The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis. This is a notice of funding opportunity (NOFO) for the BJA FY2026 Edward Byrne Memorial Justice Assistance Grant (JAG) Program—State Formula. This opportunity will provide formula funding to states to, in general, support hiring additional personnel and/or purchase equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice or civil proceedings, including for any one or more of the eleven program areas. With this Notice of Funding Opportunity (NOFO), BJA seeks to award Edward Byrne Memorial Justice Assistance Grant (JAG) Program funds to eligible states. Only designated state administering agencies are eligible to apply for this NOFO.

The "Supporting Implementation of the Regional Economic Integration Framework (REIF) in the Great Lakes Region of Africa” project advances America's national interests by harnessing market-based, private sector-led growth in the area of Critical Minerals Investment in Burundi, Democratic Republic of the Congo (DRC), Rwanda, and Uganda. This program aims to improve governance and regulation to attract American business and counter corrupt and unfair practices that hamper economic growth in the region, disadvantage the competitive process, and handicap companies that adhere to rule of law. The project will accomplish these objectives by providing targeted technical and advisory support to relevant host nation institutions and individuals involved in the mining industries within the DRC, Rwanda, Burundi, and Uganda.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program (COSSUP). This opportunity supports the development, implementation, or expansion of comprehensive programs in response to overdose deaths, illicit opioids, stimulants, and other substances. Through this program, state, territorial, local, and tribal governments can support law enforcement-related activities, including efforts to locate and investigate illicit activities related to the unlawful distribution of opioids; increase access to prevention programs and overdose reversal medications; and expand treatment and recovery support services in the community, within correctional facilities, and upon reentry.

ONDCP’s Drug Court Training and Technical Assistance Cooperative Agreement supports training and technical assistance (TTA) to ensure access to evidence-based addiction treatment through drug courts, including when substance use disorder co-occurs with other mental healthconditions. ONDCP seeks to reduce drug use and its consequences through evidence-based treatment that leads to long-term recovery, and this cooperative agreement will support the President’s priorities by applying this to the criminal justice system. The purpose of this cooperative agreement is to: (1) educate, train, and produce materials to improve the implementation of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions; (2)decrease criminal justice costs and recidivism rates; and (3) improve access to evidence-based addiction treatment that includes medications for opioid use disorder through drug courts. The cooperative agreement recipient shall:• Use expert practitioners in the science of addiction and evidence-based addiction treatment, as well as integration of treatment into the criminal justice system.• Use licensed behavioral health practitioners.• Provide in-person training, online training, and jurisdiction-specific technical assistanceto a wide range of geographically distributed areas—including rural locations—at thestate, local, and tribal levels.• Ensure close alignment of all TTA materials with the Trump Administration’s policy priorities, including the 2026 National Drug Control Strategy; an evidence-based approach to treating addiction--to include FDA-approved medications for opioid use disorder--contingency management, and other evidence-based behavioral health modalities for other substance use disorders; naloxone distribution and naloxone training.• Designate and fund a research or academic organization to conduct an independent assessment of the effectiveness and impact of training and technical assistance conducted under this cooperative agreement. The independent study should involve data collectionfrom state, local, and tribal jurisdictions engaged in cooperative agreement recipient programming.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Public Safety and Mental Health Initiative (PSMHI). This opportunity supports comprehensive service networks addressing untreated mental illness and substance use to reduce the burden of on law enforcement and the justice system; restore order in communities affected by homelessness, mental illness, and substance use; decrease recidivism; reduce crime; and improve overall public safety and restore confidence in public spaces. This initiative supports coordinated, direct intervention efforts across public safety, justice, mental health, and substance use agencies to increase access to mental health and substance use treatment through civil commitment, institutional treatment, and step-down approaches from pre-arrest through reentry, using accountability measures that ensure compliance with treatment plans. This program moves beyond temporary interventions by supporting appropriate institutional care and civil commitment processes, when appropriate, for individuals unable to care for themselves.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Body-Worn Camera Policy and Implementation Program (BWCPIP) to Support Law Enforcement Agencies. This opportunity supports publicly funded law enforcement and correctional agencies for the purchase or lease of body-worn cameras (BWCs) and the development of comprehensive BWC programs. Since its inception, BWCPIP has responded to growing demand for reliable, real-time video evidence in criminal investigations and prosecutions. Law enforcement agencies across the country increasingly rely on BWC footage to enhance evidentiary documentation, improve prosecutorial outcomes, and document public encounters. BWCs also serve as a deterrent to assaults against officers and can help exonerate officers falsely accused of misconduct.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Investigating and Prosecuting Sexual Assaults in Confinement Facilities Program. This opportunity supports state, local, and tribal efforts to enhance their capacity to investigate and prosecute incidents of sexual assault in confinement facilities. State agencies, law enforcement, and prosecutorial agencies may utilize this funding for investigative and prosecutorial activities to decrease incidents of sexual assault in confinement facilities and increase the rate of successful prosecutions in such cases.

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Harold Rogers Prescription Drug Monitoring Program (PDMP). This opportunity seeks to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency. PDMPs help state and local governments to detect and prevent the diversion and abuse of pharmaceutically controlled substances such as opioids and other prescription drugs. The primary function of a PDMP is to facilitate the collection, analysis, and reporting of information on the prescribing, dispensing, and use of prescription drugs with a state, commonwealth, district, or territory. The goal of the Harold Rogers PDMP is to strengthen states’ and territories’ ability to maintain and enhance their existing PDMPs by accommodating local decision-making based on state laws and preferences and replicating promising practices. As part of supporting the enhancement of PDMPs, the Harold Rogers PDMP supports the integration of PDMP data with health information exchanges, electronic health records, or pharmacy dispensing systems, including engaging with tribal entities and rural areas where integration rates may be lower. This program helps to break the cycle of drug addiction and violence by reducing the demand, use, and the illegal trafficking of controlled substances.

The purpose of this Funding Opportunity is to invite proposals for funding to deliver technical assistance to small businesses. Only applications from the states of Indiana, Ohio, or Virginia that have experience in managing a state-wide, regional or nationwide cybersecurity training program will be considered for funding via this announcement. This is a notice of funding opportunity (NOFO) for BJA FY 2026 Second Chance Act (SCA) Improving Reentry Education and Employment Outcomes. This opportunity supports state, local, and tribal governments and community-based organizations to provide education and employment programs for adults and youth leaving prison and jail. The goal of the program is to improve academic and vocational/trade programs available to adults and youth in prisons and jails and expand workforce development and career pathways that result in improved job readiness, employment attainment, and retention, thereby improving employment prospects and reducing recidivism. Applicants may consider proposing projects that develop marketable skills, leverage technology, and build capacity to align with their local job market and engage in the digital economy.

The purpose of this award is to carry out a project to strengthen Honduras’ ability to manage seized evidence in a secure, transparent, and standardized manner, reducing vulnerabilities that transnational criminal organizations exploit to evade prosecution and sustain illicit markets.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Second Chance Act Family-Based Substance Use Disorder Treatment Program. This opportunity will provide treatment and recovery support services to parents with substance use disorders (SUD) who have minor children or are pregnant and are under correctional control in a facility or community-based setting. State, local, and tribal governments and nonprofit organizations may apply for funding to provide family-based SUD treatment programs in jail, in prison, or as part of an alternative to incarceration to reduce recidivism and improve reentry and other related outcomes for the parent and for their children. State, local, and tribal governments must apply for funding under Category 1 and nonprofit organizations and faith-based organizations must apply for funding under Category 2.

The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The COPS Office / NHTSA Impaired Driving Curricula Invitational Program funding opportunity is intended to update and enhance of impaired driving curricula offered by the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA).

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Smart Reentry Demonstration Program. This opportunity supports state, local, and tribal governments to implement comprehensive and collaborative reentry strategies to increase the likelihood of successful reentry for people returning to communities from adult correctional facilities, and to establish or expand a program or service (“intervention”) to reduce recidivism. Interventions may address a variety of needs related to reentry as outlined in section 101, subsection (b) of the Second Chance Act (34 USC §10631 – Adult and juvenile offender state and local reentry demonstration projects).

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Crisis Response Training Program. This opportunity supports state, local, and tribal governments, law enforcement agencies, correctional facilities, probation and parole departments, and sheriffs’ offices in developing, implementing, or expanding crisis response training programs that enhance public safety, officer safety, and operational effectiveness by improving law enforcement responses to individuals in crisis who have behavioral health conditions (including mental health and substance use disorders), intellectual and developmental disabilities (I/DDs), physical disabilities, and/or traumatic brain injuries. This program will equip law enforcement and correctional officers with tactical skills and strategies, and technology to effectively address crisis situations and enhance public safety. Officers trained in crisis intervention techniques are better equipped to safely mitigate volatile situations involving individuals experiencing behavioral health crises, including those with I/DDs.

The purpose of this Notice of Funding Opportunity is to invite proposals for funding to establish a Women’s Business Centers (WBCs) modernization and alignment initiative. This initiative will establish a Lead Center Model, supported by a network of Service Centers, to deliver coordinated, statewide or territory-wide business services. To support a more evenly distributed funding allocation by population, this competition is limited to applicants in the following states: Georgia. Selected awardee must reside in the state in which it will serve as a Lead Center. Selected awardee will be responsible for designing and executing an integrated service delivery approach that ensures comprehensive coverage and aligns resources with the needs of the local entrepreneurs.

The Training and Services to End Violence and Abuse Against Individuals with Disabilities and Deaf People Program (Disability Grant Program) helps states, local governments, Tribal governments and organizations, and certain nonprofit organizations provide training and information on domestic/dating violence, stalking, sexual assault, and caregiver abuse against individuals with disabilities and Deaf people and to enhance direct services to such individuals.

This is a notice of funding opportunity (NOFO) for the FY 2026 Local Law Enforcement Crime Gun Intelligence Center (CGIC) Integration Initiative. In collaboration with DOJ’s Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Local Law Enforcement Crime Gun Intelligence Center Integration Initiative supports law enforcement agencies to establish and expand CGICs to address firearm-related crime. CGICs are an interagency collaboration focused on the timely collection, management, and analysis of crime gun evidence, such as cartridge casings and semiautomatic handguns, using ATF’s National Integrated Ballistic Information Network (NIBIN) and Electronic Tracing System (eTrace). This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Daniel Anderl Judicial Security and Privacy Program. This opportunity supports states and units of local government, including tribal governments that perform law enforcement functions, in creating and expanding efforts to protect the safety and security of federal judges by preventing the release of covered information about at-risk individuals and their immediate family members to ensure federal judges are able to administer justice fairly without fear of personal reprisal from individuals affected by the decisions they make in the course of carrying out their public duties. Many federal judges' personal information resides in state and local government records, databases, and registries that are publicly accessible and searchable and outside federal control. Grants to state and local entities support federal-state-local partnerships to protect federal judicial officers and their families. Funds awarded under this grant program must be used exclusively for protecting federal judges and their immediate family members as defined in statute. Applicants that have existing judicial protection programs should clearly delineate how grant funds will be used solely for federal judges and describe cost allocation methodologies to ensure appropriate separation of expenses. Expenses that also benefit other judges are acceptable, provided that any costs specific to state, local, or tribal judges are separately tracked and are not charged to this grant.

This is a notice of funding opportunity (NOFO) for the Training and Services to End Abuse in Later Life Program (Abuse in Later Life Program). This program assists states, Tribal governments and organizations, local governments, and nonprofit entities in supporting a comprehensive approach to addressing abuse in later life, including domestic/dating violence, sexual assault, stalking, neglect, abandonment, economic abuse, or willful harm committed against victims who are 50 years of age or older (older victims).

This is a notice of funding opportunity (NOFO) for the BJA FY2026 Intellectual Property Enforcement Program: Protecting Public Health, Safety, and the Economy from Counterfeit Goods and Product Piracy. This opportunity will support existing or the creation of new law enforcement agency intellectual property (IP) enforcement task forces. This program assists state, local, tribal, and territorial jurisdictions in preventing and reducing intellectual property theft and related crime as well as supporting law enforcement in investigating and prosecuting IP crimes and reducing violent crime associated with IP cases and investigations. These matters typically involve copyrights, patents, trademarks, other forms of IP, and trade secrets, both in the United States and abroad.

This program supports efforts by States, Indian Tribes, and units of local government to prevent, enforce, and prosecute cybercrimes against individuals. Cybercrimes against individuals are defined as criminal offenses that involve the use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult, except that use of a computer need not be an element of the offense.

The Consolidated Grant Program to Assist Children and Youth Affected by and to Engage Men and Youth in Preventing Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Consolidated Youth Grant Program) supports community-based efforts to develop or expand prevention, intervention, treatment, and response strategies addressing the needs of children and youth (ages 0-24) affected by domestic/dating violence, sexual assault, stalking, and sex trafficking. It also supports work with men and youth to prevent those crimes.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Kevin and Avonte Program: Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities. This opportunity supports public safety efforts to reduce deaths and injuries of individuals with forms of dementia, such as Alzheimer’s disease, or developmental disabilities, such as autism, who, due to their condition, wander from safe environments. This program provides funding to law enforcement, other public safety agencies, and health care agencies to implement locative technologies that track missing individuals. It also provides funding to such agencies and partnering nonprofit organizations to develop or operate programs to prevent wandering, increase safety for vulnerable individuals, and facilitate rescues.

For purposes of this funding opportunity, the term “de-escalation” means taking action or communicating verbally or nonverbally during a potential force encounter in an attempt to stabilize the situation and reduce the immediacy of the threat so that more time, options, and resources can be called upon to resolve the situation without the use of force or with a reduction in the force necessary. 2. Safely responding to an individual experiencing a mental or behavioral health or suicidal crisis. Such a crisis is one in which the behavior of a person puts the person at risk of hurting himself or herself or others or impairs or prevents the person from being able to care for himself or herself or function effectively in the community. This also includes situations in which a person is under the influence of a drug or alcohol, is suicidal, or experiences symptoms of a mental illness; or may exhibit symptoms, including emotional reactions (such as fear or anger), psychological impairments (such as inability to focus, confusion, or psychosis), and behavioral reactions (such as the activation of a freeze, fight, or flight response). Under this focus area, applicants can request funds for co-responding clinicians. 3. Safe encounters with individuals with disabilities. The term “disability” has the meaning given that term in section 3 of the Americans with Disabilities Act of 1990 (42 U.S.C. 12102). 4. Successfully participating on a crisis intervention team. The term “crisis intervention team” means a collaborative, interdisciplinary team that brings together specially trained law enforcement officers, mental health providers, and other community stakeholders to respond to mental health–related calls, use appropriate de-escalation techniques, and assess if referral to services or transport for mental health evaluation is appropriate. 5. Making referrals to community-based services and support. This may include mental and behavioral health services and support, housing assistance programs, public benefits programs, the National Suicide Prevention Lifeline, and other services. Partnerships with experts in adult learning concepts and curriculum development are highly encouraged. Awards under this funding opportunity will be made through two funding paths: Funding Paths Path 1: The Academy Path Traditional academy curricula provide separate blocks of instruction on prescribed material, whereas a curriculum that integrates one or more concepts will revisit these concepts throughout the entire training program within the context of new material. De-escalation and crisis response concepts are ideal for integration because they are relevant in the contexts of many traditional law enforcement training domains, including use of force, criminal law, communication, and procedural justice. These awards are intended to provide resources for academies seeking to update, revise, and supplement basic training curricula in a way that includes integration of training on de-escalation and crisis response as described in the five areas of focus. Path 2: The Commission Path Many state POSTs enforce training standards or mandate various training curricula that have developed over time to reflect changes to legislation, technological advancements, and evolving responsibilities of the police profession. This can sometimes result in a set of standards or a program of training that is not clearly defined or synthesized. These awards are intended to provide resources for commissions seeking to update, revise, and supplement law enforcement training standards or mandated curricula in a way that includes integration of training on de-escalation and crisis response as described in the five focus areas.

The OVW State and Territory Domestic Violence and Sexual Assault Coalitions Program (Coalitions Program) supports the critical work of state and territory domestic violence and sexual assault coalitions and is a set-aside program under the OVW STOP Violence Against Women Formula Grant Program statute. These organizations play an important role in advancing the goal of ending domestic violence, dating violence, sexual assault, and stalking. This program also includes a statutory set-aside from the Sexual Assault Services Program (SASP) statute, specifically for state and territory sexual assault coalitions.

INL announces a funding opportunity for qualified individuals to provide expert advisory and mentoring support to specialized anti-organized crime and corruption departments in Bosnia and Herzegovina, covering both the Federation of Bosnia and Herzegovina and Republika Srpska. Bosnia and Herzegovina sits on the Balkan Route, a key corridor for narcotics, weapons, and migrant smuggling.The selected expert or experts will strengthen prosecutorial capacity within the Federation of Bosnia and Herzegovina's Specialized Department for Corruption and Organized Crime, known as POSKOK, and its Republika Srpska counterpart by delivering structured advisory sessions, participating in legal reform working groups, and providing case-based mentoring to prosecutors, judges, and investigators. Key objectives include strengthening prosecutorial methodology aligned with the Federation of Bosnia and Herzegovina 2014 Law on the Suppression of Corruption and Organized Crime, and developing a structured case prioritization framework to help departments manage complex, high-level caseloads and identify cases with a U.S. nexus.
