This is a notice of funding opportunity (NOFO) for the BJA FY 2026 DNA Capacity Enhancement for Backlog Reduction (CEBR) — Competitive Grants Program. This opportunity will increase capacity of states and units of local government with existing crime laboratories to process DNA samples for entry into the Combined DNA Index System (CODIS). The purpose of the CEBR Competitive Program is to maximize the effective utilization of DNA technology to strengthen evidence-based criminal justice responses. The priorities of the CEBR Competitive Program are (1) to use DNA technology to increase the capacity and/or efficiency of publicly funded forensic DNA laboratories to conduct analysis of DNA samples for entry into CODIS and (2) implementing Rapid DNA in the booking station(s) in eligible jurisdictions. The program is designed to fairly and efficiently prioritize jurisdictions facing operational challenges by considering key performance measures reported by publicly funded forensic DNA laboratories. This opportunity supports the implementation and enhancement of Adult Treatment Court (ATC) operations to prevent overdoses and reduce the use of opioids, stimulants, and other substances by high-risk/high-need adults in the criminal justice system. Adult Treatment Courts (ATCs) combine judicial supervision, substance use disorder treatment, mandatory and random drug testing, case management, sanctions and incentives, and recovery support services to improve participant outcomes and public safety.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Rural Violent Crime Reduction Initiative. This opportunity supports local law enforcement in rural jurisdictions to prevent, respond to, and reduce violent crime. The goal is to equip rural law enforcement agencies and prosecutors’ offices with the resources necessary to implement a violent crime reduction strategy to solve a specific violent crime challenge utilizing one or more of the following approaches: • Personnel, Tactics, Training, and Equipment to Reduce Violent Crime. This includes updated technology and tools, including records management systems, vehicles, vests, and firearms that assist agencies in responding to and preventing violent crime. This also includes hiring additional personnel such as a prosecutor or criminologist to strategically address persistent crimes, early case management, and increased police training. • Technological Enhancements to Reduce Violent Crime. Technology takes the form of hardware, software, communications systems, intelligence centers, and equipment. Technology systems can create the infrastructure for actionable intelligence, enhance officer safety, support efficient operations, shorten case filing timelines, and manage risk. • Data Analytics and Intelligence. Enhance crime analysis capabilities through personnel, training, and software enhancements to identify crime hotspots, predict high-risk times and locations, and allocate resources more effectively to prevent violent incidents before they occur. • Other approaches that align with the Department’s priorities and provide a significant reduction in violent crime rates.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Veterans Treatment Court Program. This opportunity supports the implementation and enhancement of veterans’ treatment court (VTC) operations to reduce the use of opioids, stimulants, and other substances, including alcohol, by high-risk/high-need veterans in the criminal justice system. VTCs effectively integrate substance use disorder (SUD) and mental health disorder (MHD) treatment, mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised court settings that have jurisdiction over veterans in the criminal justice system who have SUD and/or co-occurring mental health disorders (MHSUD), including those with a history of violence and post-traumatic stress disorder (PTSD) and/or traumatic brain injury (TBI).

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 National Center for Veterans Justice. This opportunity will establish a national center to provide specialized support to state, local, and tribal criminal justice agencies; treatment and service providers; courts; corrections systems; and community supervision agencies to effectively support and respond to the needs of veterans across the justice system, improve outcomes, and strengthen public safety. The Center will serve as a one stop shop to address critical gaps in veteran identification, cross-system coordination, and implementation of evidence-based interventions by providing criminal justice professionals with specialized tools, training, and technical assistance on military culture, combat trauma, military sexual trauma (MST), post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), and other veteran-specific considerations. This is a notice of funding opportunity (NOFO) for the BJA FY 2026 DNA Capacity Enhancement for Backlog Reduction (CEBR)—Formula Grants Program. This opportunity will support states and units of local government with existing crime laboratories that conduct DNA analysis to process, and/or to increase the capacity to process, more DNA samples for entry into the Combined DNA Index System (CODIS), thereby helping to reduce the number of forensic DNA and DNA database samples awaiting analysis and/or to prevent a backlog of forensic and database DNA samples.

This opportunity supports the implementation and delivery of high-quality mentoring services for youth who are currently using or dependent on substances, as well as youth at risk of substance use or who have close family members experiencing substance use or dependency. Mentoring services may include one-on-one, group, or peer mentoring—or a combination of these approaches or hybrid (traditional in-person combined with virtual mentoring).

This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Victims of Child Abuse Act Training and Technical Assistance for Child Abuse Professionals program. This opportunity will support a national training and technical assistance program for child abuse professionals to enhance coordinated, multidisciplinary investigations and responses to child abuse and increase the quality of intervention and treatment services available to child abuse victims. This opportunity supports maintenance of and enhancements to the Internet Crimes Against Children On-line Child Protection System (ICACCOPS) investigative tools. This opportunity will support states, state and local courts, units of local government, and federally recognized Tribal governments to implement new or enhance existing juvenile drug treatment courts (JDTCs) to improve outcomes for youth with substance use disorders or co-occurring substance use and mental health disorders.

This is a notice of funding opportunity (NOFO) for the FY26 Students, Teachers, and Officers Prevention (STOP) School Violence Program. This opportunity supports programs to prevent and reduce school violence by implementing training, developing school threat assessment teams and/or intervention teams to identify violence risks, introducing technologies like anonymous reporting tools, or applying other school safety strategies that assist in preventing violence. The Student, Teachers, and Officers Preventing School Violence Act of 2018 (STOP School Violence Act) describes the following allowable uses of funding for school safety projects: • Training to prevent student violence against others and self, including training for local law enforcement officers, school personnel, and students. • The development and operation of technology solutions such as anonymous reporting systems for threats of school violence, including mobile telephone applications, hotlines, and internet websites. • The development and deployment of: o School threat assessment and intervention teams that include coordination with law enforcement agencies and school personnel or o Specialized training for school officials in responding to mental health crises. BJA’s STOP School Violence Program improves school safety and security by providing students and teachers with the tools they need to recognize, respond quickly to, and help prevent acts of violence. Activities that go beyond the allowable uses of funding as described above will not be funded.

This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Strategies to Support Children Exposed to Violence. This opportunity will support the implementation of violent crime reduction strategies focused on violent juvenile offenders and improving communities' ability to help children exposed to violence in their homes, schools, and communities. Through this program the incidence and impact of violence will be reduced by strengthening local efforts to address victimization of children exposed to violence and mitigate the risk of adverse long-term effects and negative outcomes associated with children's exposure to violence.

This opportunity supports a national network of 61 multiagency, multijurisdictional task forces engaged in investigations, forensic examinations, and prosecutions related to technology-facilitated child sexual exploitation. This opportunity strengthens Tribal justice systems by providing specialized technical experts to assist federally recognized Indian Tribes in developing, implementing, and enhancing justice systems. This NOFO supports states, localities, Tribal jurisdictions, and non-profit organizations in addressing violent crime and reducing overdose deaths through prevention, intervention, and treatment strategies to support children, youth, and families affected by opioid, stimulant, and other substance use disorders. This opportunity will fund community-based treatment programs serving youth with substance use disorders (SUD) and co-occurring mental health and substance use disorders (MHSUD). Selected community-based programs will develop or expand cross-system approaches to improve responses and outcomes for youth with SUDs and MHSUDs who are at risk of or have already been in the juvenile justice system by increasing access to community-based treatment, as appropriate, to address their substance use and mental health needs to prevent reoffending and recidivism.

This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Missing and Exploited Children Training and Technical Assistance program. This opportunity will build the capacity of state, Tribal, and local agencies to effectively investigate and prosecute cases of missing and exploited children. The program provides assistance to multidisciplinary teams of prosecutors, state and local law enforcement, child protection personnel, medical providers, and other child-serving professionals to strengthen multidisciplinary responses to cases of missing and exploited children and improve the investigation and prosecution of perpetrators.

This opportunity will support community-based organizations and tribal governments to provide mentoring and transitional services for people returning to communities from adult correctional facilities and who are assessed as moderate to high risk for recidivism. Services may be provided pre-and/or post-release.

This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Second Chance Act Youth Reentry Program. This opportunity will support states, units of local government, federally recognized Native American Tribal governments, and community-based organizations to provide (1) comprehensive reentry services for moderate- to high-risk youth before, during, and after release from confinement, and (2) support transitional services to assist youth to successfully reenter the community. This program supports collaborations between state agencies, local government, Tribes, and community- and faith-based organizations to address the challenges that reentry and recidivism reduction pose for moderate to high-risk juvenile offenders returning to their communities from juvenile residential or correctional facilities.

This opportunity supports states, units of local government, federally recognized Native American Tribal governments and nonprofit organizations to deliver substance use prevention programs for youth in schools and extracurricular settings in coordination with law enforcement and community coalitions. This includes building community-based capacity and implementing a continuum of prevention strategies that address youth substance use, such as education, early intervention, mentoring, referral to treatment, and investigations in coordination with local law enforcement and community coalitions.

This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Strengthening Internet Crimes Against Children (ICAC)Technological Investigative Capacity program. This opportunity will increase the technological investigative capacity and associated training of ICAC task force personnel nationwide through the development, refinement, and advancement of widely used investigative tools, methods, and technologies that address child sexual abuse material (CSAM), exploitation, and sex trafficking.

This initiative seeks to protect American citizens from being victimized, harmed, or killed by criminal illegal aliens, and ensure that no additional families endure the trauma and life altering devastation experienced by our Angel Families. This funding opportunity will support state, local, and tribal government’s activities to identify, disrupt, and prevent violent crime committed by criminal illegal aliens and enhance public safety through coordinated, intelligence-led law enforcement operations. Awards from this program should be used to support significant participation in and support of Homeland Security Task Force (HSTF) activities and other DOJ efforts to combat gangs, cartels, and other violent crime. Within the context described above, examples of permissible activities include but are not limited to the following: • Sworn and Non-Sworn Law Enforcement Personnel—Funding can be used to hire or rehire full-time sworn career law enforcement officers/deputies and civilian/non-sworn personnel as outlined below: o Hire new full-time officers/deputies and full-time civilian/non-sworn personnel, including by filling existing officer/deputy vacancies that are no longer funded in your agency’s budget. o Rehire full-time officers/deputies and full-time civilian/non-sworn personnel who have been laid off by any jurisdiction as a result of state, local, or Bureau of Indian Affairs (BIA) budget reductions. o Rehire full-time officers/deputies and full-time civilian/non-sworn personnel who are (at the time of application) currently scheduled to be laid off by your jurisdiction on a specific future date as a result of state, local, or BIA budget reductions. • Non-Law Enforcement Personnel—Funding can be used for the hiring, retention, and training of critical personnel for the purposes cited above. Examples of personnel could include but need not be limited to the following: forensic, investigative, analytical; prosecution and legal support. Funding may not be used for co-responders, interpreters, or translators. This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Upholding the Rule of Law and Preventing Wrongful Convictions Program. This opportunity strengthens the capacity of wrongful conviction review (WCR) entities and their criminal justice and victims’ services partners to more effectively and efficiently identify, assess, and manage post-conviction claims of innocence. This opportunity provides loan repayment assistance for local and state prosecutors and local, state, and federal public defenders who commit to continued employment as public defenders and prosecutors for at least three years. States receiving funding will administer statewide programs through state agencies designated by the governor by soliciting applications from eligible beneficiaries, which include local and state prosecutors and local, state, and federal public defenders (“beneficiaries”).
