This is a special Notice of Funding Opportunity Announcement (NOFO) sponsored by the Air Force Office of Scientific Research (AFOSR), which will hereafter generally be referred to as “we”, “us”, “our”, or “AFOSR.” The Fiscal Year 2027 Air Force Young Investigator Research Program (YIP) intends to support individual early career scientists and engineers who have received their Ph.D. or equivalent degrees by 01 April 2019 or later showing exceptional ability and promise for conducting basic research. The program objective is to foster creative basic research in science and engineering; enhance early career development of outstanding young investigators; and increase opportunities for the young investigators to recognize the Air Force and Space Force mission and related challenges in science and engineering. Individual awards are made to U.S. institutions of higher education, industrial laboratories, for- profit, or non-profit research organizations where the principal investigator (PI) is employed on a full-time basis and holds a regular, non-contractor position. A YIP PI must be a U.S. citizen, national, or permanent resident. Researchers working at a Federally Funded Research and Development Center (FFRDC), or a Department of War (DoW) Laboratory are not eligible for this competition. YIP awards are funded up to $150,000 per year for three years, for a total of $450,000. No single year may exceed $150,000. Under this competition, an anticipated thirty-seven (37) traditionally funded YIPs and three (3) YIPs funded in partnership with the Laboratory for Physical Sciences (LPS) in the Quantum Information Sciences research discipline may be awarded. There may be potential for an additional 37 YIPs funded from other AFOSR research funding. All actions are based on the availability of funds. Proposers are encouraged to confer with the designated AFOSR Program Officer(s) prior to submitting a full proposal. We will evaluate proposals using an internal review panel. AFOSR reserves the right to select and fund all, some, or none of the proposals from any of the topics below. AFOSR provides no funding for direct reimbursement of proposal development costs. The World Trade Center (WTC) Health Program supports exploratory and developmental research projects (R21) that address issues related to diagnostic or treatment uncertainty among individuals receiving monitoring and/or treatment under Subtitle C of the James Zadroga 9/11 Health and Compensation Act of 2010, as amended. This R21 Notice of Funding Opportunity (NOFO) is intended to encourage exploratory/developmental research by supporting the early and conceptual stages of project development to assess the feasibility of new areas of investigation with the potential to improve treatment effectiveness and diagnostic practices. These studies may lead to breakthroughs in a particular area or to the development of new interventions, techniques, agents, methodologies, models, or approaches with potential clinical impact. They are expected to break new ground or extend prior discoveries in new directions or applications. Applicants are expected to propose research for which there is likely to be minimal or no preliminary data.

The John H. Prescott Marine Mammal Rescue and Response Grant Program (Prescott program) provides financial assistance to eligible marine mammal stranding participants and stranding network collaborators to provide (A) the recovery, care, or treatment of sick, injured, or entangled marine mammals; (B) responses to marine mammal stranding events that require emergency assistance; (C) the collection of data and samples from living or dead stranded marine mammals for scientific research or assessments regarding marine mammal health; (D) facility operating costs that are directly related to activities described in (A), (B), or (C); and (E) development of stranding network capacity, including training for emergency response, where facilities do not exist or are sparse. Successful applications will be those aimed at helping support these actions. The U.S. Fish and Wildlife Service’s (FWS) Prescott Grant Program will provide support for response to the stranding of wild populations of species under the Department of the Interior’s management authority per section 3(12) of the Marine Mammal Protection Act (MMPA). Under this Funding Opportunity, FWS will recommend projects for funding based on how well and to what extent they support the species-specific priority activities, which are listed below under Species-Specific Funding Priorities. For the purposes of this program, priority is to be given to applications focusing on marine mammal strandings.

The objective of the program is to provide a basis for advancing science-based fisheries management for Atlantic bluefin tuna. Such advancement will depend upon improvements in understanding of the fisheries, total abundance, and biology of bluefin tuna, especially regarding the effects of mixing and movement between the eastern and western Atlantic populations. Contracting Parties to the International Commission for the Conservation of Atlantic Tunas (ICCAT), of which the US is one, and other partners have embarked upon a multi-year research program on bluefin tuna as a step toward improving ICCAT's science-based management of Bluefin fisheries. Research sponsored under this funding opportunity represents a contribution to this partnership. Proposals that demonstrate collaborations with the ICCAT Atlantic Bluefin Tuna Research Program and other ICCAT partners are strongly encouraged.

The purpose of component A (8-11 awardees) of this NOFO is to collect high-quality longitudinal data on children and adults with spina bifida (SB) who receive care in specialized spina bifida clinics participating in the National Spina Bifida Patient Registry (NSBPR). The purpose of component B (6-8 awardees) is to implement and evaluate the Urologic Management to Preserve Initial Renal Function Protocol for Young Children with Spina Bifida (UMPIRE) iterative protocol which aims to improve the management of the urinary and kidney systems in infants and young children with myelomeningocele. Building on existing longitudinal data collection, recipients will continue to collect data on patients with SB to better understand health outcomes after interventions and treatments, analyze the data and share findings to identify opportunities for improvement of care. An additional objective for Component B is to finalize the UMPIRE protocol for children 0-10 years old with myelomeningocele. This grant program provides competitive grants to non-Federal researchers working to benefit U.S. fishermen and fisheries, including aquaculture, through the development of improved fishing practices and innovative gear technologies. The Magnuson-Stevens Fishery Conservation and Management Act, as amended (MSA), 16 U.S.C. 1865, requires that NOAA’s conservation and management measures minimize bycatch to the extent practicable and established the Bycatch Reduction Engineering Program (BREP) to support the development of technological devices and other conservation engineering changes to minimize bycatch and reduce post-release mortality of non-target species in our nation’s fisheries. Bycatch reduction is a priority for the National Marine Fisheries Service (NMFS), as outlined in the NMFS National Bycatch Reduction Strategy (https://www.fisheries.noaa.gov/national/bycatch/national-bycatchreduction-strategy). Fisheries bycatch can contribute to overfishing, population declines for threatened and endangered species, and can result in commercial fishery closures. This Program seeks to support the development and testing of fishing gears and approaches that can be applied in commercial and recreational fisheries to reduce bycatch and post-release mortality and address the MSA requirements to minimize bycatch and habitat impacts.  

The Common Fund Human Virome Program (HVP) aims to extensively and comprehensively characterize the "healthy" human virome (the collection of viruses that normally reside inside the human body without evidence of disease) and create tools, models, and methods that will enable an in-depth study of its variation and composition in relation to host factors and its influence on health and disease. The purpose of this NOFO is to support small pilot projects that extend the goals of the HVP, including further validating, improving, and complementing existing and newly developed tools from the HVP program by leveraging human specimens collected from the cohorts under the program; samples from animals to promote the refinement, utilization, and translation of these tools to better serve the goals of the HVP program; expanding existing cohorts and/or biospecimen sampling sites for virome characterization; developing tools, assays, and methods to study the human virome; and defining functional interactions between the human virome and host. These pilot projects will expand the HVP consortium, and collaboration across the HVP is expected. The ROSS Rapid Response Program (RRP) awards one-time assistance via a cost-reimbursable grant for service coordination and limited direct services for residents of HUD-assisted housing. This Notice of Funding Opportunity (NOFO) encourages collaborations between the life and physical sciences that: 1) apply a multidisciplinary bioengineering approach to the solution of a biomedical problem; and 2) integrate, optimize, validate, translate or otherwise accelerate the adoption of promising tools, methods, and techniques for a specific research or clinical problem in basic, translational, or clinical science and practice. An application may propose design-directed, developmental, discovery-driven, or hypothesis-driven research and is appropriate for small teams applying an integrative approach to increase our understanding of and solve problems in biological, clinical, or translational science. This NOFO will support clinical trials that test functionality or validate performance in the chosen setting. This NOFO is not intended to support conventional clinical trials that lack translation as the primary motivation. Through this Notice of Funding Opportunity (NOFO), the National Cancer Institute (NCI) is soliciting applications for the establishment of the Management and Data Coordination Unit (MDCU), one of the two scientific components of the Pancreatic Cancer Detection Consortium (PCDC). The PCDC will continue to address one of the four research priorities identified in the National Cancer Institute's 2014 Scientific Framework for Pancreatic Ductal Adenocarcinoma and conduct research on early detection of pancreatic ductal adenocarcinoma (PDAC) and characterization of its precursor lesions to identify those patients who are at high risk of progression to cancer. The PCDC-MDCU will provide support towards collaborative efforts such as study design, protocol development, statistical analysis, coordination and data management. Other PCDC-MDCU activities include: coordination and support towards biorepository building; and organizational and logistics support for PCDC activities.

This NOFO encourages applications for the Lasker Clinical Research Scholars Program. The program supports the research activities of clinical researchers during the early stages of their independent careers as they work to improve human health. The program offers the opportunity for a unique bridge between the NIH intramural and extramural research communities and contains two phases. In the first phase, Lasker Scholars will receive appointments for up to 5-7 years as tenure-track investigators within the NIH Intramural Research Program with independent research budgets. The U.S. Department of State, Bureau of Educational and Cultural Affairs, Cultural Programs Division (ECA/PE/C/CU) seeks to advance international understanding of American values by exposing foreign audiences to innovative and compelling architectural designs that reflect U.S. foreign policy and foster international dialogue on shared global challenges.

The overall goal of this program is to accelerate scientific discovery, improve research efficiency, and enhance the translation of research findings into improved health outcomes. Centers funded under this program will also foster multidisciplinary collaboration, support workforce development across career stages, and promote training in emerging areas such as data science, artificial intelligence, and implementation research. The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) requests applications for the NIAMS P30 Centers Program to support integrated research Centers within its mission areas of skin biology and diseases; bone, muscle, and orthopaedic research; and rheumatic diseases. The NIAMS P30 Centers Program supports Centers that provide coordinated research infrastructure, shared resources, and methodological expertise to advance basic, translational, and clinical research. The National Center for Complementary and Integrative Health (NCCIH) announces this Notice of Funding Opportunity (NOFO) to solicit applications for multi-site feasibility trials of complementary and integrative health approaches with physical and/or psychological therapeutic inputs (often called mind and body interventions) to reproduce and translate mechanisms of emotional well-being (EWB) into large-scale clinical trials that advance our understanding of whole person health. These early-phase multi-site trials are essential for 1) demonstrating that the mind and body intervention can be delivered with fidelity across sites; 2) demonstrating reproducibility and rigor in engaging targeted mechanisms of EWB by the mind and body intervention across sites; 3) assessing feasibility of participant recruitment and retention, as well as randomization; 4) assessing feasibility of collecting comprehensive clinical (whole person health restoration) and mechanistic (EWB) data across sites; and 5) exploring correlations between changes in mechanistic targets and clinical outcome measurements pooled across sites. By laying this groundwork, studies supported under this NOFO will advance the science of whole person health and prepare the field for rigorous clinical trials and mechanistic mediation analysis with the potential to improve the health and well-being of all Americans.

This Notice of Funding Opportunity (NOFO) aims to build new research capacity and develop a sustainable research program by supporting the purchase of a single commercially available biomedical research instrument currently unavailable in the institution. Instruments funded through this program must be shared among the users to create new research opportunities, enable reproducible data generation, encourage collaborative research and training, and strengthen long-term research capabilities. The minimum award is $50,000. While there is no limit on the total cost of the instrument, the maximum award is $400,000.

The goal of the Grants for Early Medical/Surgical Specialists' Transition to Aging Research (GEMSSTAR) program is to provide support for early-career clinician-scientists trained in medical or surgical specialties to launch careers as future leaders in aging- or geriatric-focused research. In support of the program's goal, this GEMSSTAR Notice of Funding Opportunity (NOFO) invites applications that propose to conduct transdisciplinary aging research that will yield pilot data and experience for subsequent aging research projects. The GEMSSTAR program encourages candidates to seek out a supportive research environment to further the program's objectives of fostering the development of early-career clinician-scientists in aging- or geriatric-focused research, particularly as it applies to their clinical specialty/discipline. Toward this end, GEMSSTAR candidates should include a Professional Development Plan that reflects this supportive research environment. In selecting GEMSSTAR recipients, the National Institute on Aging (NIA) will consider the extent to which a candidate's environment is supportive of aging- or geriatric-focused research.

The period of performance for an award is up to 2 years. Every institution that intends to submit a proposal to this NRA, including the proposed prime award or any partner whether an education institution, other non-profit institutions, and other organizations that will serve as sub-awardees or contractors, must be registered in NSPIRES. This announcement supports Executive Order 14276, Restoring America’s Seafood Competitiveness, by soliciting projects that support: workforce development for marine-related professions in marine science, aquaculture/mariculture, and maritime operations; enhancing seafood safety and management through training in seafood best practices, marketing, and fishery management; technological innovation in fishing practices; outreach and education for consumers on quality and sustainability of wild caught fish or products farmed through aquaculture/mariculture; enhanced regionally-specific management of fishery resources based on local knowledge; and strengthening the seafood supply chain through partnerships with industry, researchers, and community organizations to build relationships that increase the sustainability and competitiveness of the marine community in Alaska. Proposed projects must be conducted in Alaska.

These projects are expected to generate preliminary data to bolster a subsequent R01-equivalent application. Eligible projects include, but are not limited to, pilot or feasibility studies; proof of concept studies; secondary analysis of existing data; small, self-contained research projects; development of new research methodologies or technologies, or creation of novel experimental model systems.Applicants are required to maintain a minimum of 40% protected research effort during the R03 award period.
