexico Border, or not otherwise listed to support cultural or natural resource issues shared by both countries. →This grant program provides competitive grants to non-Federal researchers working to benefit U.S. fishermen and fisheries, including aquaculture, through the development of improved fishing practices and innovative gear technologies. The Magnuson-Stevens Fishery Conservation and Management Act, as amended (MSA), 16 U.S.C. 1865, requires that NOAA’s conservation and management measures minimize bycatch to the extent practicable and established the Bycatch Reduction Engineering Program (BREP) to support the development of technological devices and other conservation engineering changes to minimize bycatch and reduce post-release mortality of non-target species in our nation’s fisheries. Bycatch reduction is a priority for the National Marine Fisheries Service (NMFS), as outlined in the NMFS National Bycatch Reduction Strategy (https://www.fisheries.noaa.gov/national/bycatch/national-bycatchreduction-strategy). Fisheries bycatch can contribute to overfishing, population declines for threatened and endangered species, and can result in commercial fishery closures.
